WEDNESDAY, OCTOBER 20, 1971 The Board of County Commissioners of Indian River County, Florida met in regular session at the Courthouse, Vero Beach, Florida. on Wednesday, October 20, 1971 at 8:30 o'clock A. M. Present were Richard P. Bogosian, Chairman; Alma Lee Loy, Vice Chairman; D. B. McCullers, Jr.; Jack U. Dritenbas and Edward J. Massey. Also present were Jack G. Jennings, County Administrator; Paul D. Burch, Attorney to the Board; Charles Whiteside, Deputy Sheriff; and L. S. Thomas, Jr. and Janet N. Turpan, Deputy Clerks. The Chairman called the meeting to order and asked if there were any additions or corrections to the minutes of the special meeting of September 23, 1971 or to the minutes of the regular meeting of October 6, 1971. Commissioner Loy requested that a closing paragraph be added to the minutes of the special meeting of September 23, 1971. This correction having been made, Motion was made by Commissioner Loy, seconded by Commissioner Massey and the minutes of the special meeting of September 23, and the minutes of the regular meeting of October 6, 1971 were unanimously approved. The Zoning Inspector appeared and presented a site plan of a service station on the Fellsmere Road. Motion was made by Commissioner Mccullers, seconded by Commissioner Loy and site plan approval was unanimously given for a service station on the northwest corner of the intersection of 195 and S: R. 512 by the Standard Oil Company. Upon a Motion made by Commissioner Loy, seconded by Commissioner Massey, the Board unanimously approved advertisement for public hearing before the Zoning Commission for a zoning change for the McKee Sexton Land Company. Upon a Motion made by Commissioner Massey, seconded by Commissioner Loy, the Boa rd unanimously approved advertisement for public hearing before the Zoning Commission for.a zoning change for Dan Richaeaon to allow packing houses. Upon a Motion made by Commissioner Massey, seconded by Commissioner Loy, the Board unanimously approved advertisement I AU got nPT 2 A 1971 ri f for public hearing before the Zoning Commission for a zoning change for Truth and the Life, Inc. Upon a Motion made by Commissioner Dritenbas, seconded by Commissioner Massey, the Board unanimously approved advertisement for public hearing before the Zoning Commission . for a zoning change for the Church of the Deliverance, Macedonia Baptist Church. A Motion was made by Commissioner Massey, seconded by Commissioner Dritenbas and unanimously carried that the Clerk be instructed to refund cash performance bond in the amount of $800.00 to the Indian River Twin Estates Subdivision, as said work has been completed. Vernon Wright, State Parole Officer, appeared and advised the Board that he has made a preliminary request for a $2,400.00 grant to be used for equipment to be used in alcoholic and drug. addiction. The Parole officer stated that matching funds in the amount of $600.00 would be provided by -the use of the Parole Office two nights each week. He further stated that the grant would be received by.the Board of County Commissioners who would-be paying for the expenditures from that fund. A Motion was made by Commissioner McCullers; seconded by Commissioner Massey and unanimously carried that participation in the program be approved and that the Chairman be authorized to sign the application. Since the funds in question were paid to the county, rather than to the state treasurer, we believe the revision was intended to be prospective in operation and that it is, therefore, inapplicable to this application. McCullars, County Agricultural Agent to Belle Glade on November 3 to attend a District Extension Workers Conference; and to Miami on November 10 through 12 to attend State Horticultural Society Convention was unanimously approved. 10 Book OCT 2o 1971 The several bills and accounts against the County, having been audited, were examined and found to be correct were approved and warrants issued in settlement of same as follows: General Fund, Nos. 3201 to 3262 inclusive; Road and Bridge Fund, Nos. 1672 to 1697 inclusive; Fine and Forfeiture Fund, No. 508. Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the Legislative Auditor, reference to such record and list so recorded being made a part of these minutes.
