THIS INTERLOCAL AGREEMENT is made this 7th day of May , 2013, by
and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida, hereinafter
referred to as " Indian River", and ST. LUCIE COUNTY, a political subdivision of the State of
Florida , hereinafter referred to as "St . Lucie" .
WHEREAS, the citrus industry is a vital part of the economies of Indian River County and
St . Lucie County, collectively referred to as the "Counties" ; and,
WHEREAS, the University of Florida/institute for Food and Agricultural Sciences
currently funds sixty percent ( 60%) of the costs for a Multi -County Citrus Agent to provide
services to the citrus industry in the Counties, hereinafter referred to as "Agent" ; and ,
WHEREAS, St . Lucie County currently funds the remaining forty percent (40%) of the
costs of the Agent, and,
WHEREAS, in recognition of the important services provided to its citrus industry by the
Agent, Indian River is willing to contribute to St . Lucie' s portion of the funding of the position ;
and ,
WHEREAS, the parties have agreed to share forty percent (40% ) of the Agent' s salary
based upon their respective pro rata share of the total citrus acres in the two Counties .
NOW, THEREFORE, in consideration of the mutual advantages accruing to the parties_ _
and the benefits, promises, and consideration hereinafter set out, the School and the County
agree as follows :
1 . GENERAL, This Agreement is entered into pursuant to Section 163 . 01, Florida
Statutes, Florida Interlocal Cooperation Act . This Agreement embodies the whole
understanding of the parties . There are no premises, terms, conditions, or obligations other
than those contained therein , and this Agreement shall supersede all previous
telecommunications, representations, or agreements, either verbal or written , between the
parties hereto .
2 . PURPOSE AND INTENT, It is the intent of the parties to maximize the use of

funds to provide programming to the citrus industry in both Counties .
3 . ST. - LUCIE RESPONSIBILITIES , St . Lucie' s responsibilities hereunder shall be
as follows :
A. Employ Multi-County Citrus Agent ( "Agent" ) pursuant to agreement with
Institute of Food and Agricultural Sciences ( " IFAS" ), University of Florida .
The Agent shall be subject to tf a same policies and benefits as may be
applicable to other St . Lucie no - bargaining unit employees . A copy of
the job description for the Agent is attached hereto and incorporated
herein as Exhibit "A." The Indian River County Extension Director shall
participate in the selection process for the Agent .
Be On or before June 1, 2014 and each June 1st thereafter, St . Lucie County
shall notify Indian River County Iof the amount of the annual cost of the
salary for the Citrus Agent for the upcoming fiscal year. The amount of
Indian River County' s contribution shall not In by more than three
percent ( 3%) over the contribution for the previous fiscal year. At the
end of each quarter, St . Lucie County shall provide to Indian River County
a summary of the salary expenses actually incurred during such quarter.
4 . INDIAN RIVER RESPONSIBILITIES.

salary of the Agent . Such payments shall be made on a quarterly basis
in arrears, during the fiscal year being funded and shall be equal to
forty-seven percent (47%) of the amount indicated in the quarterly
summary provided by St. Lucie County. if the salary of the Agent is not
incurred for any portion of the fiscal year, because of a vacancy in the
Agent position or otherwise, Indian River County's obligation shall be
reduced accordingly.

This Agreement shall be effective for a period of two ( 2 ) years beginning
retroactively on October 1, 2012 and ending September 30, 2014 . Either party may terminate
this Agreement without cause upon ninety (90) days prior written notice to the other. This
Agreement will be automatically renewed upon the same terms and conditions for successive
one year periods unless either party determines to erminate the Agreement by providing
written notice of the termination at least ninety (90) prior to the expiration of the current
term .
6 . NOTICES. All notices, requests, consents, and other communications required
permitted under this Agreement shall be in writing ( including telex and telegraphic
communication ) and shall be ( as elected by the person giving such notice ) hand delivered by
messenger or courier service, telecommunicated, or mailed ( airmail if international ) by
registered or certified mail ( postage prepaid ), return receipt requested, and addressed to :

or delivery is refused or the notice is designated by the postal authorities as not deliverable, as
the case may be, if mailed .
7 . PUBLIC RECORDS. The parties shall ! allow public access to all documents,
papers, letters, or other materials subject to the provisions of Chapter 119, Florida Statutes,
and made or received by either party in conjunction with this Agreement.

Position Summary
There are approximately 127, 000 acres of citrus managed by 600 different producers on
Florida's Treasure Coast ( Indian River, St . Lucie, and Martin counties) . The successful fruit crops
extension agent will develop , implement, evaluate and promote comprehensive educational
programs to help producers and landowners more effectively interpret and use findings of
current science and technology. This agent will be expected to teach the most effective
strategies to deal with Integrated Pest Management ( IPM ), Best Management Practices ( BMPs)
to protect water quality, water management ( e. g. , irrigation, drainage, policy) , labor ( e . g. , laws,
relations, shortage, productivity) , business (e . g., management, marketing, risk management )
and other related topics . The agent will also help producers and landowners explore the
viability of alternative land uses and enterprises.
The agent must develop effective working relationship's with the citrus grower organizations,
other producer groups, advisory committees, community leaders, media, related state and
local agencies, and the general public. The successful candidate will work with other county
extension faculty in the South District, other citrus agents, and extension specialists and
researchers located at the Citrus Research and Education Center ( Lake Alfred ) , the Indian River
Research and Education Center ( Ft . Pierce ), other centers in central and south Florida, and the
main Univ. of Florida campus (Gainesville ) . All extension agents also devote at least 5% of their
extension programming to the OF/IFAS 4- H Youth Development program .
Qualifications
This position requires a Bachelor's degree ( Master' s degree preferred ) with a strong academic
background in plant science, horticultural science, crop science, entomology, plant pathology,
soil and water science, agricultural and biological `engineering, or a closely . related field . The
successful candidate must be capable of joining and working with other regional citrus experts .
A background check and a drug test will be required prior to employment . Experience working
in multicultural settings and coursework/training on multicultural topics are also desirable .
Extension programming is a cooperative undertaking between county administration and the
institute of Food and Agricultural Sciences at the University of Florida . As such both partners
are involved in the supervision of the office and contribute to the salary and support resources .
The home base for this position is St . Lucie County ( http ://www. stlucieco . eov), which is a
southeastern Florida coastal county with a population "'of more than 200, 000.
