The Board of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach, Florida
on Wednesday, November 10, 1971 at 5:30 o'clock A. M. Present were
Richard P. Bogosian, Chairman; Alma Lee Loy, Vice Chairman; D. B.
McCullers, Jr.; Jack U. Dritenbas and Edward J. Massey. Also present
were Jack G. Jennings, County Administrator; Paul D. Burch, Attorney
to the Board of County Commissioners; James Reams, Deputy Sheriff;
and L. S. Thomas and Janet N. Turpan,, Deputy Clerks.
The Chairman called the meeting to order and asked if there
were any corrections or additions to the minutes of the regular meeting
of October 20, 1971. Commissioner Loy requested that on Page 1,
Paragraph 3, the words "on the Fellsmere Road" be changed to read
"on the northwest corner of the intersection of I95 and SR512."
Commissioner Loy also requested that on Page 2, Paragraph
3, the word "Commissioner" be changed to read "Commission".
Commissioner Loy also requested that on the second page,
in Paragraph 4, the word "receipted" should be changed to read
"received".
Commissioner Loy also requested that on Page 20, in
Paragraph 5, the word "Association" should be changed to read
"Authority".
The above corrections, having been made, a Motion was made
by Commissioner Massey, seconded by Commissioner Loy, and unanimously
carried that the minutes of the regular meeting of October 20, be
approved as corrected.
Roy Jones, of the County Jail appeared in regard to a
hospital bill incurred by one of the inmates. Commissioners McCullers
and Massey were appointed to act on a committee to work with hospital
officials and the County Welfare Director to work out some method of
handling such bills. also inviting a Member of the Doctors' Association.
Dewey Walker, County Zoning Inspector, appeared and reported
on zoning problems.
A Motion was made by Commissioner Loy, seconded by Commissioner

Massey and unanimously carried that authorization for advertisement
for public hearing before the Hoard of County Commissioners be given
for a zoning change of a property in Section 6-33-39 facing Route 60
on behalf of the Agricultural Center of Indian River County, Inc.
A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers and unanimously carried that authorization
for advertisement for public hearing hearing be given for a zoning
change for a property in Section 13-33-39 as requested by Attorney
William Cobb on behalf of Roy E. Hilliard.
On Motion made by Commissioner Loy, seconded by Commissioner
Dritenbas, the Board unanimously authorized advertisement for public
hearing before the Zoning Board for zoning changes as requested by
Rivers Anderson and Edward T. Karr, Raymond R. Sawyer and William A. ,
Taylor.

A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers and unanimously carried that authorization
be given for advertisement for public hearing before the Zoning Board
for a zoning change in Section 25-33-38 as requested by Springboard,
Inc.
On Motion of Commissioner McCullers, second of Commissioner
Massey, the Board unanimously deferred Site Plan Approval of a metal
building to be constructed on Lots 1, 2 and 3 Casa Rio Subdivision
as requested by Ziebart Rustproofing, until an on site inspection
could be made by the Board.
The hour of 9:30 o'clock A. M. having passed, the Chairman
read the following Notice with proof of publication attached, to -wit:

The Chairman then called for receipt of bids in accordance
with the Notice and the following sealed bid was received, opened
and read:

A Motion was made by Commissioner McCullers, seconded by Commissioner
Massey and unanimously carried that this bid-. be referred to the
Administrator for evaluation.
Upon a Motion made by Commissioner Dritenbas, seconded by
Commissioner Massey, the Hoard unanimously accepted the proposal by
Rathburn and Williams, Inc. that they pave 14th anti 15th Avenues in
Glendale Park Subdivision at no cost to the County.

Mrs. Margaret Dixon, Indian River Safety Council, appeared
requesting posts for signs to be erected at a bottleneck area in the
Indian River. The Board reminded Mrs. Dixon that they have no
jurisdiction in the river but that the Administrator would furnish
the posts.
The Comity Administrator presented a final plat of a
Subdivision known as hickory Hill Estates Subdivision and recommended
its final approval as meeting County Subdivision Requirements. Upon
a Motion made by Commissioner Loy, seconded by Commissioner Massey
and unanimously carried the recommended final approval was given for
Hickory Hill Estates Subdivision with the provision that the
contractor put up three stop signs. and.three street signs and
that the street be paved from the edge of the pavement to the property
line, and that all other building be done in accordance with County.
Subdivision Requirements.
A Motion was made by Commissioner Dritenbas, seconded by
Commissioner McCullers and unanimously'carried that the Chairman
be authorized to sign release of easement and to accept the deed
on an exchange of easement in Crystal Sands Subdivision.
Foster Wright, Blue Cross -Blue Shield Representative,
appeared and notified the Board of an increase in rates for employee
hospitalization.
A letter was received from the Equitable Life Assurance
Society of the U. S. requesting an audience before the Board
appertaining to Employee Hospitalization. L. S. Thomas, Deputy
Clerk was requested to invite other bids for health insurance,
requesting the same coverage as afforded by Blue Cross -Blue Shield.
A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers and unanimously carried that the Chairman'
be authorized to sign a letter to the owners of the property adjacent
to Wabasso Beach regarding the rest.rooms on their property and to
let them know that the County is willing to negotiate the purchase
of the property.

A letter Was received from W. T. Carlton regarding a
law on coastal construction set -back, also stating that a survey
could be made in Indian River County at no cost to the Bounty.
A Motion was made by Commissioner Loy, seconded by Commissioner
Dritenbas and unanimously carried that this .Board go on record
as requesting the Bureau of Beaches and Shores that this survey be
conducted in Indian River County at the earliest possible moment.
A Motion was made by Commissioner Loy, seconded by
Commissioner McCullers and unanimously carried that the Administrator
be authorized to advertise for bids for collection equipment for
solid waste purposes.
The Board then adjourned at 12:00 o'clock Noon and
reconvened at 1:30 o'clock P. M.
A Motion was made by Commissioner Massey, seconded by
Commissioner Loy and unanimously carried that the"Administrator be
authorized to purchase a new mower for the Rockridge Park.
A Motion was made by Commissioner McCullers, seconded by
Commissioner Massey and unanimously carried that the Administrator
be authorized to clear Lots 56, 56 and 59 in F'ellsmere as they
adjoined a colored church.
The Board decided to post signs prohibiting animals without
leash at Blue Cypress Lake, as requested by Joe Middleton.
The Attorney to the Board reported on the suit against the
County by John Pierson, stating that the Board might consider a six
foot fence at the landfill on South Gifford Road and might also be
certain that no refrigerators are left there unless the door has been
removed.
A Motion was made by Commissioner Loy, seconded by
Commissioner Massey and unanimously carried that the Administrator
contact the State Department of Transportation and protest the
installation of culverts at the cost of Indian River County.

The Chairman expressed the appreciation of the Board
to Donald Macdonald for attending the meeting of the Florida Shore
and Beach Preservation Association in their behalf.
The Board requested that the Administrator contact
Gladys Vigliano, County Welfare Director, and suggest that she
make a crash program to dispense the box springs and mattresses
acquired from the Holiday Inn, and that a letter of thanks be
written to the Holiday Inn for this contribution.
Leslie Craisi. appeared and reported on the Water Resources
Study that was conducted by the U. S. Geological Survey. He stated
that a full report was forthcoming.
Commissioner Loy advised that a Certificate of Honor
has been prepared for presentation to Larry Brinson for rescuing
a child from the South Relief Canal. A Motion was made by Commissioner
Loy, seconded by Commissioner Dritenbas and unanimously carried that
the Board of County Commissioners conveys the thanks of all of the
citizens of Indian River County, and requests the Chairman to sign;
the Certificate of Honor and to present it to Larry Brinson.
The Attorney was requested to make an inquiry into the
possible acquisition of all of the spoil islands.
On Motion of Commissioner McCullers, second of Commissioner
Loy, the following Resolution was unanimously adopted:

RESOLUTION 71-59
WHEREAS, Orange County has requested that this
Board approve its. withdrawal from the Central Florida
Regional Housing Authority as authorized under House Bill
2081, adopted by the 1971 session of the Florida Legislature;
and
WHEREAS, this Board has no objection to with-
drawal by Orange County;
NOW, THEREFORE, BE IT RESOLVED by the Board
of County Commissioners of Indian River County, Florida,
that approval is hereby given to the withdrawal of Orange
County from the Central Florida Regional Housing Authority
upon the Board of County Commissioners of Orange County
complying with the requirements of House Bill 2081.
_THE FOREGOING RESOLUTIONS is approved and

Upon a Motion made by Commissioner Massey, seconded by
Commissioner McCullers, the Board unanimously approved the request
of Bethel Haddock that he be permitted to tear down the frame part
of the County's building in order that he can obtain insurance,
provided that this be done in accordance to County Regulations and
provided that the debris be hauled to the dump.
A letter was received from Lawton Chiles regarding the
$10,000.00 contribution for a water and sewerage study in Indian
River County.
Requests were received from the Clerk of the Circuit Court
and the Tax Collector that the Board consider finishing the second
floor of the Annex for offices for their departments with funds to
be received from their excess fees. The Building Committee was to
go over the plans and the Clerk was requested to clear the expenditure
with the Legisla i; a Auditor.
A Motion was -made by Commissioner Loy, seconded by
Commissioner Dritenbas and unanimously carried that Gladys Vigliano
be known as the Ccunty Welfare Director, as she has been working
in that capacity.
A Motion was made by Commissioner McCullers, seconded by
Commissioner Loy and the out of County travel of Gladys Vigliano,
County Welfare Director to Jacksonville on November 28 through
November 30 to attend a meeting of the Florida Association of County
Welfare Executives was unanimously approved.
The Sheriff filed with the Board a stgttement of his
appointments of Philip Lee Redstone whose voting precinct is ,
and of Julian Richmond Royals whose voting precinct is 2 A, as
Deputy Sheriffs and the Said Deputy Sheriffs filed their bonds with
with the Clerk of the Circuit Court, which was presented to the
Board. On a Motion made by Commissioner McCullers, seconded by
Commissioner Loy and unanimously carried, the bonds of said Deputy
Sheriffs were approved and ordered filed with the Clerk of the Circuit
Court.

A Motion was made by Commissioner Dritenbas, seconded by
Commissioner Massey, and the Board unanimously approved application
of William E. Davidson for permit to carry firearms.
A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers, and the Board unanimously approved application
of Car L. Goddard for a permit to carry fire arms.
on Motion of Commissioner McCullers, second of Commissioner
Massey, the Board unanimously approved Petition of James J. McGriff
for admission to a State Tuberculosis Hospital.
A Motion was made by Commissioner Mccullers, seconded by
Commissioner Massey and the State Witness Payroll for the Circuit
Court, Fall Term in the amount of $268.78; the State Witness Payroll
for the County Court, August Term in the amount of $166.80; and the
State Witness Payroll for the County Court, August Term in the
amount of $160..36 were unanimously approved.
The report of the Inspection of County Jails and County
Prisons and the report of the County Welfare Director were received
and ordered filed in the office of the Clerk.
The several bills and accounts against the County, having
been audited, were examined and found to be correct were approved and
warrants issued in settlement of same as follows: General Fund,
Nos. 3263 to 3359 inclusive; Road and Bridge Fund, Nos. 1698 to 1745
inclusive; Fine and Forfeiture Fund, Nos. 509 to 517 inclusive.
Such bills and accounts being on file'in the office of the Clerk of
the Circuit Court, the warrants so issued from the respective funds
being listed in the Supplemental Minute Book as provided by the rules
of the Legislative Auditor, reference to such record and list so
recorded being made a part of these minutes.
There being no further business, on Motion made, seconded
and carried the Board adjourned at 3:45 o'clock P. M.
