WEDNESDAY,_ DECEMBER 22, 1971
The Board of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach, Florida
on Wednesday, December 22, 1971 at 8:30 o'clock. Present were
Richard P. Bogosian, Chairman; Alma Lee Loy, Vice Chairman; D. B.
McCullers, Jr.; Jack U. Dritenbas and Edward J. Massey. Also
present were Jack G. Jennings, County Administrator; Paul D. Burch,
Attorney to the Board James Reams, Deputy Sheriff; and L. S.
Thomas, Jr. and Janet N. Turpan, Deputy Clerks.
The Chairman called the meeting to order and asked if
there were any additions or corrections to the minutes of the
the regular meeting of December 8, 1971. Commissioner Loy requested
that on Page 5, second paragraph the words "for the engineering
design" replace the words "on it." •The Attorney to the Board
requested that the Perpetual Easement by Phyl-Co Homes, Inc. to
Indian River County be included in the minutes.
A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers and unanimously carried that authorization
be given for advertisement for public hearing for zoning changes
for Indian River Exchange Packers, Inc.; J. Vincent Sparks;
Elizabeth J..Clarkson; Maguire KOA Campground; Roy E. Hilliard;
Edward T. Karr; Rivers McNeill Anderson; Raymond R. Sawyer; William
A. Taylor at Roseland; Roseland Gardens Subdivision; Ralph W. Jones
and Anthony Elso.
Upon a Motion made by Commissioner Massey, seconded by
Commissioner McCullers, Site Plan Approval for Truth and Life, Inc.
.was unanimously postponed until the meeting of January 5, 1972.
Upon a Motion made by Commissioner Massey, seconded by
Commissioner Loy, the Board unanimously approved site plan for
B. J. Wadsworth; Lyle A. Snyder; Stephen L. Vickers; Maguire Kok
Campground; Hugh Smith; and Kids Krusade, Inc.

Gladys Vigliano, County Welfare Director, appeared
in regard to a letter from Roy Howard, principal of Douglas
Elementary School, in regard to a family with constant medical
expenses. After some discussion, it was decided that the family
had sufficient income to sustain themselves.
Upon a Motion made by Commissioner Loy, seconded by
Commissioner Dritenbas, the following Resolution was unanimously
adopted:

WHEREAS, the Board of County Commissioners of Indian
River County, Florida_recognizev the need for Comprehensive
County Planning,. -.and
WHEREAS, Indian River County is by resolution a
member of the Vero Beach -Indian River County Planning Commission
which purpose is -to do comprehensive planning.
NOW THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Indian River County does hereby approve and
authorize the Vero Beach -Indian River County Planning Commission
making application for federal planning assistance grant, in
amount not to exceed the approved budget, and to enter into contract
with the State and Federal government to complete a comprehensive
plan as hereinafter described.

The Chairman then called for receipt of bids in accordance with
the Notice and the following sealed bid was received, opened
and read:

The bid was then given to the Administrator for evaluation.

John Amos, Indian River Farms Drainage District, appeared
and requested that the Board assist in clearing a drainage right-
of-way, in order that five families have ingress and egress from
their homes. Upon Motion made by Commissioner Dritenbas, seconded
by Commissioner Massey, the request was unanimously denied.
A bid received from M. D. Moody, Inc. for the bid
opening of 9:30 o'clock, was returned unopened because it was late.
The County Administrator presented a final plat of a
Subdivision known as Vista Del Mar Subdivision and recommended its
final approval as meeting County Subdivision Requirements. Upon a
Motion made by Commissioner Dritenbas, seconded by Commissioner Loy
and unanimously carried the recommended final approval was given
for Vista Del Mas Subdivision with the provision that all work be
done in accordance with County Subdivision Regulations.

it might be reviewed by the Board.
On a Motion made by Commissioner Massey, seconded by

Commissioner Dritenbas, the Board unanimously accepted the bid
of H. F. Mason Equipment Company, bid in the bid opening of
9:30 in the amount of $2,460.50 for a drag line bucket, as
recommended by the Administrator.
The Board had -no objection to a request to put a small
dock in the Sebastian River.
A letter was received from Alton G. Cox of the Air.and
Water Pollution Control prohibiting burning at the stump dump. It
was decided that the County would meet with the City of Vero Beach
City Council to decide the steps to be taken in the matters
The Board then adjourned at 12:00 o'clock Noon and
reconvened at 1:30 o'clock P. M. Commissioner McCullers was
absent.
The Board expressed no objections to the relocation of
an easement in Vero Beach Homesites, Unit 1-A, provided that the
work meets County specifications and that there is no cost incurred
by the County.
A letter was received from B. Simon, Manpower Office,
Florida State Employment Service, requesting office space in the

Ralph Sexton, Chairman; Bruce McCullough, Vice Chairman;
and John G. Beadle, Lloyd B. Harrison and James Ayers, Members
of the Indian River County Zoning Board; appeared before the
Board regarding plans for State Road 60. After considerable
discussion, it was decided that the Planner would work out a
revised, more detailed plan and submit it to the Zoning -Board.
The Administrator reported that the necessary steps
would be taken for additional striping of 27th and 43rd Avenues
as requested by the Indian River Safety Council.
Upon a Motion made by Commissioner Loy, seconded by
Commissioner Massey and unanimously carried that the Board formally
accepts the Indian River County, City of Vero Beach Low Income Housing
Study Report dated December 1971, that the Board expresses its
thanks for the hours and effort put into the report, and that the
Low Income Housing Study Committee Members be released from any further
responsibilities in the matter.
Upon a Motion made by Commisssioner Dritenbas, seconded
by Commissioner Massey, the Board unanimously approved the

Upon Motion by Commissioner Loy, second by Commissioner
Massey, the Board unanimously approved the Agreement with the
Department of Commerce, referred to as the Program Agent and
authorized the signature of the Chairman.
The Attorney recommended that the returned signed copy
of the above agreement be filed in the minutes of the meeting
following its return.
Upon Motion of Commissioner Massey, second of Commissioner
Loy, the Board unanimously approved collection letters to be•sent
to the Assistant States Attorneys for undue compensation paid to
them since September 30, 1971.
A Motion was made by Commissioner Massey, seconded by
Commissioner Dritenbas and unanimously carried that authorization
be given for advertisement for public hearing for proposed changes
to the Zoning Ordinance.
The Florida Division of Corrections Report of Inspection
of County Jails and County Prisons on the Indian River County -Jail
was received and placed on file in the office of the Clerk.
On a Motion made by Commissioner Loy, seconded by
Commissioner Dritenbas, the State Witness Payroll for the County
Court, November 1971,Term in the amount of $161.08 was unanimously
approved.
A Motion was made by Commissioner Dritenbas, seconded by
Commissioner Loy and unanimously carried that the application for
permit to carry a firearm by Henry A. Fischer be approved.
Notice to Report to Veterans Administration Center in
Bay Pines, Florida was received from George E. Stokes, County +
Service Officer.
Upon Motion of Commissioner Loy, second of Commissioner
Dritenbas, the out of County travel of Forrest N. McCullars, County
Extension Director to Fort Pierce on December 15 to attend Agricultural
Research Center was unanimously approved.
