R1C : Request for County ' s Proposal for Water, Wastewater and Reclaimed Water
Service within the Town of Indian River Shores
Dear Mayor Kenyon :
We are in receipt of your letter of November 16 , 2010 , and thank you for the invitation to present
a proposal for water, wastewater and reclaimed water service to the Town . At its meeting on
December 7 , 2010 , the Board of County Commissioners voted to approve this response to the
invitation .
The County remains very interested in providing service to the Town . The County has sent a letter-
to the City of Vero Beach asking for the City to give its consent and waiver to the County to
engage in discussions with the Shores , which might result in an agreement between the Shores
;and the Countv . A copy of that letter is attached .
Prior to beginning discussions the County feels that two other issues should be addressed . The
first issue concerns the conflict of interest , which now exists with the consultant , which presently
represents both the Shores and the City. The County would hope that that conflict could soon be
resolved so that both parties , the City and the County could begin negotiations on a level playing
field.
The second issue concerns the terms , which your letter indicates are "essential " . Acceptance of the
terms as outlined would result in the County customers subsidizing the Shores customers . This
would be irrational from a business perspective and politically untenable . If the Town would con -

sider an agreement with more open terms we believe that we could develop a proposal mutually
beneficial to both the Shores and the County . We do believe that the County is in the position to
provide the Shores with excellent service and with rates competitive with any that could be
offered by the City .
Anticipating a positive response from the City of Vero Beach , we look forward to working with
you in developing an agreement, beneficial to both sides , which addresses the Water, Wastewater
and Reclaimed Water needs of the residents of your community.
