The following resolution was introduced by _ Dritenbas
seconded by commissioner Loy and unanimously carried:
WHEREAS, the Board of County Commissioners of Indian
River County, Florida, did receive and examine and tentatively
adopt a proposed budget of excess receipts and their expenditures.
for the fiscal year ending September 30, 1972; and,
WHEREAS, this Board did cause a summary statement thereof
to be advertised one time in a newspaper.of general circulation pub-
lished in Indian River County, Florida, to wit: in the issue of
February 10, 1972, of the Vero Beach Press Journal, as will more
fully appear by proof of publication thereof filed in the minutes
of this Board; and,
WHEREAS, this Board did meet at the time and place stated
in said advertisement for the purpose of hearing requests and com-
plaints of the public regarding said Supplemental Budget and for
the purpose of holding a public hearing and making whatever revi-
sions in the budget it may deem necessary; NOW, THEREFORE,
BE IT FURTHER RESOLVED, that the Board of County Commis-
sioners of Indian River County, Florida, does herewith tentatively
adopt said Supplemental Budget for the fiscal year ending September
30, 1972, in the form heretofore tentatively adopted and duly adver-
tised.
BE IT FURTHER RESOLVED, that said Supplemental Budget shall
be filed in the Office of the County Auditor as a public record and
the Clerk hereof shall transmit two copies of:the Supplemental
Budget as adopted to the Comptroller of the State of Florida and
said Supplemental Budget shall be considered as finally adopted and
official upon approval as to form by the Comptroller.

Kucero and Associates, Inc. will provide all flying,.photography, labor
and collateral materials necessary to furnish photographic coverage of
Indian River County, Florida at a negative scale.of l" = 2000'. The
photography will be flown East to West and West to East. To obtain the
photography we will use a Zeiss RMK 1523 aerial camera. This camera
has a nominal focal length of 6 We will furnish you with the follow-
ings

A. Aerial photo plans consisting of screened aerial photography imposed
on the reverse side of matte surface stable base mylar, which shall
be furnished on sheets no larger than 36 square, at a scale of 1
400'.
B. The aerial photo plans shall be clear and sharp in detail with a
minimum of contrast in order that these reproducibles shall be capa-
ble of producing a legible print by the ozaiid method or reproduction.
C. Each aerial photo plan will consist of four complete sections approx-
imotely centered on these sheets.

2% based on U.S:G.S. Quadrangle Sheets.
E. Each+plan sheet to be identified by a code number and north arrow
in the lower right hand corner outside the area covered by the four
sections.
F. Mylar index showing geographic location and the corresponding ident-
ification number of each aerial photo plan sheet.
Our fee for these services will be S3, 750.00. Each additional set of
reproducible mylars will be $2,250.00:

C. Each aerial photo plan will consist of two complete sections orient-
ed East/West approximately centered on these sheets.
D. The scale accuracy of the completed aerial photo plans shall be ±

Our fee for these services will be 55,150.00. Each.additional set of
reproducible mylars will be $3,600.00.
All work will be delivered within thirty days after obtaining the
aerial photography. All work will be done in accordance with the
specifications. and requirements as shown on your requirements for
bids.
Enclosed is our bid bond in the amount of $400.00, as requested.

Gentlemen:
We have studied the specifications attached to your Notice of Call for
Bids for aerial photography of Indian River County, Florida, and hereby
submit our proposal for your consideration.
A. AERIAL PHOTOGRAPHY
We will accomplish or aerial photography of Indian River County,
Florida at a scale suitable to produce screened Cronaflex enlargements
to the scale of I" = 4001. This photography will be made with a Zeiss
RMK A 15/23 precision mapping camera.
We will deliver one set of contact double weight prints, at the flight
scale, and one copy of the photographic index.
For the services described in Item A above, we are to be paid a fee of
Three Thousand One Hundred Dollars ($3,100.00).
B-1 PHOTO PLAN SHEETS, 4 SECTIONS
Utilizing the aerial photography described in Item A above, we will pre-
pare photo plan sheets at a scale of 1" = 200' (+ 2%) reverse printed on
four mil Cronaflex material.
Each photo plan will cover four land sections centered in the sheet.
Titling will be in accordance to the specifications.

We will prepare a photographic index showing the location of the photo plan
sheets on reverse reading four mil Cronaf lex material.
For the services described in Item B-1 above, we are to receive a fee of
Two Thousand Eight Hundred Ninety Four Dollars ($2,844.00).
Additional sets of the above photo plan sheets can be obtained for a fee
of Two Thousand Seven Hundred Dollars ($2,700.00).
B-2 PHOTO PIAN SHEETS, 2 SECTIONS
Utilizing the aerial photography described in Item A above, we will pre-
pare photo plan sheets at a scale of 1" = 2001 (± 2%) reverse printed on
four mil Cronaf lex material.
Each photo plan will cover two land sections centered in the sheet. Titling
will be in accordance to the specifications.
We will prepare a photographic index showing the location of the photo plan
sheets on reverse reading four mil Cronaflex material.
For the services described in Item B-2 above, we are to receive a fee of
Three Thousand Five Hundred Sixty Dollars ($3,560.00).
Additional sets of the above photo plans can be obtained for a fee of
Three Thousand Four Hundred Dollars ($3,400.00).
Scaling of the sheets will be to U.S.G.S. quadrangle sheets of the area.
Promised delivery of any two sets of photo plan sheets will be thirty days
after completion of the aerial photography and delivery of the contact prints
and photographic index.
We are enclosing a bid bond in the amount of Four Hundred Dollars ($400.00)..

Subject: Division of Health Approval of Indian River County Landfill Plans
Dear Mr. Jennings:
The engineering plans and narrative report for the county's pro-
posed landfill operation in Section 28, south of Gifford Road, and east of
State Road 505A, were received on February 15, and have been reviewed.
It is quite apparent that a lot of investigational work and plan-
ning has gone into this proposed landfill operation. The engineering plans
are quite good. Every precaution seems to have been taken to prevent polluted
water from leaving the landfill area, and we are pleased to give Division
of Health approval to the plans as submitted. We also wish to compliment you,
the Board of County Cosvissioncrs. and all others that have taken this forward
step in consolidating the several solid waste disposal sites into one opera-
tion to be operated as a true sanitary landfill.

SUBJECT: Establishing Special regulations to control operation .of
the drawbridge of the Merrill P. Barber Bridge, crossing
the Indian River at Vero Beach, Florida, Indian River
County.
PROBLEM: One bridge, two laned Merrill P. Barber Bridge, over
the Indian River at Vero Beach. An average traffic
court for the year 1971 indicated 11,965 cars per day.
Peak season traffic indicated 12,000 to 15,000 cars
per day. This is the only bridge located in the heart
of the business and residential area. The closest
bridge north is nine miles and the closest bridge south
is ten miles.
The new bridge is some two years away. Feasibility and
location study is almost complete. Location and design
are planned for 1972-73 with construction scheduled
for 1973-74, provided there are no delays.
Like many other communities, the area that is experiencing
tremendous growth is the beach area. There are two large
housing develoments, hotels, condominiums, apartment

complexes, private school with 230 students who are
mostly from the west side of the river. There is an
increase in -professional services such as: doctors
lawyers, banks brokerage office, two new golf courses
and an increase in visitors resulting from the opening
of Disneyworld.
All this necessitates a considerable amount of heavy
equipment each day, back and forth over the bridge,
including school buses making their regular runs and
kindergarten runs.
The large shopping areas are all on the west side of
the river. This daily activity together with some
10,000 visitors during the season months, make it
imperative that some type of control on bridge openings
be established.
The Merrill P. Barber bridge is now approaching twenty
years of age and experiencing more and more malfunctions.
The Department of Transportation.is co-operating by
keeping'a maintenance crew on the alert.
According to the Department of Transportation, the Merrill
P. Barber bridge was opened some 2,797 times during 1971
averaging 233 openings per month. The heaviest months

are October, November, December, March,April and
May with as many as 397 openings in one month. (Please
note attached copy of the bridge, log for the 12 month
period February 1, 1971 - January 31, 1972).
For the past two years, the bridge has operated with a
special emergency signal to keep the drawbridge open to
auto traffic, for all, emergency vehicles, ambulances,
fire trucks, police, etc. This has worked beautifully
mainly because of the unusal cooperation of everyone
involved. Every effort h.as been made to insure re-
sidents and business people access to each side of the
river.
The establishment of regulations for controlled openings
of the drawbridge will allay many f.ears of citizens that:
1. They will be able to get across for an emergency
and to conduct regula.r business;
2. They will not be caught in bridge traffic tie-up;
we have a considerable number of senior citizens.
as well as cautious citizens;, and,
3. Undue criticism dir.ected to.the bridge tenders
for opening the bridge to boats with outriggers,
which could be let down.
