Commissioners of Indian River County and Billy J. McCullers, President of McCullers Well Drilling, Incorporated, and. Mrs. James Ada McCullers, for the deposit of Five Thousand Dollars in Savings Account Certificate No. 3483 in the First Federal Savings & Loan Association of Iridian River County, NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian River County that Richard P. Bogosian, Chairman, is authorized to sign the signature card on behalf of Indian River County, and BE IT FURTHER RESOLVED that, in the event said ten inch artesian well is constructed in accordance with county specifications and is maintained for a period of one year, Richard P. This program would enable selected prisoners agreed to by the Court, the Sheriff's Department and the Florida Probation and Parole Commission, to be released in a work situation whereby he would leave the confinement at the Indian River County jail and be allowed to maintain full time, steady employment, contributing his income to his family and returning a portion to be paid toward his.own confinement costs. The individual so released ,under these conditions would.return each night to the Indian River County jail. The major factor which now allows the county to enter into this program is the fact that the Sheriff's Department now has addi- tional personnel to handle the'necessary additional' duties required in such a programa It is the feeling of all agencies involved in carrying out this program that there are many benefits. There is no question but that. for some individuals incarceration is of benefit in. correcting anti -social behavior. The program will provide incarceration without causing loss of employment, and thus placing a family on Welfare for those carefully selected individuals entered into this program. it is the recommendation of Judge D. C. Smith, Senior Circuit Judge in the Nineteenth Judicial Circuit, Sheriff Sam T. Joyce, Sheriff of Indian River County, and J. Vernon Wright, District Supervisor of the Florida Probation and Parole Commission, that the County Commission now enter this' -,program.
