AN ORDINANCE OF INDIAN RIVER COUNTY FLORIDA, AMENDING THE
LAND USE AND TRANSPORTATION ELEMENTS OF THE COMPREHENSIVE
PLAN: ENLARGING THE COMMERCIAL/ INDUSTRIAL NODE AT C.R. 512
AND I-95 FROM 650 ACRES TO 665 ACRES, ENLARGING THE
COMMERCIAL NODE AT OSLO ROAD AND 27TH AVENUE FROM 58 ACRES
TO 60 ACRES, ENLARGING THE COMMERCIAL/ INDUSTRIAL NODE AT
OSLO ROAD AND 74THmAVENUE FROM 450 ACRES TO 690 ACRES,
ENLARGING THE S.R. 60/I-95 COMMERCIAL/ INDUSTRIAL NODE FROM

PROVIDING FOR CODIFICATION, SEVERABILITY AND EFFECTIVE DATE.
WHEREAS, Chapter 163 of the Florida Statutes requires that
local governments prepare and adopt Comprehensive Plans; and
WHEREAS, The Board of County Commissioners has adopted a
Comprehensive Plan pursuant to Florida Statutes, and,
WHEREAS, Florida Statues provide for the amendment of
Comprehensive Plans twice per calender year; and
WHEREAS, The Planning and Zoning Commission, sitting as the
local planning agency, has held public hearings and made
recommendations concerning these amendments, and
WHEREAS, The Board of County Commissioners has held public
hearings at which parties in interest and citizens were allowed
to be heard; and
WHEREAS, The Board of County Commissioners has determined
that these amendments are consistent with the general spirit and
intent of the County's Comprehensive Plan;
NOW THEREFORE, BE IT ORDAINED by the Board of County
Commissioners of Indian River County, Florida, that: the
Comprehensive Plan, be amended as follows:
Section 1
ORDINANCE NO. 88 -
The section entitled "I-95/S.R. 512 INTERCHANGE" found on
Page 35 of the Land Use Element of the Comprehensive Plan is
hereby amended as follows:

Comprehensive Plan is hereby amended by redesignating the
following described property from LD -2, Low -Density Residential 2
to LD -1, Low -Density Residential 1.
The subject property is described as.

Subdivision which was deannexed from the City of Sebastian.
The subject property is described as follows:

This corridor, located on the west side of U.S. #1 to a
point three hundred (300) feet west of the FEC railroad or
Old Dixie Highway, whichever is most westerly, extends south
from the Sebastian City limits to the northern limits of
Vero Beach. There is also a X6441 portion of the MXD on the
east side of U.S. #1 AAA 0041 i Of $tA $ttOOt, consisting of
a 4144X§6 tract lying 000 approximately 600 feet south of
36th Street and abutting the east line of the city limits of
Vero Beach, running south along this line 040 AiAAdto$

commercial/industrial node. Jennings addition to Quay
Subdivision and the commercial/industrial property
immediately to the north and south is also included in the
MXD corridor.
Commercial and industrial uses are anticipated to utilize
the majority of the land area within the corridor. Where
future residential development occurs within this mixed-use
area, densities shall be limited to six (6) units per acres,

ORDINANCE NO. 88 -
SECTION 7
The Thoroughfare Plan Map of the Transportation Element of
the Comprehensive Plan is hereby amended by:
Deleting 73rd Street east of U.S. 1 as a secondary
collector.
The transportation Element of the Comprehensive Plan is
hereby amended by changing the functional classification
nomenclature of thoroughfare plan roads as follows:
1. "Arterial" roadway shall be known as "major arterial"
roadways,
2. "Primary Collector" roadways shall be known as "minor
arterial" roadways,
3. "Secondary Collector" roadways shall be known as
"collector" roadways; and
A new functional classification for specific roadways is hereby
created and shall be known as "Subdivision Collector", said
"subdivision collector" roadways shall be depicted on a new and
seperate map from the current thoroughfare plan map and shall
include the following roadways:
1. 43rd Avenue between 69th Street and 77th Street.
2. 2nd Street between 20th Avenue and Old Dixie Highway.
3. 73rd Street east of U.S. #1; and
As a result of the above changes of this section, the
Transportation Element of the Comprehensive Plan shall further be
amended as reprinted below:

TRANSPORTATION ELEMENT
INTRODUCTION:
The' Transportation Element is an essential component of the
comprehensive planning effort. This element addresses the
County's objectives and policy in providing a transportation
network which meets present and future demands.
RELATIONSHIP TO OTHER PLAN ELEMENTS.
Transportation has a major influence on how and where
development is distributed within the County. Policies of the
Transportation element relate to other plan elements as follows:
Land Use Element - The Major Thoroughfare Plan Map establishes a
roadway system compatible with policies and development patterns
specified in the Land Use Element.
Support Elements - Policies for expansion of all public utilities
must be coordinated to meet growth demands. Streets are an
integral part of these public services because utility corridors
lie within street rights-of-way.
Conservation and Coastal Zone Management Element - This element
identifies natural features the County will strive to conserve
and protect. Street expansion policies will incorporate these
environmental considerations.
Intergovernmental Coordination Element - The provision- of
adequate transportation is a responsibility shared by state,
county, and municipal governments. The Intergovernmental
Coordination Element describes general County policies and
approaches for coordinating the planning and programming of
County facilities with programs of these other entities.

EXISTING TRANSPORTATION FACILITIES:
Road System - The existing road system is inadequate to meet
anticipated future growth. Functions of existing major roads,
and the expected impacts are briefly described below:
U.S. Highway #1 - This is the primary north -south route through
the County. Development activity in the County currently places
stress on services along this major arterial. Frequent
uncontrolled access to this corridor reduces its capacity.
State Road 60 - This is a primary east -west route with four and
six lanes, from U.S. #1 to I-95, having adequate capacity to
serve present and limited future needs. As development expands
in the urban service area, additional east -west routes will be
required.
State Road A -1-A - State Road A"l1 A is the only beach
thoroughfare. The narrow breadth of the Barrier Island makes
development of alternate north -south routes impractical.
Therefore, SR A -1-A must bear the major burden of new growth
demand, along with the three existing bridges that link the
island to the mainland.
SR 607 and CR 505A - SR 607 (Twenty -Seventh Avenue) provides
access from the rapidly developing south County area to SR 60 and
to St. Lucie County. CR 505A (Kings Highway) links CR 510
(Wabasso Road) to the current edge of Vero Beach and to St. Lucie
County. In addition to servicing future development, Kings
Highway will also be viewed as an alternative to U.S. #1 for
through traffic.
CR 606, 12th Street & 16th Street - These streets are east -west
routes connecting U.S. #1 and serving the south County. CR 606
(Oslo Road) is classified as aA major arterial, connecting U.S.
#1 and I-95. Twelfth Street is anticipated to serve as an
alternate to SR 60 for east -west County traffic.
Sixteenth/Seventeenth Streets, currently operating near capacity,
serve traffic to the beach, Vero Beach High School, and the
recreation complex.

CR 510 and CR 512 - These east -west major arterials in the north
County will be increasingly burdened by through traffic moving
between I-95, U.S. #1 and SR A -1-A. Anticipated growth in local
traffic in and surrounding the City of Sebastian will create
further stress on these routes. At build -out, Sebastian Highlands
is anticipated to place additional stress on CR 512.
I-95 and Florida's Turnpike - These expressways move traffic
through the County with little impairment from local street
service needs. Without these facilities, U.S. #1 would be
operating above capacity due to the presence of both local and
through traffic.
TRAFFIC SERVICE AND DEMAND:
Objective - Develop an effective traffic circulation system
which meets the existing and anticipated needs of County
residents.
Policy Statements.
1. Construction of new arterials and collectors shall be

INTER -MODAL COORDINATION:

Old Dixie Highway corridor. This section of the F.E.C. Railroad
serves industrial and commercial uses located along this
transportation corridor.

The County has no public mass transit system, but the area

s served by one private inter -city bus line and two private taxi
companies. The bus terminal is located on U.S. 1, south of the
City of Vero Beach. There are two private taxi companies
operating within the County.

CODIFICA^1ION
The provisions of this ordinance shall be incorporated into
the County Code and the word "ordinance" may be changed to
"section", "article", or other appropriate word, and the sections
of this ordinance may be renumbered or relettered to accomplish
such intentions.
If any section, part of a sentance, paragraph, pharase or
word of this ordinance is for any reason held to be
unconstitutional, inoperative or void, such holdings shall not
affect the remaining portions hereof and it shall be construed to
have been the legislative intent to pass this ordinance without
such unconstitutional, invalid or inoperative part.
The provisions of this ordinance shall become effective upon
receipt from the Florida Secretary of State of official
acknowledgment that this ordinance has been filed with the
Department of State.
Approved and adopted by the Board of County Commissioners of
Indian River County, Florida on this 15th day of March
