FOLLOWING PROCLAMATION WHICH PROCLAIMS FEBRUARY 4 - 114- 1973 AS
BOY SCOUT WEEK. THE CHAIRMAN PRESENTED THIS PROCLAMATION TO .JIM

WHEREAS, the Boy Scouts of America, the Nation's largest youth
or anization is a partner with over 100 000 other organizations

offering a program of character development, citizenship train-
ing, and mental and physical fitness; and
WHEREAS, through Scouting more than 1.5 million adults now give
dedicated volunteer service to 4.5 million boys and young adults
who are, an -important contribution to our nation's future; and
WHEREAS, moreover; the County of Indian River and members of the
Y
Board of County Commissioners highly regard all the traditions of
Scouting which have contributed materially to the development -and
growth of this community in the past and offers unparalleled
opDortunities for�the.future.through Boypower 176, a plan to make
Scouting more relevant to the needs and concerns of today's youth:
Therefore be it
RESOLVED, that I. Alma Lee Loy, Chairman of the Board of County
Commissioners of Indian River County, proclaim February 4-11, 1973
as Boy Scout Week in commemoration of the 63rd Anniversary of the
Boy Scouts of America and urge all citizens to do honor to this
outstanding organization.

AGENTS, ALSO KNOWN AS THE "BIG I", APPEARED AND STATED THAT THE
NUMBER OF SERIOUS FIRES THAT HAVE OCCURRED IN INDIAN RIVER COUNTY
RECENTLY SHOW THAT THE TIME FOR SERIOUS CONSIDERATION AND DISCUSSION TO
ESTABLISH A COUNTYWIDE FIRE DEPARTMENT IS OVER DUE. MR. ZEUCH
STATED THAT THE CITY OF VERO BEACH ENJOYS THE BEST RATING, BUT THE
COUNTY HAS A CLASS 10 RATING, WHICH MEANS, THE RESIDENTS OF THE
COUNTY ARE BEING CHARGED THE HIGHEST RATING AVAILABLE. IF THE
CITY AND COUNTY UNITE IN A COUNTY -WIDE FIRE DEPARTMENT THE RESIDENTS
WILL HAVE A LOWER PREMIUM. MR. ZEUCH STATES, "NOW IS THE TIME FOR
THE COMMISSIONERS TO COME TO THE AID OF THEIR COUNTY". THE "BIG
I" IS INTERESTED IN COOPERATING AND ASSISTING THE COUNTY IN THE
DEVELOPMENT OF A COUNTYWIDE FIRE DEPARTMENT.
.HAMILTON ARDEN, PRESIDENT OF THE INDEPENDENT INSURANCE
AGENTS APPEARED AND GAVE THE COUNTY COMMISSIONERS STATISTICS
REGARDING•THE RATES CHARGED FOR BUILDINGS OF DIFFERENT CONSTRUCTION.
GERMAN SUAREZ, REPRESENTING THE CHAMBER OF COMMERCE, REQUESTS
THE COUNTY COMMISSIONERS TO TAKE ACTION IN IMPLEMENTING THE PLAN
SUBMITTED BY GUY SULLIVAN, COUNTY FIRE DIRECTOR IN MAY 24, 1972.
ROBERT DUBOSE, REPRESENTING THE VOLUNTEER FIRE DEPARTMENT,
STATED THAT THE VOLUNTEER FIRE DEPARTMENT IS READY TO WORK WITH THE
COUNTY AND THE CITY AND THEY.RECOMMEND A UNIFIED FIRE DEPARTMENT,
UNDER ONE ADMINISTRATION.
FIRE LIEUTENANT .JOHN ALLEN, RECOMMENDED A COUNTY -CITY
FIRE DEPARTMENT.
LOUIS SCHLITT ALSO RECOMMENDED A COUNTY -CITY FIRE DEPARTMENT.
CHAIRMAN Loy STATED THAT THIS IS A BEAUTIFUL EXAMPLE OF A
VOLUNTEER GROUP WORKING ON A PROJECT FOR THE GOOD OF THE COMMUNITY.
I KNOW I SPEAK FOR ALL THE CITIZENS OF THE COUNTY THAT WE APPRECIATE
THE EFFORTS OF THE VOLUNTEER FIRE DEPARTMENT. THE BOARD WILL REVIEW
AND CONSIDER THIS INFORMATION AND BE IN TOUCH WITH YOU SOON.

EARL OWENS, ENGINEER APPEARED REQUESTING TENTATIVE APPROVAL FOR
A ZONING CHANGE FROM C-1 COMMERCIAL AND R-3 MULTIPLE FAMILY DISTRICT
TO R -IPM PERMANENT MOBILE HOME DISTRICT OF APPROXIMATELY 120 ACRES
IN THE WABASSO AREA.
THE ADMINISTRATOR INFORMED -MR. OWENS OF THE PROCEDURE
TO BE FOLLOWED. A ZONING CHANGE CAN ONLY BE GRANTED IF ALL RE-
QUIREMENTS ARE FULLFILLED BEFORE THE FINAL PUBLIC HEARING BEFORE
THE BOARD OF COUNTY COMMISSIONERS.
COMMISSIONER BOGOSIAN INFORMED MR. OWENS THAT HIS FEELINGS
ARE SUCH THAT IF THIS REQUEST FOR A ZONING CHANGE IS BROUGHT UP AT
A PUBLIC HEARING, HE WOULD BE IN OPPOSITION TO IT.
COMMISSIONER SIEBERT STATED THAT HE WOULD ALSO OPPOSE THIS
ZONING CHANGE.
ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER
BOGOSIAN, THE BOARD UNANIMOUSLY DENIED THE REQUEST OF_A PUBLIC HEARING
FOR A ZONING CHANGE, AS REQUESTED BY ALFA HOME COMMUNITIES.
COMMISSIONER BOGOSIAN STATED IHE FOLLOWING REASONS ARE
THE BASIS FOR MY SECONDING THE ABOVE MOTION:
WE HAVE IN THE COMMUNITY INADEQUATE HOSPITAL FACILITIES TO
ACCOMMODATE ANY SUBSTANTIAL INCREASE IN POPULATION.
THE SCHOOL SYSTEM,AT THE PRESENT TIME,IS INADEQUATE TO
ACCOMMODATE THE CHILDREN NOW ATTENDING SCHOOL.
FIRE PROTECTION IS INADEQUATE IN MOST OF THE COUNT, AT -THE
PRESENT TIME.
WATER AND SEWER COLLECTION SYSTEM IN THE COUNTY IS INADEQUATE.
BASICALLY, IT IS A MATTER OF PUBLIC RECORD THAT ALL OF THE
PUBLIC SERVICES ARE EXTENDED TO THE POINT THAT THEY CANNOT ACCOMMODATE
THE PEOPLE NOW IN THE COUNTY."
MR. W.L. MCLENDON, FIELD REPRESENTATIVE FOR CONGRESSMAN
BAFALIS APPEARED REQUESTING OFFICE SPACE IN THE COURTHOUSE ONE DAY
A WEEK FOR APPROXIMATELY TWO HOURS. MR. MCLENDON SUGGESTED
WEDNESDAY MORNING FROM 9-11 O'CLOCK A.M. THE CHAIRMAN TURNED
THIS REQUEST OVER TO THE ADMINISTRATOR AND HE WILL BE IN TOUCH
WITH MR MCLENDON.

-No. 71 - 3; establishing the Indian River County
Board of Adjustment; providing for the appointment
Of five members; providing for members' term of office
providing for appointment in case of vacancy; pro-
viding for meetings, quorums and -rules and provid-
ing an effective date.
WHEREAS, the Governor of the State of -Florida under'the
authority of Chapter 21310, Laws of Florida, Acts of 1941 did
appoint_the original and successor members of the Indian River
County, Florida, Board of Adjustment, and
WHEREAS, the Board of County Commissioners of Indian . River
County, Florida, under the authority of the Florida Constitution
1968 has repealed Chapter 21310, Laws of Florida, Acts of 1941,
thereby necessitating the -establishment of a new Board of
Adjustment for Indian River County, and -
WHEREAS,
-Florida* Statute 125.01 authorizes the Board of
County Commissioners to establish and enforce zoning regulations
,in Indian River County, and
WHEREAS, the Board of County Commissioners of Indian*River
County -has. determined that to properly enforce zoning regulations
in..Indian.R'iver County requires the establishment of a Board of
Adjustment, therefore,
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
INDIAN RIVER COUNTY, FLORIDA, that Indian River County Ordinance.,
No. 71 - 3 is hereby amended by adding the following Sections.
SECTION (B) ESTABLISHMENT, APPOINTMENT, TERMS, MEETINGS:
(1) ESTABLISHMENT AND APPOINTMENT: There is hereby
created a Board of Adjustment for Indian River
County, Florida, to be composed of five members
appointed by the Board of County Commissioners
of Indian River County.

(2) TERM OF OFFICE: The Board of Adjustment members
shall serve a term of two years or until a
successor is appointed and be removable by a
three-fifths vote of the Board of County Commiss-.

vacant.
(3i COMPENSATION: The Board of Adjustment members
shall serve without compensation but shall be
paid actual expenses incurred in the perform-
ance of their duties which expenses shall not
exceed allowances as prescribed by stateLlaw.
(4) MEETINGS: The Board of Adjustment shall organize
and adopt rules in accordance with the provisions
of any resolution or regulation of the Board of
County -Commissioners. Meetings of the Board
shall be held at the call of the Chairman -or
Secretary or at such other times as the Board
may determine. The Chairman, or in his absence,
the Acting Chairman may administer oaths and compel
the attendance of witnesses. All meetings shall
be open to the public. Three members of the
Board shall constitute a quorum and a majority vote
of those present shall determine any issue before
the Board.
This Ordinance shall become effective on the 7th day
of February, 1973.

do hereby certify that the work required to be performed in accordance with
the attached Performance Bond of The Moorings Development Company, as
Principal, given to Indian River County, a Pollical subdivision of the State of
Florida, to complete all of the improvements required by that County which
has not been completed, which said items are:
