ABSENT,
THE CHAIRMAN CALLED THE MEETING TO ORDER.
COMMISSIONER DRITENBAS STATED THAT THE ^BUILDING COMMITTEE
INVOLVED IN COURTHOUSE ALTERATIONS DISCUSSED THE BIDS THAT WERE
RECEIVED AT THE OCTOBER 10,1973. MEETING AND IT WAS FOUND THAT SOME
OF THE WORK LISTED IN THE BID SPECIFICATIONS WAS. VERY EXPENSIVE
AND MORE THAN THE COUNTY WISHED TO SPEND,
COMMISSIONER DRITENBAS STATED THAT THE BUILDING COMMITTEE
HAS REVISED THE ORIGINAL SPECIFICATIONS AND IS REQUESTING AUTHORIZATION
TO READVERTISE FOR BIDS,
ON MOTION BY COMMISSIONER DRITENBAS, SECONDED BY
-COMMISSIONER SIEBERT, THE BOARD UNANIMOUSLY APPROVED THAT THE
BIDS RECEIVED ON OCTOBER 10, 1973 BE REJECTED AND THAT NEW BIDS
WITH REVISED SPECIFICATIONS BE ADVERTISED,
GEORGE E. STOKES HAS MADE A RECOVERY REPORT TO THE
DEPARTMENT OF COMMUNITY AFFAIRS DATED 0 CTOBER 1, 1973 FOR THE
PERIOD JULY 1, 1973 THROUGH SEPTEMBER 30, 1973, AND HAS BEEN PLACED
ON FILE IN THE OFFICE OF THE CLERK.

ADDRESSED
Dear Sir:
You are hereby notified that Chapter 73-349, Laws of Florida,
has amended Chapter 218, Florida Statutes, providing that
each county officer shall make an annual report to the Board
of County Commissioners within fifteen days of the close of
his fiscal year. Such report shall specify in detail the pur-
poses, character and amount of all official expenses and the
amount of net income or unexpended budget balance as of the close
of -the fiscal year. All officers shall prepare such reports and
subscribe under oath as to their accuracy and propriety.
Said law further requires that the Board of County Commissioners
shall, on the sixteenth day following the close of the fiscal
year, notify the Governor of the failure of any county officer
to comply with the provision of this section. Such notification
.shall specify the name of the officer and the office held by him
at the time of such failure and shall subject said officer to
suspension from office at the Governor's discretion.
The information contained in the reports of the various county
officials will be incorporated in the Board of County Commissioners'
Annual Financial Report to the Department of Banking and Finance.

Dear Sir:
To clarify some confusion created by our letter of October 1,
1973 relative.to the report required under Chapter 73-349,
Laws of Florida, I. have today written to the Tax Assessors,
and Tax Collectors and am enclosing a copy of each of those
letters for your information and guidance.
We realize that there is a conflict between Section 30.50(5),
Florida Statutes, which allows the Sheriff to hold his books
open for thirty days to charge any expenses which have been
incurred to the current budget, and the new law requiring a
report within fifteen days after the close of the fiscal year.
Since a legal opinion has not been requested on this matter, and
there is not time to obtain one prior to October 15th the Board
of County Commissioners will have to use their judgment as to
whether to report any Sheriff not filing by October 15th.

Dear Sir:
There has been a great deal of confusion caused by our letter
of October 1, 1973 addressed to all County Officials. This
letter will attempt to clarify that confusion.
In that letter we referred to a provision in Chapter 73-349,
Laws of Florida, requiring that each county officer make
an annual report to the Board of County Commissioners within
fifteen days of the close of his fiscal year. We tracked
the language of the law as closely as possible in order to
be clear as to the requirements of the new law.
The Tax Assessor who is operating on the Fee System and who
is on the Calendar Year is not required to file the report
called for until fifteen days after he closes his year on
December 31, 1973. His report would be due by January 15,
1974. For those operating on a Budget System and on a Fiscal
Year Ending September 30, 1973, a report must be filed by
October 15, 1973.

Dear Sir:
There has been a great deal of confusion caused by our letter
of October 1, 1973 addressed to all County Officials. This
letter will attempt to clarify that confusion.
In that letter we referred to a provision in Chapter 73-349,
Laws of Florida, requiring that each county officer make
an annual report to the Board of County Commissioners within
fifteen days of the close of his fiscal year. We tracked the

Because of the administrative ruling by the Department of
Revenue sent out to the Tax Collectors allowing an extension
of one year to convert to the uniform fiscal year the Tax
Collector who is operating on the Fee System and who is on
the Calendar Year is not required to file the report called
for until fifteen days after he closes his year on December 31,
1973. His report would be due by January 15, 1974. For those
operating on a Budget System and on a Fiscal Year Ending
September 30, 1973 a report must be filed by October 15, 1973.
