RESOLUTION NO. 86--104
A RESOLUTION CREATING THE PUBLIC LIBRARY
® ADVISORY BOARD AND ESTABLISHING ITS
COMPOSITION, TERM AND RESPONSIBILITIES.
�v WHEREAS, Indian River County is planning to select
sites for two library facilities; and
0 • WHEREAS, the Board of County Commissioners of
Indian River County wishes to secure community input on site
selection as well as on long-range library planning;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF

COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA:
1. A Public Library Advisory Board is hereby
established to consist of seven members. The Chairman of the
Advisory Board shall be a member of the Board of County
Commissioners.

3. The Indian River County Public Library
Advisory Board shall have advisory powers only. The
specific functions, powers and duties of the Advisory Board
shall be:

A. To prepare and recommend policies for
the development of the Indian River County
Public Library System.
B. To develop specific five-, ten-, and
twenty-year goals regarding facilities
required by the Indian River County Public
Library System.
C. To revise such goals each year to
avoid stagnation and to maintain realistic
goals.
D. To develop specific recommendations
to achieve the five-, ten- and twenty-year
goals, which recommendations should include,
but not be limited to, the following
concerns: funding sources; sites for
necessary facilities; acquisition of
collections, materials, or equipment.
E. To act as a liaison between any
"friends of libraries" or similar
organizations and the Board of County
Commissioners of Indian River County.
F. To keep abreast of and advise the
Board of County Commissioners of any funding
available from state or federal sources and
any relevant changes in state or federal law.
G. To conduct such public hearings or
workshops as may be deemed necessary by the
Advisory Board or by the Board of County
Commissioners.
H. To act in an advisory capacity to the
Board of County Commissioners and the County
Administrator, on matters concerning the
Public Library System.

The foregoing resolution (No. 86-104) was offered
by Commissioner Eggert who moved its adoption. The motion
was seconded by Commissioner Bowman and, upon being put to a
® vote, the vote was as follows:

The Chairman thereupon declared the resolution

SUBJECT: Ordinance Repealing Ordinance 86-60 Which
Originally Established the Public Library Advisory
Board,

Assistant County Attorney
Since the Public Library Advisory Board has now been
established by Resolution 86-104, it is necessary to repeal
Ordinance 86 -GO which originally created that Board.
For your review and consideration I have prepared the
attached ordinance which will repeal Ordinance 86-60.
Chairman Scurlock opened the Public Hearing and asked if
anyone wished to be heard in this matter. There were none.
ON MOTION by Commissioner Eggert, SECONDED by
Commissioner Bowman, the Board unanimously closed
the Public Hearing.
ON MOTION by Commissioner Bird, SECONDED by
Commissioner Bowman, the Board unanimously adopted
Ordinance 87-9 repealing Ordinance 86-60 which
originally established the Public Library Advisory
Board.
ON MOTION by Commissioner Eggert, SECONDED by
Commissioner Bowman, the Board unanimously amended
Resolution 86-104, changing the termination date of
office from November 1st to January 1st.
