APPROVING THE INDIAN RIVER COUNTY
y ' DEPENDENT SPECIAL DISTRICT FOR SOLID
WASTE DISPOSAL . ti
WHEREAS , the Board of County Commissioners of Indian River County hasit
under consideration the establishment of a Dependent Special District for Solid
Waste Disposal , and
WHEREAS , said Special District may include . municipalities within Indian River
County who voluntarily join the District , and

WHEREAS , the City Council has determined that It would be In the public
interest to join such a District .
NOW THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

VERO BEACH , FLORIDA , THAT :
The City of Vero Beach hereby voluntarily joins the Dependent Special District
for Solid Waste Disposal for Indian River County when , and if , established in
accordance with the attached proposed County Ordinance .
THIS RESOLUTION was mooned for adoption by Councilman

MEMORANDUM .
DATE : December 2 , 1987
TO : Honorable Mayor &

SUBJECT : Special District for Solid Waste Disposal
The attached Resolution would make the City a member of the Special District
for Solid Waste Disposal . The staff feels that the establishment of this District and
membership by the City is in the public interest . Inasmuch as this Is a taxing
district it is essential that everything be in place before January 1 , 1988 . The
County has scheduled a public hearing on the Ordinance for December 22 , 1987 at
which time it should be adopted . The last City Council meeting before January 1 ,
1988 is December 15 , 1987 . It , therefore , becomes necessary , if we are going to
participate without waiting a year , that the City Council approve the Resolution on
the condition that the County Commission adopts the Ordinance establishing the
Special District at the December 22 , 1987 meeting . As an alternative , the City
Council could wait until after the December 22 County meeting and hold a Special
Call meeting prior to December 31 , 1987 .
There is no legal impediment to adopting the Resolution at the December 15
meeting on the condition subsequent that the County does in fact establish the
District in accordance with its proposal . Accordingly , it is recommended that the
attached Resolution be adopted .
