A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA,
AMENDING THE FISCAL YEAR 2003-2004 BUDGET.
WHEREAS, certain appropriation and expenditure amendments to the
adopted Fiscal Year 2003-2004 Budget are to be made by resolution pursuant to
section 129.06(2)(a) -(e), Florida Statutes (2002); and
WHEREAS, the Board of County Commissioners of Indian River County
desires to amend the fiscal year 2003-2004 budget, as more specifically set forth
in Exhibit "A" attached hereto and by this reference made a part hereof,
NOW, THEREFORE; BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Fiscal Year
2003-2004 Budget be and hereby is amended as set forth in Exhibit "A" upon
adoption of this Resolution.
This Resolution was moved for adoption by Commissioner
Adams , and the motion was seconded by Commissioner Lowther ,
and, upon being put to a vote, the vote was as follows:

Subject: Miscellaneous Budget Amendment 021
Description and Conditions
The attached budget amendment appropriates funding necessary for the following:
1. The Florida Department of Transportation (FDOT) has awarded a Service Development Grant
to the County in the amount of $40,000. This grant is a pass through to the Council on Aging
(COA) and requires a 50% match. The COA will provide the required match.
2. On April 9, 2003, the Board of Commissioners approved a Local Agency Program (LAP)
agreement with FDOT for the replacement of the 26th Street Bridge at 74th Avenue. The
agreement provides funding in the amount of $600,788 as appropriated in the attached
amendment.
3. Indian River County libraries have received donations totaling $6,650. The attached entry
appropriates these donations.
4. Rental Assistance Program payments and revenues have exceeded the estimated budget
amount this fiscal year. The attached entry appropriates funding.
5. Indian River County has received a new Shelter Plus Care Grant in the 2003 Housing and
Urban Development (HUD) cycle in the amount of $400,140. The grant match is provided by
in kind services from support agencies. The attached entry appropriates funding for rental
assistance for the remainder of this fiscal year.
6. Medicaid expenses have exceeded the projected amounts for the current fiscal year. The
attached entry appropriates funding from General Fund cash forward.
7. On August 10, 2004, the Board of Commissioners approved payment to Justice Benefits, Inc.
for services associated with the payment of State Criminal Alien Assistance Program
(SCAAP) funds to the County. The attached entry appropriates funding.
8. Animal housing costs have been higher than projected for the current fiscal year. The
attached entry appropriates funding from General Fund contingencies.

9. The FTA has awarded Indian River County Section 5307 Grant funds in the amount of
$1,122,163 for the current fiscal year. The attached entry appropriates these grant funds.
10. The Office of Management & Budget underestimated special pay for various county
departments. The attached entry appropriates funding.
11. The Florida Department of Labor has invoiced the County for unemployment claims. The
attached entry appropriates funding.
Staff Recommendation
Staff recommends that the Board of Commissioners approve the attached budget resolution
amending the fiscal year 2003/04'budget.
