A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA,
AMENDING THE FISCAL YEAR 2003-2004 BUDGET.
WHEREAS, certain appropriation and expenditure amendments to the
adopted Fiscal Year 2003-2004 Budget are to be made by resolution pursuant to
section 129.06(2)(a) -(e), Florida Statutes (2002); and
WHEREAS, the Board of County Commissioners of Indian River County
desires to amend the fiscal year 2003-2004 budget, as more specifically set forth
in Exhibit "A" attached hereto and by this reference made a part hereof,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Fiscal Year
2003-2004 Budget be and hereby is amended as set forth in Exhibit "A" upon
adoption of this Resolution.
This Resolution was moved for adoption by Commissioner
Adams , and the motion was seconded by Commissioner Neuberger ,
and, upon being put to a vote, the vote was as follows:

Subject: Miscellaneous Budget Amendment 023
Description and Conditions
The attached budget amendment appropriates funding necessary for the following:
Building Division revenues and expenses are exceeding the projected amounts for the current
year due to growth in building activity. The attached entry appropriates funding as necessary.
2. The Purchasing Department has experienced higher than expected legal ad expenditures due
to the number of bids solicited. The attached entry appropriates funding from General Fund
contingencies.
3. The Florida Department of Environmental Protection (FDEP) has issued an Amendment to
the Beach Restoration Grant to fund costs associated with construction of the mitigation reef.
The attached entry appropriates funding in the amount of $1,313,594.
4. Indian River County has been awarded a grant from the St. John's River Water Management
District (SJRWMD) for certain water quality improvements. This entry appropriates funding
for the East Indian River County Stormwater Master Plan in the amount of $4,330,000.
5. The Human Services department has experienced an unusually large number of claims for
assistance relating to Hurricane Frances. The attached entry appropriates funding in the
amount of $10,000.
6. The response and recovery activities for Hurricane Frances have caused the Sheriff's
Department to exceed the current year budget. The attached entry appropriates funding for
these unplanned expenses.
7. The County has undertaken debris removal activities during recovery after Hurricane Frances.
Some of these expenses are eligible for FEMA reimbursement. The attached entry
appropriates funding for these expenses.

Staff Recommendation
Staff recommends that the Board of Commissioners approve the attached budget resolution
amending the fiscal year 2003/04 budget.
