RESOLUTION 2006- 115
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN
RIVER COUNTY, FLORIDA; ENDORSING ABILITIES RESOURCE CENTER OF
INDIAN RIVER COUNTY AS A SPONSORING AGENCY UNDER THE FLORIDA
ENTERPRISE ZONE COMMUNITY CONTRIBUTION TAX CREDIT PROGRAM;
AND FINDING THAT THE ABILITIES RESOURCE CENTER OF INDIAN RIVER
COUNTY PROJECT IS CONSISTENT WITH THE INDIAN RIVER COUNTY/ CITY
OF VERO BEACH ENTERPRISE ZONE STRATEGIC PLAN AND INDIAN RIVER
COUNTY COMPREHENSIVE PLAN.
WHEREAS, the State of Florida has enacted the Florida Enterprise Zone Act,
Sections 290.001 - 290.016, Florida Statutes, to provide incentives by both State and
local government to induce private investment into distressed areas to create economic
opportunities and sustainable economic development; and
WHEREAS, the Board of County Commissioners enacted Resolution #2005-084
on May 24, 2005, nominating a portion of Indian River County and the City of Vero
Beach as an Enterprise Zone pursuant to the Florida Enterprise Zone Act; and
WHEREAS, the State of Florida created the Indian River County/City of Vero
Beach State Enterprise Zone effective July 1; 2005; and
WHEREAS, the State encourages the participation of private corporations in
revitalization projects by granting either partial state corporate income/franchise tax
credits, sales tax credits, or credit towards insurance premium taxes to corporations that
contribute resources to public redevelopment organizations for the revitalization of
enterprise zones; and
WHEREAS, the State, under Section 220.183, Florida Statutes, authorized the
Community Contribution Tax Credit Program, which allows any Florida corporation to
receive a credit against any corporate income/franchise tax, sales tax, or insurance
premium tax due for a taxable year of 50 percent of the value of a donation (not to exceed
a $200,000 credit in any one year) for contributions to a State approved community
development project located within the Enterprise Zone; and
WHEREAS, The Abilities Resource Center of Indian River County (ARC), a non-
profit organization incorporated in the state of Florida, operates within the Indian River

County/City of Vero Beach Enterprise Zone and meets the criteria as a sponsoring
organization under Section 220.03(1)(t), Florida Statutes; and
WHEREAS, ARC incorporates, as part of its By -Laws, working with individuals
with developmental, physical, and educational challenges, who have employment
interests, but need services and support to increase their quality of life and increase their
participation in the communities; and
WHEREAS, the ARC project, described in attachment A, is consistent with the
overall intent of the Enterprise Zone Strategic Plan; and
WHEREAS, the Enterprise Zone Strategic Plan is consistent with the Indian River
County Comprehensive Plan; and
WHEREAS, ARC is the sponsoring organization applying for approval as a State
approved Community Development Project.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, THAT:
The Board of County Commissioners endorses Abilities Resource Center of
Indian River County as a sponsoring agency under the Florida Enterprise Zone
Community Contribution Tax Credit Program and finds that the Abilities Resource
Center of Indian River County' s Project, as described in Attachment A, is consistent with
the Indian River County/City of Vero Beach Enterprise Zone Strategic Plan and Indian
River County Comprehensive Plan.

A. Eligible Project
The ARC of Indian River County, a 501 (c) 3 not for profit has
established a Secure Document Destruction plant based operation
at 3200 43rd Avenue. This location is within the identified
enterprise zone.
ARC Secure Document Destruction is a professional paper
shredding operation. We will provide the most secure, efficient,
simple and cost effective plan available for destroying a
company's confidential information. We provide complete off-site
document destruction services.
Identity theft has become a real issue.
New laws regarding personal identification and records such as
HIPAA and FACTA require a plan for disposal of personal health
and financial information.
There are too many horror stories resulting from confidential
information getting into the wrong hands. Today's information
explosion can be devastating to a business. With the increased
use of office copiers and computers, staggering amounts of
sensitive information is being generated and carelessly discarded.
ARC Secure Document Destruction operates a professional paper
shredding plant, providing the most secure, efficient, simple and
cost effective plan available for destroying a company's
confidential information. ARC Secure Document Destruction
provides complete off-site document destruction services.
A certificate of destruction will be provided with each invoice.
The mission of ARC Secure Document Destruction is to provide a
cost-effective document disposal service that protects our
customers demand for security.
The equipment in place includes an Allegheny 20-350C, 40 Hp,
with a 3/16 Shredder Head. The unit requires 460 volts, 3 phase,
and 75 amp service.
Other installed equipment includes tipper and sort conveyor,
Baler (1400 pound bales), security cameras, paper sorter carts,
scales, computer, and locked bins for business distribution.
B. Types of Donations Sought
Donations may include cash or tangible donations, such as direct
training, equipment, building(s), land, and capital construction.
C. Donation Uses
Donations will be used to establish and maintain direct employment
and program viability.
D. Total Project Cost
Projected Budget $ 298,471.50
E. Estimated number of Jobs
Initial employment will include 1 manager, 1 driver, 1 driver
assistant, 12 paper sorters, and 1 general clean-up person for a total
of 16. We anticipate growth within the first year will require an
additional 12 people. Paper Sorter is now a DOT job category.
