A RESOLUTION OF BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, CONFIRMING THE ASSESSMENT ROLL
FOR CERTAIN PAVING AND DRAINAGE
IMPROVEMENTS TO 10th COURT SW, FROM 9th
STREET SW (OSLO ROAD) TO 7TH STREET SW
INCLUDING THE INTERSECTING STREETS (8th
STREET SW AND 7th STREET SW) IN OSLO PARK
SUBDIVISION. - IRC PROJECT NO. 0436
WHEREAS, the Board of County Commissioners of Indian River County adopted
Resolution No. 2007-052 providing for certain paving and drainage improvements to 10th COURT
SW, FROM 9th STREET SW (OSLO ROAD) TO 7TH STREET SW INCLUDING THE
INTERSECTING STREETS IN OSLO PARK SUBDIVISION.
WHEREAS, said resolution described the manner in which the special assessments are
to be made and how the special assessments are to be paid; and
WHEREAS, the resolution was published as required by Section 206.06, Indian River
County Code; and
WHEREAS, the Board of County Commissioners of Indian River County passed
Resolution No. 2007-053, on May 22, 2007 which set a time and place for a public hearing at which
the owners of the properties to be assessed and other interested persons would have the chance to be
heard as to any and all complaints as to said project and said special assessments, and for the Board
to act as required by Section 206.07, Indian River County Code; and

RESOLUTION NO. 2007- 081
WHEREAS, notice of the time and place of the public hearing was published in the
Vero Beach Press Journal Newspaper on June 5, 2007 and June 12, 2007, (twice, one week apart,
and the last being at least one week prior to the hearing), as required by Section 206.06, Indian River
County Code; and
WHEREAS, the land owners of record were mailed notices at least ten days prior to the
hearing, as required by Section 206.06, Indian River County Code; and
WHEREAS, the Board of County Commissioners of Indian River County on Tuesday,
June 19, 2007 9:05 A.M. conducted the public hearing with regard to the special assessments,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, as follows:
1. The foregoing recitals are affirmed and ratified in their entirety.
2. The Board finds that the properties assessed by this resolution will receive special
benefits equal to or greater than the cost of the assessment.
3. The special assessments shown on the attached assessment roll are hereby confirmed
and approved, and shall remain legal, valid, and binding first liens against the properties
assessed until paid in full.
4. The County will record the special assessments and this resolution, which describes the
properties assessed and the amounts of the special assessments, on the public records,
which shall constitute prima facie evidence of the validity of the special assessments.

Dear Coast to Coast Landscaping:
This letter is written to inform you that the Board of County Commissioners of Indian River County will
hold a Public Hearing on Tuesday, June 19, 2007 at 9:05 AM in the County Commission Chambers located
at 1840 25th Street, Vero Beach, Florida, to consider the adoption of an authorizing resolution and an
assessment roll for the above stated project.
As this project specifically benefits property owned by you and described as

If the Board of County Commissioners approve the project after the Public Hearing on June 19, 2007, you
will be assessed in accordance with County Ordinance 86-66, a proportionate share of the total cost of the
project. The total estimated cost of the project is $319,636.27. The preliminary assessment roll is on file
with the Clerk to the Board of County Commissioner's office and is open for inspection during normal
business hours (8:30 AM until 5:00 PM) and indicates that YOUR ASSESSMENT WILL BE:
5000 SQ.FT. AT $1.070000 PER SQ.FT. =$5,350.00

PLACE AT WHICH THE OWNERS OF PROPERTY ON 10th COURT SW FROM
9th STREET SW (OSLO ROAD) TO 7th STREET SW INCLUDING THE INTER-
SECTING STREETS IN OSLO PARK SUBDIVISION, COUNTY PROJECT#0436
AND OTHER INTERESTED PERSONS MAY APPEAR BEFORE THE BOARD OF
COUNTY COMMISSIONERSAND BE HEARD AS TO THE PROPRIETY AND
ADVISABILITY OF MAKING PAVING AND DRAINAGE IMPROVEMENTS TO
SAID PROPERTY AS TO THE COST THEREOF, AS TO THE MANNER OF PAY-
MENT THEREFOR, AND AS TO THE AMOUNT THEREOF TO BE SPECIFICAL-
LY ASSESSED AGAINST EACH PROPERTY BENEFITED THEREBY.
WHEREAS, the Board of County Commissioners of Indian River County has,
by Resolution No. 2007-052, determined that it is necessary for the public
welfare of the citi2ens of the county, and particularly as to those. living, work-
ing, and owning property within the area described herein, that paving and
drainage improvements be made to said property; and`WH E R E AS , t h e
Board of County Commissioners has caused an assessment roll to be com-
pleted and filed with the Clerk to the Board; and WHEREAS, Section 206:06,
Indian River County Code, requires that the -Board of County Commissioners
shall fix a tirne and place at which the owners atria properties to be assess-
ed or any other persons interested therein may appear before the Board of
County Commissioners and be heard as w the- propriety and advisability of
making paving and drainage improvements to said property, as to the cost
thereof, as to the manner of payment therefore, and as to the amount
thereof to be assessed against each property benefited thereby,
NOW. THEREFORE. BE IT RESOLVED BY THE BOARD OF COUNTY COMMIS-
SIONERS OF INDIAN RIVER COUNTY. FLORIDA AS FOLLOWS:
1.The Board of County Commissioners shall nnoet at the County Commission
Chambers in the County Administration Building at the hour of 9:06 AN. on
Tuesday, June 19, 2007, at which gime the owners of the properties to be as-
sessed and any other interested persons may appear before said Board and
be heard in regard to said property. The area to be improved and the prop-
erties to be specifically benefited are more particularly described upon the
assessment plat and the assessment roll with regard to the special assess-
ment.
2.AII persons interested in the construction of said improvements and the
special assessments against the properties to be specifically benefited may
review the assessment plat showing the area to be.a4sessed, the assessment
roll, the plans and specifications for said improvements, and an estirnate of
the cost thereof at the office of the Clerk to the Board any week day from
8:30 A.M. until 5:00 P.M.
3.Notice of the time and place of this public hearing shall be given by the
Department of Public Works by two publications in the Vero. Beach Press
Journal Newspaper a week apart. The last publication shall be at least one
week prior to the date of the hearing. The Indian River County Department
of Public Works shall give the owner of each property to be specially assess -
eel at least ten days notice In writing of such time and plate, which shall be
served by mailing a copy of such notice to each of such property owners at
his last known address.

motion was seconded by Commissioner Davis, and, upon being put to a
