THOMAS INFORMED THE BOARD OF A LETTER RECEIVED FROM THE DIVISION OF HEALTH WHICH STATED THAT THEY WOULD BE ABLE TO FUND THE EMERGENCY MEDICAL SERVICES PROJECT IN THE AMOUNT OF $10,700.00. THE COUNTY WILL MATCH THESE FUNDS WITH FUNDS FROM FEDERAL REVENUE SHARING. CHAIRMAN Loy INFORMED THE BOARD THAT .JACK .JENNINGS, VAL BRENNAN AND HERSELF HAVE INVESTIGATED THE POSSIBILITY OF SECURING GOVERNMENT SURPLUS PROPERTY LOCATED ON RANCH ROAD, NORTH OF STATE ROAD 60. ORIGINALLY THE BOARD HAD INDICATED THAT POSSIBLY WE COULD QUALIFY TO RECEIVE THIS PROPERTY, BUT SINCE THAT TIME CHAIRMAN Loy, MR, JENNINGS AND MR. BRENNAN HAVE VISITED THIS PROPERTY AND FOUND THAT WE DO NOT QUALIFY AND THAT GENERAL SERVICES ADMINISTRATION SHOULD BE NOTIFIED BY THE COUNTY ADMINIS- TRATOR THAT THE COUNTY HAS DETERMINED IT HAS NO FURTHER INTEREST IN THIS PROPERTY. CHAIRMAN Loy STATED THAT THE DIVISION OF FORESTRY HAS EXPRESSED AN INTEREST IN THIS PROPERTY FOR CONSTRUCTION OF A FIRE TOWER. ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER DRITENBAS, THE BOARD UNANIMOUSLY AGREED TO NOTIFY THE GENERAL SERVICES ADMINISTRATION THAT THE COUNTY HAS NO FURTHER INTEREST IN THE GOVERNMENT SURPLUS PROPERTY LOCATED ON RANCH ROAD, BUT THAT WE UNDERSTAND THE DIVISION OF FORESTRY COULD USE THE PROPERTY. AT THE OCTOBER 23, 1974 MEETING THE BOARD AGREED TO ACCEPT AND READ ANYTHING PRESENTED IN WRITING REGARDING THE PROPOSED ONE- WAY PAIRS. CHAIRMAN LOY REPORTED THAT SHE AND THE ADMINISTRATOR, `'1R. JENNINGS HAD REVIEWED THE ONE-WAY PAIRS PROJECT WITH DEPARTMENT OF TRANSPORTATION OFFICIALS IN FORT LAUDERDALE, ON MONDAY, OCTOBER 28, 1974 AND FOUND THAT THE D.O.T. HAD MADE SEVERAL CHANGES INCORPORATING RECOMMENDATIONS OF THE SCHOOL BOARD AND THE DOWN- TOWN MERCHANTS AS A RESULT OF PUBLIC MEETINGS. THE PROJECT IS STILL OPEN FOR DICUSSION. eux 21 pvi 151 THE D.O.T. HAS REVIEWED AND STUDIED ALTERNATE ROUTES AND ARE MAKING THESE RECOMMENDATIONS FOR FEDERAL APPROVAL AS THE BEST ALTERNATIVE TO COMPLETING THE ROAD 60 PROJECT IN INDIAN RIVER COUNTY. IT WAS THE DECISION OF THE BOARD THAT NO FORMAL ACTION IS REQURED AT THIS TIME. ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY APPROVED OUT -OF -COUNTY TRAVEL 4 FOR L.S. THOMAS, COUNTY COORDINATOR TO ATTEND A NATIONAL ASSOCIATION OF COUNTIES -'COUNCIL ON INTERGOVERNMENTAL I s COORDINATORS AND STATE ASSOCIATION DIRECTORS IN WASHINGTON, D.C. ON DECEMBER 8TH - 11TH, 1974 THE BOARD DISCUSSED A LETTER FROM ROBERT. -W, .JENNINGS, DIRECTOR OF SANITATION WITH._THE COUNTY HEALTH DEPARTMENT REGARDING CHAPTER 17-13.01 (4) OF THE SEPTIC TANK CODE. MR. JENNINGS STATED THAT IN AN ATTEMPT TO LIGHTEN THE BURDEN OF HOME BUILDERS HE HAS WAIVED CHAPTER 17-13.01 (4) AND INSTITUTED A PROCEDURE ALLOWING FOOTERS TO BE POURED IN NATURAL -GROUND BEFORE REQUIRED FILL IS PUT ON THE LOT. THIS PROCEDURE, ACCORDING TO MR. JENNINGS, HAS NOT BEEN SUCCESSFUL. MR. JENNINGS IS REQUESTING SUGGESTIONS AND COMMENTS FROM THE BOARD IN ORDER TO RE-EVALUATE THIS PROCEDURE. COMMISSIONER DRITANBAS STATED THAT HE WOULD LIKE TO y VOLUNTEER TO MEET WITH THE SANITATION DIRECTOR, BUILDING DEPARTMENT, PLUMBING INSPECTORS TO WORK TOWARDS A SOLUTION TO THIS PROBLEM. ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER BOGOSIAN, THE BOARD UNANIMOUSLY AGREED TO ANSWER THIS LETTER FROM MR. .JENNINGS, DIRECTOR OF SANITATION, AND ACCEPT COMMISSIONER DRITENBAS' REQUEST TO'SERVE:_ ON THIS COMMITTEE. 'NOV 7 1974 ,c ?.1. - 2 35 - 80h 21 PA,"103 f . e% 0 INDIAN RIVER COUNTY ORDINANCE 74- 21 AN ORDINANCE AMENDING INDIAN RIVER COUNTY ORDINANCE 71-3, SECTION 25 (I) BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, That Indian River County Ordinance 71-3, Section 25 (I) is hereby amended to read as follows: SECTION 25: GENERAL PROVISIONS (I) WALLS AND FENCES s :K Structural walls and fences not exceeding five (5) feet in height, except barbed wire fences, are permitted In required side and rear yards of all disyricts except an agricultural district. Higher fences and walls in required side and rear yards, all barbed wire fences and fences and walls in all required front yards may be authorized by the Zoning Commission, who shall first determine that they will be visually compatible in the area where they are to be located. Fences and walls may not be constructed on or over dedicated public drainage or utility easements or public rights- of-way except in agricultural zoned areas and then only with the written consent of the public authority holding the easement or right-of-way. RESOLUTION No. 74-84 WHEREAS, RICHARD P. BOGOSIAN, Indian River County, Florida,,County Commissioner, after serving two terms of office has chosen not to run for re-election; and WHEREAS, during his terms of office he did with excellence perform his duties and serve the citizens of Indian River County with distinction; and WHEREAS, he did honorably sbrve as Chairman of this Board from January 6, 1971, to November 22, 1972; and WHEREAS, during his terms he set a high standard of performance -for those who serve in the future, was devoted to creating sound, stable'growth patterns for the County's increasing population, was sensitive to public needs, protective of the public's tax money and instrumental in establishing sound planning and zoning policies for the County; and WHEREAS, the Board of County Commissioners of Indian River County, Florida on behalf of itself and all citizens of the County, wish to publically express its appreciation for his many years of public service.
