A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
AMENDING THE FEES FOR THE VARIOUS BUILDING PERMITS
AND RELATED INSPECTIONS
WHEREAS, the Board of County Commissioners has established a policy that the Building
Department be financed, to the extent feasible, by user fees; and
WHEREAS, the current fees have had no substantial revision since 1993; and
WHEREAS, a fee increase is necessary for the proper operation of the Building Department; and
WHEREAS, the attached Appendix A was reviewed by the Professional Services Advisory
Committee on December 14, 2006, which endorsed it unanimously to the Board of County
Commissioners;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that:
1. The above recitals are affirmed in their entirety.
2. The new fees set forth in the attached Appendix A are hereby adopted.
3. The effective date of these new fees is March 1, 2007.
The foregoing resolution was offered by Commissioner Bowden who moved
its adoption. The motion was seconded by Commissioner wheeler , and upon being put
to a vote, the vote was as follows:

Indian River County, Building Division
CONSTRUCTION PERMIT FEE SCHEDULE
I. PRIMARY VALUATION -BASED PERMITS Includes all new
buildings residential and commercial, all building additions and
alterations, Mobile Homes and Modular Buildings -
subcontractor permits for work shown on the permit documents
will be included in the construction value and provided with
subcontractor affidavits at application and are included in the
base permit fee.
(Commercial Site work and all Accessory Structures are excluded)
Valuations are greater of Contract value or ICC gross square footage value
A. BUILDING VALUATION RANGE FEE
Any Permit Minimum Application Fee $200
$ 48,001 upward, additional 0.415% of ICC Building Valuation
• Valuation component includes all New Construction — No Additional Fee for Sub Permits (see *
marked items in II below) and new Application / Plan Review Fee.
• "Valuation" methodology will be based on the most recent ICC Building Valuation Tables.
• Valuation of total improvement (excluding land) shall be used if no minimum fee is set in Sections II,
and/or III below.
• Fees due at application: Primary Fee up to $200 maximum (non-refundable), due with
application, balance due upon permit issue.
B. Application/Plan Review Related Fees:

II. TRADES PERMIT APPLICATION FEE
$75
Minimum application fee up to $18,000 valuation, then 0.415% of contract/work order
valuation. Fee due at time of application. After -the -fact permits double fees. Any
combination of trades work for which the aggregate contract/work order value exceeds
$1,000 must have a permit.

(Fire Alarm System and Fire Suppression Systems will be permitted through Fire Department
and not through Building Permit Fees.)
Items marked thus (*) when included on the building permit documents and provided
with subcontractor affidavits at time of permit are included in the building permit fee.
Greater of TRADE FEE or Valuation Fee Applies Valuation, Not Fixed
A copy of the contract, Notice of Commencement, Permit Application or work order that provides a
detailed scope of work acceptable to the Building Official, location, owner, and value of the work, signed
by both the Owner of record and a representative of the Contractor of record is required to be provided
at application.
III. SPECIAL PERMITS APPLICATION FEE $200
Minimum application fee up to $48,000 valuation, then 0.415% of contract/work order
valuation. After -the -fact permits double fees. Any combination of work for which the
aggregate construction value exceeds $1,000 must have a permit.

IV. INSPECTION SPECIALTY FEES $45

V. CONTRACTOR LICENSING

Competency Card Application Fee $50
Competency Card Renewal Fee $50
VI. ADMINISTRATIVE SERVICE FEES:
Microfilm or Digital Document Requests - ($5 non-refundable due with request.) $5 per copy from
microfilm or $15 per disk (Plus research fee.)
Letter/legal size paper documents from database or copy machine ---$0.25 per page (Plus research fee.)
Special Research - $15 per hour, payable in `/ hour increments $5 Minimum in advance
Change of contractor $50
Change of Sub -Contractor on Combination Permit $20
Permit Revision Fee $100
