RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER
COUNTY, FLORIDA, SUPPORTING ESTABLISHMENT OF A CVS DISTRIBUTION
CENTER WITHIN THE. PROPOSED INDIAN RIVER PARK OF COMMERCE.
WHEREAS, Indian River County desires to implement Economic Development Element
Policies 1.1, 1.2, 1.3, 2.3, 2.4, and Future Land Use Element Policy 1.36 of the County's
Comprehensive Plan; and
WHEREAS, Indian River County desires to provide expanded fire protection, water and
sewer facilities, and roadway improvements to a proposed CVS distribution center; and
WHEREAS, CVS will build a distribution center within the Indian River Park of
Commerce, provided that the site has needed access to State Road 60 via proposed 98th Avenue,
100th Avenue and 22°a Street and provided that the site is served with municipal water and sewer
services so as to provide adequate fire protection and sanitary conditions; and
WHEREAS, the Indian River County Board of County Commissioners is planning to apply
for a grant in the amount of $750,000 from the Community Development Block Grant Program to
partially fund the improvements needed to serve the site; and
WHEREAS, the applicant's qualified engineers prepared cost estimates, certified by the
County Engineer's office, that show the estimated bid amount to construct the needed facilities,
together with grant administration and engineering costs will exceed $750,000; and
WHEREAS, the County, as an incentive to bring jobs to the County, has $1,500,000 of
funding available within its General, Secondary Roads Construction, Optional Sales Tax, and
Utilities Funds that may be used for infrastructure facilities construction and related activities; and
WHEREAS, until the point of expenditure, the County retains the right to seek alternative
sources, other than the $1,500,000 in County funds, for the required infrastructure facilities
construction. If the County is successful in obtaining alternative sources of funds, the County
reserves the right to deduct the alternative funding from the County's reserve amount so that
alternative sources fund the needed facilities instead of County funds.
NOW, THEREFORE, BE IT RESOLVED that the Indian River County Board of County
Commissioners commits up to $1,500,000 of the County's funds for required infrastructure
facilities construction (as shown by attachment A), contingent on the execution of a developer's
agreement that specifies responsibilities of each party. Said funds to be used for the construction of
needed infrastructure facilities to serve the proposed CVS distribution center within the Indian
River Park of Commerce.
PASSED AND ADOPTED. The foregoing resolution was offered by Commissioner
Adams and the motion was seconded by Commissioner. Neuber9er , and
upon being put to a vote, the vote was as follows:

*The cost of providing the infrastructure is estimated at $2,250,000. The County will pay for $1.5
million of this amount, while CDBG-ED funds will pay for the remaining $750,000. Also, CVS will
construct its facility at a cost of $60 million.

Certification of Available Water, Wastewater, & Road Capacity & Certification of
Land Use Consistency
Dear Ms. Flemming:
Please be advised that Indian River County is seeking a CDBG-ED grant to fund required fire
protection facilities, water and sewer facilities, and road improvements for a proposed CVS
distribution center near the northwest corner of 98bAvenue and S.R. 60 in unincorporated Indian
River County.
Proposed grant funded activities will include, but not be limited to, the construction of 2,781
linear feet of 12 -inch water main, 170 linear feet of 8 -inch water main, 1,532 linear feet of 10 -
inch water main, 1,392 linear feet of 6 -inch sewer main, and improvements to.portions of three
separate roads (98th Avenue, 1001h Avenue and 22nd Street).
By way of this letter and the support documents attached hereto, the Indian River County Board
of County Commissioners certifies that the proposed project is consistent with both the County's
comprehensive plan and land development regulations, and that the County has adequate water,
sewer, and road capacity to serve the project.
The project is important to Indian River County, as the CVS distribution center is a strong
national employer that can help to reduce unemployment and improve the quality of life for area
residents.
