A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER
COUNTY,FLORIDA, DECLARING THE SOUTH
GIFFORD ROAD LANDFILL SITE IN INDIAN
RIVER COUNTY, FLORIDA, A BROWNFIELD
UNDER THE B R 0 W N F I E L D S
REVITALIZATION AND ENVIRONMENTAL
RESTORATION ACT OF 2001.
WHEREAS, the fifty-five acre South Gifford Road Landfill site, located south of 41 St
Street in Indian River County, Florida, and depicted in Exhibit"A", attached hereto, ("South
Gifford Road Landfill site") had been used since the early nineteen forties for solid waste
disposal; and
WHEREAS, during or after World War II solid waste from military use of the Vero
Beach municipal airport was reportedly buried in the general area of the South Gifford
Road Landfill site; and
WHEREAS, Indian River County, a political subdivision of the State of Florida,
operated the South Gifford Road Landfill site as a landfill from approximately 1960 to 1977;
and
WHEREAS, initial testing conducted in 1995 in connection with closure activities at
the South Gifford Road Landfill revealed various levels of groundwater contamination; and
WHEREAS, the Indian River County Board of County Commissioners recognizes
the importance of identifying and resolving contamination issues within its jurisdiction, to
ensure the public health, welfare, and safety, and to promote responsible, sound
redevelopment of such affected property; and
WHEREAS, the South Gifford Road Landfill site constitutes real property, the
expansion, redevelopment, or reuse of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or contaminant, and qualifies as
a brownfield site under the Brownfields Revitalization and Environmental Restoration Act
of 2001,
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, as follows:
1. The Board of County Commissioners declares that the South Gifford Road
Landfill site, located south of 41s' Street in Indian River County, Florida, and depicted in
Exhibit "A", attached hereto, constitutes real property, the expansion, redevelopment, or
reuse of which may be complicated by the presence or potential presence of a hazardous

substance, pollutant, or contaminant, and qualifies as a brownfield site under the
Brownfields Revitalization and Environmental Restoration Act of 2001.
2. Notice is hereby given to the U.S. Environmental Protection Agency that the
Board of County Commissioners declares the South Gifford Road Landfill site a brownfield
under the Brownfields Revitalization and Environmental Restoration Act of 2001.
3. The Board of County Commissioners authorizes appropriate county staff to
prepare and submit to the United States Environmental Protection Agency an application
for brownfield designation of the South Gifford Road Landfill site under the Brownfields
Revitalization and Environmental Restoration Act of 2001.
The resolution was moved for adoption by Commissioner
Adams and the motion was seconded by Commissioner
Gi nn and, upon being put to a vote, the vote was as follows:

On behalf of Indian River County, Florida, I am pleased to submit this application for a $200,000
U.S. Environmental Protection Agency Brownfields Assessment Grant for the South Gifford
Road Landfill Revitalization Project. The South Gifford Road Landfill is a former landfill located
in a mixed residential and industrial area in unincorporated Indian River County. The landfill
fronts a major roadway, (41" Street), adjacent to the Gifford community, which has been
historically plagued by poor living conditions, including substandard housing, high unemployment,
and substandard physical plant. The local environment has a history of dumping which predates
the landfill and industrial activity. A Superfund site, and a municipal airport are located in the
backyard of the Gifford community as well.
Gifford recently received Front Porch designation, (2002), thereby demonstrating the
community's desire and commitment to effect a positive change in their neighborhood.
Converting the former landfill into beneficial reuse will work hand-in-hand with the Front Porch
initiative. The South Gifford Road Landfill Revitalization Project is the first Brownfield project
undertaken by the County. The project is intended to provide much-needed economic
opportunities for the Gifford community.
