TUESDAY, APRIL 1st 1930.
The Board of 'County Commissioners in and for Indian River County, Florida, met at
the Court House in Vero Beach, Florida, on Tuesday, April 1st 1930s at 10 o'clock
A.M.with the fallowing members of the Board present: Albert 0. Helseth, Ch4irman;
J.D.Yongue; J.W.LaBruce; J.J.P.Hamilton and John H. Atkin. Also present were Miles
FTirren, Clerk and Clark S. Rice, Sheriff.
The minutes of the previous meetings were read and approved.
Mr. J,. L. Stinson and others appeared before the Board regarding ditch West of
Wabasso running through Indian River Gitrus Growers property. It was ordered that the
County Engineer run out lines on proposed ditch and make estimate of cost and the
citizens in that community secure right-of-way for such ditch and make report at the
next meeting of this Board.
It was ordered that 1'abasso road at the center of Section 26 between Sections 26
and 27 then North on section line between Sections 26 and 27 for 1/2 mile, that ditches
be enlarged and deepened and road be raised. Also the road at tight angles in :Section
26 and Section 27 and between :Sections 26 and 35 be eased up.
Harry Fersch appeared before the Board regarding ditch near his place. It was
ordered that the County Engineer and Commissioner Atkin look this over and report back
to the Board.

The County Nurse made her report of activities among the paupers. It *as ordered
that James H. Donaldson of Winter Beach be placed on the -pauper list to receivet $15.00
per month until the further orders of this Board.
The Mothers' pension application of Annie Park, Box 100, Sebastian, was received
and considered, and it was ordered she be placed on such list to receive $20.00 per
month until the further orders of this Board.
R. J. Young appeared before the Board regarding drainage of roads west of Vero
Beach.
The County Agricultural Agent filed his report of activities for the month of
March 1930.
B. K. Kersey appeared before the Board regarding road conditions West of minter
Beach.
Herman J. Zeuch appeared before the Board regarding Court House and offered the
building known as the Campbell Arcade Building for the sum of $45,000.00 plus the 1929
taxes on the building. The some was taken under consideration.
Chas E Berg, appeared before the Board regarding County insurance policies.
Chas D. Toole, Fire Chief, appeared before the Board and requested donation out
of the Publicity Fund, for advertising purposes to assist in the Fireman's Convention
of
the State to be
held in Vero Beach. It
was
ordered that $150.00 be donated out of
the
Publicity, Fund
for .general advertising
for
this purpose.
Dr. J. C. DuBose and E.G.Thatcher appeared before the Board and requested $'500.00
for Publicity purposes to be used in connection with display at the Canadian National
Exposition to be held in Toronto, Canada, in August and September 1930. It was ordered
that the sum of $500.00 be appropriated for this purpose out of the PUBLICITY FUND.

To the Honorable Board of County Commissioners of said County:
Gentlemen:-

we, the undersigned, citizens of the County of Indian River, State of Florida, res-
pectfully represent that the necessities of the public require a County Road to be laid
out as follows, to -wit:
Commencing At the North-west corner of South-West one-quarter
of the South-west one-quarter, Section Twenty-nine (29) Town-
ship Thirty-one (31) South, Range Thirty-nine (39) East, thence
East to the Forth -east corner of the South-west one-quarter of
the South-west one-quarter of Section Twenty-eight (28) Township
Thirty' -one (31) South, Range Thirty-nine (39) East. a distance
of one and one-quarter (1-i/4) miles
said road right-of-way, to be not less than Fifty (50) feet in width.
lie, therefore petition your honorable body to cause to be laid out and opened a
County Road as above described, and we, the owners of the land through which said road
is sought to be laid out, in consideration of 1h.e sum of One dollar to us each and
severally in hand paid by the said County of Indian River, the receipt of which is
hereby acknowledged, hereby agree to give the right-of-way through our lands, as shown
by the plat accompanying this petition, and relinquish all claims for damage by reason
thereof.
It was ordered that R.D.Carter, U.E.Burch and D.L.Leisher, be appointed a committee
to view, mark and lay. out this road and report to this Board.
The Tax Collector filed his report of errors and insolvencies on the 1928 tax roll;
which was approved by the Board. Such list showing a total of 56,805.75 charged off.
The several bills and accounts against the County, having been audited, were exami
and. found to be correct, were approved, and warrants ordered issued in settlement .of
same. The said bills and accounts as approved being onnfile in the Clerk's office, and
by reference thereto is made a part of these mintites. The warrants so issued, from the
respective funds, in settlement of the bills and accounts, being listed completely in
the County finance records as provided by law, and reference to such County Finance
record and the list so, recorded is made a part of these minutes as fully and completely
as if the said varrants were set out herein in detail.
The County Depositories filed their monthly statements showing receipts and disbur-
sements of the various funds for the month of March, which having been checked over and
audited were found to be correct.
There being no further business, on motion made, seconded and carried the Board
adjourned until the meeting to be held Tuesday, April 15th 19
