HomeMy WebLinkAbout2005-106 RESOLUTION NO. 2005-106 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA APPROVING THE COUNTY' S LOCAL HURRICANE HOUSING RECOVERY PLAN FOR FY 2005-2006, 2006-2007 , AND 2007- 2008 . WHEREAS, Emergency Rule Chapter 67EROS-1 describes the State Hurricane Housing Recovery (HHR) Program and states that the principal objective of that program is to provide long term housing recovery and construction and increase the amount of affordable housing within the State of Florida; and WHEREAS, Many single family housing units, multi-family rental units, and mobile homes were destroyed or significantly damaged through the 2004 hurricanes; and WHEREAS, Rental rates and housing prices have increased to a level whereby many county residents cannot afford to buy or rent an affordable housing unit; and WHEREAS, The county is examining all possible ways to address the county' s housing need for extremely low, very low, low, and moderate income households within the county; and WHEREAS, The county' s proposed Hurricane Housing Recovery Plan adequately addresses the county' s hurricane housing needs; and WHEREAS, on June 21, 2005, the Board of County Commissioners considered the county' s Local Hurricane Housing Recovery Plan; i 1 RESOLUTION NO. 2005- 106 NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida that : Section 1 . The above recitals are ratified in their entirety Section 2 . The attached Indian River County Hurricane Housing Recovery Plan for FY 2005-2006, 2006-2007 , and 2007-2008 is hereby approved by the Board of County Commissioners . Section 3 . The Board of County Commissioners directs staff to submit two copies of the Indian River County Local Housing Assistance Plan to the Florida Housing Finance Corporation by certified mail . Section 4 . The county shall utilize fifteen percent ( 150) of the state HHR allocation for administration of the HHR Program. Section 5 . The county' s Hurricane Housing Recovery Plan applies countywide, and it is applicable to the unincorporated county area and to all municipalities within the county. ; Section 6. The county requests that the Florida Housing Finance Corporation reduce the Hurricane Housing Recovery Plan 2 RESOLUTION NO. 2005-106 65% homeownership requirement to 40% in order for the county to better address the lack of affordable rental units within the county. Section 7 . The county requests full funding for the base allocation, the supplemental ELI allocation, and the Supplemental Community Collaboration allocation. The foregoing resolution was offered by Commissioner Neuberger, and seconded by Commissioner Lowther and being put to a vote, the vote was as follows : Chairman, Thomas S .
