RESOLUTION 2007- 156
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, IN SUPPORT OF REVENUES GENERATED BY
THE DEPARTMENT OF CITRUS ADVERTISING TRUST
FUND.
WHEREAS, Indian River County is known around the world for its citrus; and
WHEREAS, citrus growers, packers and shippers have been one of Indian River
County's most important industries since the County's inception; and
WHEREAS, the Florida Department of Citrus has promoted Florida citrus
internationally and has educated people throughout the world as to the benefits and
nutritional value of citrus; and
WHEREAS, the Florida citrus industry provides $9 billion impact on our State's
economy and much of that impact is felt at the local level; and
WHEREAS, the Florida citrus industry provides employment to over 90,000
Floridians; and
WHEREAS, the citrus industry in Indian River County provides a $500 million
impact on our economy and accounts for 15% of the County's work force annually; and
WHEREAS, the promotions and advertisements are paid by the Department with
proceeds derived from a tax assessed on every box or citrus harvested from
commercial groves; and
WHEREAS, the Department of Citrus receives all most all of their operating
funds from the "box tax" on commercially harvested citrus and not from State of Florida
General Fund tax revenues; and
WHEREAS, in recent years, Florida citrus growers have faced the challenges of
citrus canker, citrus greening and hurricanes and it therefore is vitally important to the
citrus industry to retain all possible sources of revenue for self preservation and
promotion in order to ensure the survival of Florida citrus for future citizens; and
WHEREAS, it was never intended for the Department of Citrus "box tax" to a be
a source of general revenue for the State of Florida rather it has always been intended
for use to further promote Florida citrus, and
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Indian River County, that they whole heartedly support the continued use of revenue
generated by the Department of Citrus to remain with the Department for promotion and

advertising Florida citrus and vigorously oppose use of the funds to the State of
Florida's General Revenue Budget.
This resolution was moved for adoption by Commissioner Wesley Davis, and the motion
was seconded by Commissioner Sandra Bowden, and upon being put to a vote, the
vote was as follows:

The Chairman thereupon declared the resolution duly passed and adopted this 16th day
of October, 2007.
