A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, OPPOSING ANY EFFORTS BY THE FLORIDA
LEGISLATURE TO WEAKEN THE GROWTH
MANAGEMENT LAWS OF THE STATE AND OPPOSING
ANY EFFORTS TO DEBILITATE OR ELIMINATE THE
DEPARTMENT OF COMMUNITY AFFAIRS.
WHEREAS, the Department of Community Affairs is the state's land planning
and community development agency; and
WHEREAS, the Department of Community Affairs role is to assist Florida's
communities as they meet the needs of Florida's ever-expanding population; and
WHEREAS, the Department of Community Affairs reviews local government
growth plans, ensures that local governments are in compliance with state growth
management laws, provides funding for streets and parks and coordinates the state's
response to hurricanes, wildfires and other emergencies; and
WHEREAS, the State of Florida implemented growth management laws to
protect the natural resources of the state along with the quality of life for its residents;
and
WHEREAS, the Florida Legislature is considering legislation that would severely
undermine both the laws that implement growth management in the State as well as the
Agency charged with ensuring compliance with those laws; and

WHEREAS, the philosophy that the existing regulatory system is burdensome to
development and therefore should be relaxed, would have if implemented five (5) years
ago, created even a greater supply of developed or permitted property,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that:
1. The Board opposes any and all efforts to weaken the growth management
laws of the State.
2. The Board opposes any and all efforts to weaken or eliminate the
Department of Community Affairs.
3. The Chairman is authorized to send letters to the legislative delegation
and to the Governor relaying this resolution and advocating against any and all
efforts to weaken the growth management laws of the state and any and all
attempts to weaken or eliminate the Department of Community Affairs.
4. This resolution shall be effective upon adoption.
5. Department of Community Affairs shall be authorized as the state land
planning agency and their funding will be fully restored.

The resolution was moved for adoption by Commissioner Wheeler, and the motion was
seconded by Commissioner Solari, and upon being put to a vote, the vote was as
follows:

Bob Solari Ave
The Chairman thereupon declared the resolution duly passed and adopted this
