RESOLUTION NO. 2004-_
A RESOLUTION OF INDIAN RIVER COUNTY,
FLORIDA, ESTABLISHING THE PRIMARY
CARE/PUBLIC HEALTH ADVISORY COMMITTEE.
WHEREAS, issues concerning health and access to health care are important to
the every day lives of the citizens of Indian River County; and
WHEREAS, the legislature of the State of Florida has recognized the importance
of Primary Care for Children and Families by enacting Florida Statutes Chapter 154
Part V; and
WHEREAS, local governments are better equipped to identify the health care
needs of the children and families in their communities; and
WHEREAS, Indian River County is fortunate to have a strong group of
professionals and volunteers who work diligently to meet the health care needs of the
children and families of the County; and
WHEREAS, an important step in identifying and solving health care problems in
this community is the formation of an advisory committee to assist the Board of County
Commissioners concerning primary health care matters in Indian River County; and
WHEREAS, the Board of County Commissioners recognizes and expresses their
appreciation to the Indian River County Health Department, Gifford Health Center, IRC
Hospital District, Community Health Network, Visiting Nurse Association, Indian River
Memorial Hospital, Indian River County Healthy Start Coalition, Mental Health
Association, Sebastian River Medical Center, IRC Emergency Medical Service (EMS),
IRC Human Services and Fellsmere Medical Center for the diligent work done over the
past several years in coordinating efforts to provide health care services to children and
families in Indian River -County-,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that:
1. ESTABLISHMENT.
The Indian River County Primary Care/Public Health Advisory Committee is hereby
established.
2. MEMBERSHIP
The Primary Care/Public Health Advisory Committee shall have twenty one voting
members appointed by the Board of County Commissioners, with one member from
each of the following areas: Indian River County Health Department, Gifford Health
Center, IRC Hospital District, Community Health Network, Visiting Nurse

Indian River Memorial Hospital, Indian River County Healthy Start
Coalition, Mental Health Association, Sebastian River Medical Center, IRC
Emergency Medical Service (EMS), IRC Human Services and Fellsmere Medical
Center, IRC Council on Aging, Florida Department of Children and Family Services,
IRC Ministerial Association, School District of IRC, IRC Sheriff's Department, New
Horizons of the Treasure Coast, Treasure Coast Homeless Services Council,
Taxpayer's Association and a member of the public. Members must be affiliated
with . one of the above listed agencies or groups in Indian River County. The
member of the public at large shall be appointed by the Chairman of the Board of
County Commissioners.
3. TERM OF OFFICE.
The term of office for each member shall be two years and shall be reappointed to
additional terms with the approval of the Board of County Commissioners.
4. POWERS AND DUTIES.
The Indian River County Primary Care/Public Health Advisory Committee shall have
the power and duty to:
a. Consider and study the entire field of primary and public health
care services within Indian River County;
b. Advise the Board of County Commissioners at their request or
upon its own initiative regarding health care issues affecting the
citizens of the County;
C. Consider all matters submitted to it by the Board of County
Commissioners; and
d. Submit proposed legislation, ordinances, and rules to the Board of
County Commissioners.
e. Vote to support grant applications or other types of assistance from
private and public groups to further the goals of the Committee.
f. Collaborate, coordinate and cooperate among the various entities
represented by the Committee.
5. PRIMARY CARE/PUBLIC HEALTH.
For the purpose of this Committee the term Primary Care/Public Health shall mean:
the comprehensive mix of preventive and illness care services that is family oriented
and easily accessible to county residents regardless of income, providing continuity
of care over time.

6. ADVISORY STATUS.
The Primary Care/Public Health Advisory Committee shall be advisory only and the
members shall serve without compensation.
7. GENERAL PROVISIONS.
The provisions of Title 1, Chapter 103, relating to advisory boards and commissions
shall apply to this Committee. The Committee shall elect from among its voting
members a chairman and a vice chairman annually at its first meeting in January, or
at its next meeting if no meeting is held in January. A County Commissioner shall
serve as a non-voting liaison to the Committee. Each chair and vice chair shall
serve for a one=year term and may be reelected but shall be limited to two
successive annual terms, at which point they would be ineligible to chair the
committee for at least one year.
8. MEETINGS.
Meetings shall be held in January, April, July and October unless otherwise decided
by the Committee. A meeting may be called at the request of the liaison
commissioner or the chair of the Committee. The agenda for each meeting shall be
established by the chairman in coordination with the liaison. The chairman or any
Committee member may place matters on the agenda. Any Committee member
may make an oral or written report on committee activity at a subsequent Board of
County Commissioners meeting under "Public Discussion Items" or under its liaison
"Commissioner Agenda Matters" with the concurrence of the Commissioner.
9. CONSULTANTNENDOR CONTACT.
The chair or individual Committee members are prohibited from contacting
consultants or vendors retained by the County.
10. VOTING
If a group or agency is represented at a meeting of this committee by more than one
member, only one member may cast a vote on any issue, but both members may
participate in discussion.

the motion was seconded by Commissioner Lowther and, upon being put to a
vote, the vote was as follows:
