RESOLUTION NO. 2003- 132
A RESOLUTION OF INDIAN RIVER COUNTY,
FLORIDA, RESTRUCTURING PARKS AND
RECREATION COMMITTEE
WHEREAS, the original resolution establishing the Indian River County Parks
and Recreation Committee was adopted in 1981 and amended in 1994; and
WHEREAS, it is the will of the Board of County Commissioners to restructure the
composition of the Indian River County Parks and Recreation Committee in Tight of
recent ordinance changes;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that:
1. ESTABLISHMENT.
The Indian River County Parks and Recreation Committee is hereby reestablished
and restructured. This resolution repeals and replaces Resolutions 94-64 and 81-
19.
2. MEMBERSHIP.
The Parks and Recreation Committee shall be composed of nine voting members,
each member residing in Indian River County, with membership as follows:
a. A representative from the City of Vero Beach.
b. A representative from the City of Sebastian.
c. A representative from the City of Fellsmere.
d. A representative from the Town of Indian River Shores.
e. A representative appointed by the Board of County Commissioners.
f. A representative from the Indian River County School Board.
g. A representative from the Gifford community.
h. A representative from the unincorporated area north of State Road 60.
i. A representative from the unincorporated area south State Road 60.

3. TERM OF OFFICE.
The term of office for each member shall be two years.
4. POWERS AND DUTIES.
The Indian River County Parks and Recreation Committee shall have the power and
duty to:
a. Develop and improve facilities and promote cooperation and
coordination among the various county agencies;
b. Study existing facilities and programs.
c. Develop short range and long range plans for better use of
existing and future facilities and programs, and to study
acquisition of additional lands;
d. Help promote and develop cooperation and coordination among
county government, municipal government and the Indian River
County School Board;
e. Conduct public workshops to generate citizen ideas and interest
in recreation;
f. Help develop a master plan for county wide recreation;
g.
Develop a plan for allocation for funding among the various
municipalities in the county and provide alternative plans for
funding as appropriate;
h. Review the present use of school board properties and
recommend areas of improvement and methods to increase use;
i. Encourage those organizations and governmental entities which
have historically helped themselves.
5. ADVISORY STATUS.
The Indian River County Parks and Recreation Committee shall be advisory only
and the members shall serve without compensation.

6. GENERAL PROVISIONS.
The provisions of Title 1, Chapter 103, relating to advisory boards and commissions
shall apply to this Committee. The Committee shall elect from among its voting
members a chairman and a vice chairman annually at its first meeting in January, or
at its next meeting if no meeting is held in January. A County Commissioner shall
serve as a non-voting liaison to the Committee. Each chair and vice chair shall
serve for a one-year term and may be reelected but shall be limited to two
successive annual terms, at which point they would be ineligible to chair the
committee for at least one year.
7. MEETINGS.
A meeting may be called at the request of either staff, a liaison commissioner, or the
chair of the Committee. The agenda for each meeting shall be established by the
chairman in coordination with the liaison and County staff. The chairman,
Committee member, or staff may place matters on the agenda. Any Committee
member may make an oral or written report on committee activity at a subsequent
Board of County Commissioners meeting under its liaison "Commissioners Items."
8. CONSULTANTNENDOR CONTACT.
The chair or individual Committee members are prohibited from contacting consultants
or vendors retained by the County.
The resolution was moved for adoption by Commissioner Fran B Adams and the
motion was seconded by Commissioner Caroline D Ginn, and, upon being put to a
vote, the vote was as follows:
