HomeMy WebLinkAbout2003-129• RESOLUTION NO. 2003- 129 A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, RESTRUCTURING THE HISTORIC RESOURCES ADVISORY COMMITTEE WHEREAS, pursuant to Florida Statutes, the County has adopted land development regulations; and WHEREAS, these regulations are voluminous and cover many professional disciplines including historical and archeological, and WHEREAS, it is the will of the Board of County Commissioners to restructure the composition of the Historic Resources Advisory Committee in Tight of recent ordinance changes so it may continue to advise the Board regarding historical or archeological matters covered by land development regulations; and WHEREAS, by Resolution 90-155, the Board of County Commissioners created the Historic Resources Advisory Committee; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: 1. ESTABLISHMENT. The Historic Resources Advisory Committee is hereby reestablished and restructured. This Resolution repeals and replaces Resolution 90-155. 2. MEMBERSHIP. The Histonc Resources Advisory Committee shall be composed of five members who are residents of Indian River County and shall consist of the following persons: a. At least one Florida licensed/registered architect or engineer with knowledge of the preservation of historic or archeological sites and structures; b. At least one member with practical experience in one or more of the following fields: real estate, planning, finance, engineering, law, building construction, landscape architecture, historic preservation or archeological research; c. Two positions shall be comprised of citizens at Targe with a particular interest or knowledge of historic and/or archeological preservation, identification, or designation. TERM OF OFFICE. The term of office for each member shall be two years. 4. POWERS AND DUTIES. The Historic Resources Advisory Committee shall have the power and duty to: a. Recommend formal identification or designation of significant historic and/or archeological resources for application of the regulations contained in this section and Chapter 933, Historic and Archeological Resource Protection. b. Recommend to the Board of County Commissioners the nomination of historical resources to the National Register of Historical Places and/or other authorized surveys or registers, including local registers. c. Advise the Board of County Commissioners on all matters related to historic preservation policy, including the use, administration and maintenance of county -owned, historically designated sites and structures. d. Advise the Board of County . Commissioners on potential historic resource acquisitions, and/or protection of privately owned historical resources. e. Review and make recommendations to the Board of County Commissioners concerning all proposed amendments to land development regulations, Comprehensive Plan policies or building codes as they apply to historic resources. f. Investigate, review and recommend to the Board of County Commissioners financial and technical assistance programs which serve to further the historic preservation objectives of Indian River County. Promote the public appreciation and awareness of historic resources and their benefits to the county. g. h. Conduct investigations and make recommendations to the Board of County Commissioners, as requested, pertaining to disputes or undetermined delineations arising from the implementation of Chapter 933, Historic and Archeological Resource Protection, and/or any decision which may potentially affect the historic resources of the county. 2 1 fol RESOLUTION NO. 2003-129 i. Review and evaluate all site plans, PRD's and subdivisions which are located in areas suspected or known to contain any historic resource. The request for review by the Historic Resource Advisory Committee may originate from the Community Development Director or his designee the Planning and Zoning Commission or the Board of County Commissioners. J• Perform any other function or duty assigned to the Committee by the Board of County Commissioners as related to historic resources/concerns. 5. ADVISORY STATUS. The Historic Resources Advisory Committee shall be advisory only and the members shall serve without compensation. 6 GENERAL PROVISIONS. The provisions of Title 1, Chapter 103, relating to advisory boards and commissions shall apply to this Committee. The Committee shall elect from among its voting members a chairman and a vice chairman annually at its first meeting in January, or at its next meeting if no meeting is held in January. A County Commissioner shall serve as a non-voting liaison to the Committee. Each chair and vice chair shall serve for a one-year term and may be reelected but shall be limited to two successive annual terms, at which point they would be ineligible to chair the committee for at least one year. 7. MEETINGS. A meeting may be called at the request of either staff, a liaison commissioner, or the chair of the Committee The agenda for each meeting shall be established by the chairman in coordination with the liaison and County staff. The chairman, Committee member, or staff may place matters on the agenda. Any Committee member may make an oral or written report on committee activity at a subsequent Board of County Commissioners meeting under its liaison "Commissioner Agenda Matters." 8. CONSULTANTNENDOR CONTACT. The chair or individual Committee members are prohibited from contacting consultants or vendors retained by the County. 3 RESOLUTION NO. 2003-129 The resolution was moved for adoption by Commissioner Fran B Adams, and the motion was seconded by Commissioner Caroline D Ginn, and, upon being put to a vote, the vote was as follows: Chairman Kenneth R.
