A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, IN SUPPORT OF THE ROCKRIDGE
PROPERTY OWNERS ASSOCIATION.
WHEREAS, Rockridge is a residential neighborhood of longstanding in
Indian River County; and
WHEREAS, The Rockridge Property Owners Association has a long and
thoroughly documented history of requesting assistance with its drainage problems
from local and state agencies; and
WHEREAS, The Rockridge Drainage System is being impacted by
surrounding developments whose actions have compounded the area's flood problems;
and
WHEREAS, rebuilding from the hurricane devastations of 2004 has
engendered a rebirth of both the spirit of the Rockridge neighborhood and the
Rockridge Property Owners Association;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that:
1. It supports the efforts of the Rockridge Property Owners
Association to improve the Rockridge neighborhood.
2. It requests the Florida Department of Transportation immediately
clean, dredge and, henceforth, properly maintain the 16th Street ditch and it requests to
have the 16th Street Drainage Ditch/System reconnected to the 3rd Avenue Canal to
maintain positive flow of storm water.
3. It requests the City of Vero Beach and all other governmental
agencies to cease and desist from permitting any present or future developments
and/or industries from impeding, degrading or, in any way, burdening the Rockridge
Drainage System.

4. It requests enforcement of the highest maintenance standards to
be followed by all parties responsible for storm water drains, retention ponds and
parking lots that are either directly or indirectly flowing into the 16th Street Drainage
Ditch/System.
5. It requests the City of Vero Beach, St. John's River Water
Management, the U.S. Department of Environmental Protection and/or other permitting
agencies to deny any permits submitted by the Bridgewater Development or
subsequent developments for docks or boat slips to be built on the 3rd Avenue and 14th
Street Canals based on pollution, water quality and quantity and neighborhood
compatibility issues.
6. The Clerk to the Commission is directed to provide certified copies
of this Resolution to:

RESOLUTION NO. 2006-110
The resolution was moved for adoption by Commissioner Bowden, and
the motion was seconded by Commissioner Davis, and, upon being put to a vote, the
vote was as follows:
