WHEREAS, the 2002 Amendment to the Florida Constitution requiring a reduction in class sizes in Florida public schools was a well -intended effort to improve education throughout the state; and WHEREAS, however, studies have consistently shown that the quality of teaching, rather than class size, is the most important factor contributing to individual student progress; and WHEREAS, educational studies clearly demonstrate that students experience significant residual effects of a quality teacher for at least two years and that the experience of a quality teacher for two consecutive years provides a long lasting positive impact on the learning experience; and WHEREAS, Governor Bush proposes a revision offering flexibility in the determination of class size, enabling School Districts to develop local strategies that respond to community needs and comply with the intent of the Amendment; and WHEREAS, Governor Bush further recommends that funds saved due to this revision be utilized to attract and reward teachers by the establishment of a statewide starting salary; NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Indian River County, Florida strongly endorses Governor Bush's proposal in support of education in Florida, and that a copy of this Resolution be sent by the Clerk to the Board of County Commissioners to the Governor, Speaker of House, Senate President, Commissioner of Education, and the Treasure Coast Legislative Delegation.
