FOR THE PURPOSE OF HOLDING A PUBLIC HEARING ON THE COMMUNITY DEVELOPMENT
BLOCK GRANT FINAL APPLICATION FOR 1977/78.

Housing Assistance Plan and Grantee Per.

Housing and Urban Development by May 13,

COUNTY PLANNER, VAL BRENNAN, APPEARED AND NOTED THAT THIS PUBLIC
HEARING IS TO REVIEW THE FINAL APPLICATION FOR A HUD GRANT IN THE AMOUNT

OF $203,000. AFTER THIS HEARING, .THE APPLICATION WILL BE FORWARDED TO
TALLAHASSEE FOR A-95 REVIEW, AFTER WHICH IT WILL BE SENT ON TO HUD NO LATER

THAN IiAY 13TH FOR FINAL REVIEW AND FUNDING, MR. BRENNAN INTRODUCED
BILL BRISSOM AND HIS ASSOCIATE, STEVE SHEIDLER, OF ADLEY ASSOCIATES, WHO
HAVE WORKED ON THE PREPARATION OF THIS APPLICATION. MR, BRENNAN NOTED

THAT IT HAS BEEN QUITE AN UNDERTAK:.!G TO GET THIS DONE IN THE ALLOTTED TIME,
BILL BRISSOM, SENIOR -CONSULTANT WITH ADLEY ASSO'.'IATES;,. DISCUSSED
THE CHANGES MADE SINCE THE PRE -APPLICATION WAS SUBMITTED AND NOTED THAT
THE PERCENTAGE OF SUBSTANDARD HOUSING HAS BEEN CHANGED FROM 9% TO 19%.
THEY FELT THE OLD FIGURE CAME FROM THE 1970 CENSUS AND WAS NOT ACCURATE
ANY MORE. MR. BRISSOM STATED THAT THE 19% FIGURE APPLIES ENTIRELY TO THE
UNINCORPORATED AREA OF THE COUNTY AND NOTED THAT THE INCREASE IN THE PER-
CENTAGE FIGURE OF SUBSTANDARD HOUSING IS BENEFICIAL SINCE IT SHOWS A
GREATER NEED. MR, BRISSOM CONTINUED THAT THE LONG TERM OBJECTIVES ARE
IDENTICAL AND THE BUDGET IS IDENTIrAL TO AT SUBMITTED IN THE PRE -
APPLICATION WITH THE EXCEPTION OF SPLITTING OUT OF ADMINISTRATION AND
PLANNING AND MANAGEMENTS COSTS, THE TOTAL, HOWEVER, REMAINS THE SAME,
AND THE ACTUAL ACTIVITIES ARE IDENTICAL, MR. BRISSOM CONTINUED THAT THERE

ARE TWO PORTIONS OF THE APPLICATION WHICH WERE NOT PREVIOUSLY GONE OVER
THE HOUSING ASSISTANCE PLAN AND THE PERFORMANCE REPORT - AND ASKED -MR.
SHEIDLER TO REVIEW THESE.
-STEVE SHEIDLER NOTED THAT BASICALLY THE TABLES IN THE HOUSING
ASSISTANCE PLAN REPORT TO HUD THE'HOUSING CONDITIONS AND SITUATION IN THE
UNINCORPORATED PART OF THE COUNTY, AND HE FELT THEY PRESENT THE SITUA-
TION MUCH MORE ACCURATELY THAN IN THE PREVIOUS YEAR S APPLICATION, HE
INFORMED THE BOARD THAT HE AND MR. BRISSOM CONDUCTED THEIR OWN SURVEY,
WHICH THEY FELT WAS CLOSER TO THE TRUTH THAN THE OLD CENSUS DATA AND NOTED
THEY GOT THE VACANCY RATE FROM FLORIDA POWER & EIGHT FIGURES.
CHAIRMAN WODTKE ASKED IF THE ADOPTION OF THE BUILDING CODE HAD
ANYTHING TO DO WITH THE INCREASED FIGURE FOR SUBSTANDARD HOUSING.

MR. SHEIDLER SAID THAT IT HAD NOT; THAT THIS SURVEY WAS A VISUAL
OUTSIDE SURVEY. HE FELT IF THEY HAD DONE AN INTERIOR SURVEY, THE FIGURE
MIGHT HAVE,BEEN EVEN HIGHER. HE NOTED THAT THE FIGURE APPLIES TO ALL
HOUSIN - NOT JUST SINGLE FAMILY.
COMMISSIONER SIEBERT (QUESTIONED THE PERCENTAGE OF RENTAL UNITS
IN THE UNINCORPORATED AREA OF THE COUNTY SAID TO BE SUBSTANDARD.
MR. SHEIDLER EXPLAINED THF METHODOLOGY USED TO ARRIVE AT THIS
FIGURE, WHICH IS EXPLAINED ON THE SECOND PAGE OF THE HOUSING ASSISTANCE
PLAN, AND NOTED THAT YOU MAY GET A DISTORTED AMOUNT OF RENTAL SUBSTANDARD.
MR, BRISSOM POINTED OUT THAT THE ONLY WAY TO IMPROVE THESE FIG-
URES WOULD BE TO RUN ANOTHER SURVEY, WHICH WOULD NOT BE THAT VALUABLE AS
THE RENTAL PROBLEM CANNOT BE ADDRESSED IN ANY EVENT; THE OWNER -OCCUPIED
HOUSING IS WHAT WE ARE DEALING WITH, AND HE FELT THIS FIGURE IS REASONABLY
ACCURATE.
COMMISSIONER SIEBERT ASKED HOW THEY DETERMINE WHAT IS CONSIDERED
SUBSTANDARD - WHETHER IT MIGHT BE JUST A MISSING WINDOW SCREEN?
MR. $HEIDLER SAID THAT IF A WINDOW WERE BROKEN AND NOT REPLACED,
THAT WOULD BE PART OF IT, AND MR. BRISSOM STATED THAT SUBSTANDARD IS USU-
ALLY A COMBINATION OF FACTORS.
MR, SHEIDLER THEN DISCUSSED TABLE II IN REGARD TO THE HOUSING
ASSISTANCE NEEDS OF LOWER INCOME HOUSEHOLDS.' HE NOTED THAT A PERSON MAY
NEED ASSISTANCE IF HIS RENT IS OUT OF PROPORTION TO HIS INCOME. HE FURTHER
NOTED THAT SOME COULD HAVE SUBSTANDARD HOUSING BUT NOT NEED ANY ASSISTANCE
IF THEY ARE ECONOMICALLY ABLE TO TAKE CARE OF.THAT HOUSE. MR, SHEIDLER
EXPLAINED THAT TABLE II IS ACTUAL NEEDS AND IS NOT DIRECTLY RELATED TO
TABLE I - THE SURVEY OF HOUSING CONDITIONS. HE FURTHER NOTED THAT IN CER-
TAIN COMMUNITIES A GREAT NUMBER OF THOSE NEEDING ASSISTANCE ARE ELDERLY,
MR. SHEIDLER NEXT DISCUSSED THE CURRENT YEAR GOALS, REPORTING
THAT UNDER FHA, THE HOUSING ALLIANCE IS WORKING -AND HELPING, BUT THAT
DEVELOPERS SEEM TO HAVE LITTLE INTEREST IN TRYING TO WORK UNDER SECTION S.
HE NOTED THAT THE THREE-YEAR GOALS ARE NOT QUITE THREE TIMES THE CURRENT
YEAR GOALS.

HE INFORMED THE BOARD THAT HUD DID ONE ADVERTISEMENT FOR THE 5 -COUNTY AREA,:

BUT HE DID NOT BELIEVE THEY DID A LOCAL ADVERTISEMENT FOR INDIAN RIVER
COUNTY. MR. SHEIDLER CONTINUED THAT THE PROCESS TO GO THROUGH FOR SECTION
S IS VERY CUMBERSOME AND THE PROFIT SMALL SO THAT DEVELOPERS BACK AWAY FROM
IT. HE NOTED THAT HE KNOWS OF NO COMMUNITY IN FLORIDA THAT HAS MET ITS SEC-
TION 8 GOALS AND THIS IS WHY HE PUTS MUCH MORE EMPHASIS ON FNA OR HUD RE-
HABILITATION. MR. SHEIDLER POINTED OUT THAT THE SECTION S PROGRAM IS OPEN
TO ANYONE, PUBLIC OR PRIVATE.
MR, SHEIDLER INFORMED THE BOARD THAT THE PERFORMANCE REPORT COV-
ERING THE MONIES EXPENDED ON THE FIRST AND SECOND YEAR PROGRAMS WILL BE
ABAILABLE BEFORE APRIL 25TH. HE NOTED THIS REPORT WILL SHOW WHAT WAS DONE
h(ITH THE MONEY, WHO BENEFITED, THE ACTIVITIES CARRIED OUT, AND HOW THEY
RELATED TO HELPING MINORITIES, ETC.
(HE CHAIRMAN ASKED IF ANYONE IN THE AUDIENCE WISHED TO BE HEARD.
THERE WERE NONE,
ATTORNEY COLLINS QUESTIONED THE TOTAL NUMBER OF PUBLIC HEARINGS
HELD ON THE COMMUNITY DEVELOPMENT GRANT APPLICATION.
MR. BRISSOM STATED THAT TWO PUBLIC HEARINGS WERE HELD ON THE PRE -
APPLICATION AND ONE ON THE FINAL APPLICATION, OR THREE ALTOGETHER.

A• 1 Need for basic street and drainage improvements essential to the conservation
-of the housing stock in low and moderate income areas of the County.
Residential substandardness and blight are most prevalent in ED's 3,4,5,6,1; &
49 comprising,the areas commonly known'as Gifford, Wabasso and Oslo.
The prevalence of unsurfaced, potholed, dirt streets and poor drainage condi-
tions in the above areas are particularly detrimental to the expansion, or con-
-servation and upgrading of existing, low or moderate income housing. The
conditions tend to inhibit normal maintenance efforts and limit private incen-
tive to upgrade housing and neighborhood environs. .
All of the above ED's, but parti^ularly ED's 4,5 and 6 (Gifford) contain very.
-high concentrations of minority group members, housing substandardness, inade-
quate public facilities and blight. These areas are all known to be primarily
populated by low and moderate income persons.

There exist, throughout the'County, but particularly in ED's.3,4,5,6, 11 and
49, a number of dwelling units which are unsafe for human habitation. Due to
the low incomes of many of the owners of these units, the cost of demolition
would be an economic hardship. There is the need to assist these persons in
the demolition of those structures that are presently vacant, or as they become
vacant, in order to prevent their further occupancy and eliminate these blight-
ing influences.

A 3 Need for rehabilitation of substandard dwellings in low and moderate income area
At the present time it is estimated that approximately 19% of the housing units
in the unincorporated portions of the County are structurally substandard. The
1972 Structural Conditions Windshield Survey revealed that the greatest concen-
trations of substandardness are located in ED's 4 and 5 in which were located
43% of all such designated units.
Substandard units accounted for greater than 50% of the housing inventory of
ED's 3,4,5,6, and 11.

The County -has earmarked funds for rehabilitation in its 1976/77 CD Program.
Eleven homes have been -identified and the eligibility of their owners is under
investigation. The funds available during the second year are insufficient to
address all eleven; therefore, in order to maintain a continuity of effort,
rehabilitation is proposed for the coming year. After these units have been
completed the program will be evaluated and if efforts have proven .satisactory
an expanded program may be developed in future years.
The units to be rehabilitated will be located in areas which will be recieving
basic street and drainage improvements in order to achieve maximum benefit/

structures, as defined below:
2. Definition of "deteriorating" used:
These houses have sufficient visible deficiencies to indicate
that deterioration is present. These houses could economically
be repaired to continue to give safe and adequate shelter.
Examples of these deficiencies could be loose or missing boards,
sagging porches, obvious need for re -roofing, loose screens,
broken window panes, etc. Such deficiencies are signs of neglect
which could lead to serious structural damage. Based on a complete
interior survey, some structures classed as marginal may be later
classed as dilapidated.
3.. Definition of "dilapidated" used:
This class consists of dilapidated houses which are lacking in
basic facilities and are in such a state of deterioration that
it would not be economically feasible to repair them. Examples
of these deficiencies include holes; open cracks or missing
materials over large areas of the floors, walls or roof; leaning
walls or structures; damage by fire or weather; structures built
of make -shift materials, etc. The only feasible course of action
would be demolition.
4. Definition of "suitable for rehabilitation" includes only those
structures that are deteriorating and excludes those that are
dilapidated.
METHODOLOGY - SURVEY 6F HOUSING
The unincorporated owner and renter total and ratio from the 1970 Census were
updated by building and demolition permits, 1970 through 1976 and current oc-
cupancy inforipation. The current vacancy rate was applied to the totals, then
divided by the 1970 owner/renter vacancy. Occupied substandard units were based
on 1970 relationship of occupied owner/renter units lacking plumbing updated
by the 12/72 survey, that stated the total number of substandard units and the
.•percentage of units suitable for rehabilitation. The substandard vacant ratio,
based on DHUD special census data was applied to the updated figures.
*Note the"Analysis of Neighborhood Study Areas" 12/72 contained a structural
conditions survey. The survey was used on this table even though it appears to
overstate the number of substandard units, yet it is still more useful than
1970 Census data.

The 1970 Census, Special Tabulation DHUD, stated the number of
owner and renter households by income, race, and if elderly, that
were inadeequatly housed in the county. Section 8 income limits
and a income adjustment factor were applied to give the total
number of households needing assistance.
Vero Beach and all other incorporated communities were subtracted
out by their appropriate percentages.
The handicapped houseboils were estimated based on the number of
receipients of Public Assistance for the blind and disabled.
The 1970 totals were updated to 1977. The percentage growth of
households receiving A.F.D.C, payments from the state from 1969
to 1976 was compared to the state growth in households and the
unincorporated County's growth in households. This factor was
applied to owner and renter households for the 1977 needs.
Minority households statewide and in the County have not grown
at the same rate as total population. The 1960 -to 1970 growth
rate for blacks in the County was about a third of the total
County growth rate. This factor was applied to the 1970 to 1977
overall growth rate to obtain the new households requiring assistance.
Households living in assisted housing constructed since 1970 were
subtracted out.
Female Headed Households were 61% of all households with incomes
less than 125% of the.poverty level. This was applied to the
total lower income households requiring assistance. The percentage
of female headed households from Vero Beach and other* communities
were subtracted out. The 1970 totals were updated by the same
means as total households.
There are no known plans that would result in displacements
during the program year.

STATEMENT
EXPLANATION OF PRIORITIES
The priorities were plac,d in the programs
most likly to succeed. The private non-
profit "Self Help" program has the leader-
ship, land,and economics to succeed. The
'.`Housing Rehabilitation" is under full County
controle. Work will be done in-house with the
use of county crews, thus insuring the most
for the dollar spent.
Emphasis will be placed on rental structures,
for this has good potential if the economics
to a developer can be improved. Units are
availzb e, but there has been little interest.
There has been very limited interest in new
Section 8 on the part of contractors or
developers. The Citizen Advisory Committee
and the County Commission are looking for
solutions to this prob].m.

New construction is being undertaken by a private non-profit organization,
working with the Farmers Home Administration Self Help Program. Any location
in the county m,%y be suitable.. The locations are decided primarily by the
future residents. Presently lots are availible and activity is underway in
enumeration districts 49 and 12.
Section 8 existing rentals will be decided by the private market. the current
state of over building and high vacancies may induce developers to endure the
red tape and lower rentals for some return on investment. The section 8 for new
construction is $108,688. Public notice for interested bidders was supposed to
be advertised in the local paper in early 1976, as of this writing, nothing has .
been advertised.

Rehabilitation areas were selected by condition of structures, streets,drainage,
utilities and other environmental blighting influences in which low and moderate
minorities reside.

(i) Consents to assume the status of a responsible Federal official under the National Envircrueental Policy Act of
1969 insofar as the provisions of such Act apply to the applicant's proposed program pursuant to 24 CFR 570.603; and

(ii) is authorized and consents on behalf of the applicant and himself to accept the jurisdiction of the Federal courts I
for the purpose of enforcement of his responsibilities as such an official.

(6) The Community Development Program has been developed so as to give maximum feasible priority to activities which
%ill benefit low or moderate income families or aid in the prevention or elimination of slums or blight. Where all or part
of the community development program activities are designed to meet other community development needs having a
particular urgency, such needs are specifically describe '-n the application under the Community Development Plan
Summary.

built with federal assistance.

employment during the performance of Federal or federally - assisted contracts. Such contractors and

(vi) Section 3 of the (lousing and Urban Development Act of 1968, as amended, requiring that to the greatest extent
feasible opportunities for training and employment be given lower income residents of the project area and
contracts fur work in connection with the project be awarded to eligible lousiness concerns which are located in,
or owned in substantial part by, persons residing in the area of the project.
(12) It will:
(i) In acquiring mal property in connection with the conlrnunily development block grant program, be guided to the
greatest extent practicable under State law, by ill--- real property acquisition policies eel out under Section 301
of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (P.L.. 91.646) and the
provisions of Section 302 thereof:
(ii) Pay or reimburse property owners for necessary expenses as specified in Section 303 and 304 of the Act; and
(iii) Inform affected persons of the benefits, policies, and procedures provided for under HUD regulations (24 CFR
Part 42).
(13) It will:
(i) Provide fair and reasonable relocation payments and assistance in accordance with Sections 202, 203, and 204 of
the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and applicable HUD
regulations (24 CYR Part 42), to or for families, individuals, partnerships, corporations or associations displaced
as a result of any acquisition of real property for an activity assisted under the program;
(ii) Provide relocation assistance programs offering the services described in Section 205 of the Act to such displaced
families, individuals, partnerships, corporations or associations in the manner provided under applicable HUD
regulations;
(iii) Assure that, within a reasonable time prior to displacement, decent, safe, and sanitary replacement dwellings will
be available to such displaced families and individuals in accordance with Section 205(c) (3) of the Act, and tha.
such housing will be available in the some L,,ge of choices to all such displaced persons regardless of their race,
color, religion, national origin, sex, or source or income;
(iv) Inform affected persons of the benefits, policies, and procedures provided for under HUD regulations; and
(v) Carry out the relocation process in such a manner as to provide such displaced persons with uniform and
consjstent services, including any services required to insure that the relocation process does not result in
different or separate treatment to such displaced persons on account of their race, color, religion, national
origin, sex, or source of income.
(14) It will establish safeguards to prohibit employees from using positions for a purpose that is or gives the appearance of
beinginotivated by a desire for private gain for *themselves or others, particularly those with whom they have family,
business, or other ties.
(15) It will comply with the provisions of the Hatch Act which limit the political activity of employees.
(16) It will give HUI) and the Comptroller General through any authorized representative access to and the right to examine
a0 records, books, papers, or documents related to the grant.

ERATION. HE STATED THAT A SUB—COMMITTEE HAS RECOMMENDED PUTTING !ANGUAGE

PROPRIATED FOR OUR NEW DISTRICT CAME FROM THE STATE GENERAL FUND OR IF THEY
WERE TAKEN AWAY FROM THE OTHER DISTRICTS, s
MR. SHANNON SAID THAT THERE WAS $500,000 ORIGINALLY INTENDED FOR
THE TEN DISTRICTS, BUT IT WAS SPLIT UP AMONG THE ELEVEN DISTRICTS.
COMMISSIONER LOY NOTED THAT THE 11TH DISTRICT HAS BEEN CREATED
AND IS A VIABLE FUNCTIONING ENTITY, SHE, THEREFbRE, FELT IF THE LEGISLA—
TURE DOES NOT WISH ANY FURTHER DISTRICTS CREATED, THEY SHOULD TAKE STEPS
TO PREVENT THIS FROM HAPPENING INSTEAD OF DESTROYING SOMETHING THAT IS
ALREADY CREATED.

IN PARAGRAPH Z "PROVIDING FUNDING TO THE COUNCIL ON THE SME BASIS" BE
CHANGED TO READ "PROVIDE FUNDING TO THE COUNCIL ON AN EQUAL BASIS."
COMMISSIONER SCHMUCKER SUGGESTED THAT IN PARAGRAPH 1 "OPPOSES
ANY INTENDED ACTION" BE CHANGED TO READ ('OPPOSES ANY ACTION...."
MR. SHANNON SUGGESTED REMOVING THE DITTO MARKS AROUND THE PHRASES_
IN THE FIRST AND THIRD WHEREP.- PARAGRAPHS AND REPLACING THEM WITH PAREN-
THESES, AND COMMISSIONER LOY FELT COPIES OF THIS RESOLUTION SHOULD ALSO

RESOLUTION NO, 77,34
WHEREAS, the State of Florida has established a Regional
Planning District'(hereinafter referred to as the Region), composed
of Indian River, St. Lucie, Martin and Palm Beach Counties, pursuant
to Chapter 23 Florida Statutes; and
WHEREAS,,the Region presently is the fifth largest planning
district in the State; and
WHEREAS, the Counties of Indian River, St, Lucie, Martin and
Palm Beach have joined together to establish the Treasure Coast Re-
gional Planning Council (hereinafter referred to as the Council),
pursuant to Chapter 163.01 Florida Statutes, to serve the Region; and
WHEREAS, the State of Florida has recognized and designated the
Council as the Regional Planning Agency pursuant to Chapter 380,06
Florida Statutes and Chapter 163.3191, Florida Statutes; and
WHE^.EAS, the Council has responsibilities to perform certain
planning activities vu,:suant to its designation as a Regional P1�Pning
Agency; and
WHEREAS; the State of Florida has provided funding to designated
Regional Planning Agencies for the past five fiscal years from the
General Fund; and °
WHEREAS, the Governor has recommended funding for Regional Planning
Agencies, including the Council, for fiscal year .1977-78; and
WHEREAS, the Florida House of Representatives Appropriation
Sub -committee "2" has indicated that all Regional Planning Agencies,
with the sole exception of the Council, should receive funding for fiscal
year 1977-78 from the General Fund; and
WHEREAS, the Council has the same responsibilities under State
designation as all other Regional Planning Agencies,
NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, that
1. The County opposes any action of the Florida House of
Representatives Appropriation Sub -committee "2" to delete funding
available to the Council to assist in the carrying out of the re-•
sponsibilitics under Chapter 380.06, Florida Statutes and Chapter 163,3191

27 The County strongly urges the Florida House of Represent-
atives Appropriation Sub -committee "2"' to reconsider their position
and to provide funding to the Council on an equal basis as is provided
to all other'Regional Planning Agencies throughout the State,
3. A copy of this Resolution be provided to each member of
Florida House of Representatives Appropriation Subtcommittee "2" -an -1,
each member of the Legislature which represent any area within the
Region. Copies to be sent to the Department of Administration;
