ATTORNEY COLLINS ADVISED THAT THE BOARD REVIEW THE MILLAGC
PRIOR TO APPROVING THE BUDGET.
CHAIRMAN WODTKE REQUESTED FINANCE DIRECTOR .JACKSON TO MAKE A
BRIEF STATEMENT AS TO THE FUNDS THE COUNTY WORKS UNDER AND THE IN—
CREASE IN MILLAGE,
FINANCE OFFICER .JACKSON STATED THAT BOARDS OF COUNTY COMMIS—
SIONERS THROUGHOUT FLORIDA HAVE THREE OPERATING FUNDS — THE GENERAL
FUND PERTAINING TO THE GENERAL GOVERNMENT OF THE COUNTY: THE ROAD
& BRIDGE FUND PERTAINING TO THE ROADS AND TRANSPORTATION SYSTEM:
AND THE FINE & FORFEITURE FUND PERTAINING TO THE COURT SYSTEM. HE
CONTINUED THAT THE RESERVES IN THE GENERAL FUND HAVE BEEN DEPLETED
OVER THE PAST FISCAL YEAR TO THE EXTENT OF ONE MILLION DOLLARS,
AND THE BOARD HAS FOUND IT NECESSARY TO RECOVER THOSE RESERVES TO
THE EXTENT OF $734,000. THIS WILL RESULT IN A TAX INCREASE OF THAT
AMOUNT, AND THE MILLAGE WILL BE INCREASED FROM 4,3092 FOR LAST YEAR
TO THIS YEAR'S 4.9633, OR AN INCREASE OF .6541. MR. JACKSON EX—
PLAINED THAT THE M CREASE TRANSLATES INTO A 65� INCREASE FOR EVERY
THOUSAND DOLLARS VALUATION.
THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD.
PHILLIP RODDENBERRY ASKED THAT THE 18% INCREASE BE EXPLAINED;
NOTING THAT HE HAD THOUGHT THE ASSESSED INCREASE WAS GOING TO TAKE
CARE OF ANY TAX INCREASE OVER LAST YEAR.
CHAIRMAN WODTKE EXPLAINED THAT THE 187 INCREASE IS ONLY ON THIS
BOARD'S BUDGET, AND HAS NOTHING TO DO WITH SUCH TAXING AGENCIES AS
THE HOSPITAL,THE SCHOOLS OR MOSQUITO CONTROL DISTRICT. THE BOARD OF
COUNTY COMMISSIONER'S BUDGET IS UP ACTUALLY 15% INSTEAD OF 18% AS
ADVERTISED, AND THIS WILL INCREASE THE MILLAGE FROM 4,3 TO 4.9.
FINANCE OFFICER .JACKSON NOTED THAT OVER THE PAST THREE YEARS THE
MILLAGE HAS NOT INCREASED AND, IN FACT, HAS GONE DOWN.

RUSSELL KUCHENBROD OF 5715 38TH PLACE ASKED IF THE INCREASE IN
MILLAGE IS GOING TO PROVIDE ANY NEW SERVICES OR IS JUST DUE TO THE
INCREASED COST OF THE SAME SERVICES.
CHAIRMAN WODKTE INFORMED HIM THAT THE COUNTY IS ESTABLISHING A
NEW ANIMAL CONTROL SERVICE. HE NOTED THAT THE COUNTY IS ALSO IN-
VOLVED IN SETTING UP ANEW LANDFILL, BUT BASICALLY THE INCREASE IN
THIS YEAR'S BUDGET CAME ABOUT BECAUSE THE BOARD, IN AN EFFORT TO
KEEP TAXES DOWN OVER THE LAST FEW YEARS, HAS GONE TOO DEEPLY INTO
RESERVES AND THEY MUST BE REPLENISHED.
ANNE ROBINSON OF 3008 NASSAU DRIVE EXPRESSED APPRECIATION OF
THE EFFORTS OF THE BOARD IN FORMULATING THE BUDGET AND COMPLIMENTED
THEM ON THE JOB THEY HAD DONE.
COMMISSIONER Loy MADE A RECOMMENDATION WHICH SHE EXPLAINED IS
MAINLY FOR BOOKKEEPING PURPOSES. SHE NOTED THAT AT THE TIME THE
BOARD DECIDED TO PROVIDE THE FUNDS FOR ANIMAL CONTROL, THEIR IDEA
WAS TO CONTRACT WITH THE SHERIFF AND HAVE HIM COMPLETELY HANDLE THE
PROGRAM, AND IN ORDER TO COMPLETE THE BUDGET AND BE ABLE TO..ADVER-
TISE, A SUM OF $20,000 WAS SET ASIDE IN THE GENERAL FUND FOR THAT
PURPOSE. COMMISSIONER Loy CONTINUED THAT SINCE THAT TIME THE SHERIFF
HAS SUBMITTED A BUDGET WHICH HE FEELS HE CAN OPERATE UNDER WITHIN HIS
DEPARTMENT TO ENTIRELY MANAGE AND OPERATE THIS PROGRAM, AND IT COMES
TO A LITTLE OVER $14,000. COMMISSIONER Loy SUGGESTED THAT WE, THERE-
FORE, DECREASE OUR BUDGET $14,500 AND INCREASE THE FINE & FORFEITURE
FUND THE.SAME AMOUNT AS SHE FEELS IT WILL BE EASIER FOR THE. SHERIFF'S
DEPARTMENT TO ADMINISTER THAT WAY.
THE BOARD AGREED WITH COMMISSIONER LOY'S RECOMMENDATION.
COMMISSIONER SCHMUCKER COMMENTED THAT HE IS SORRY TO SEE ANY
TAX INCREASE, BUT THE DEPLETION OF THE RESERVES MAKES IT NECESSARY.
HE NOTED THAT WE HAVE BEEN OPERATING AT A REDUCED RATE, AND IT CAUGHT
UP WITH US .
ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMIGSIONE?
DEESON; THE BOARD UNANIMOUSLY CLOSED THE PUBLIC HEARINGS ON THE
1977-78 BUDGET OF THE BOARD OF COUNTY COMMISSIONERS AND ON THE
INCREASE IN MILLAGE.

MILLAGE OF 4.9633 FOR THE FISCAL YEAR 1977-78.
ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER Loy,
THE BOARD UNANIMOUSLY ADOPTED RESOLUTION N0, 77-96 APPROVING THE BUDGET
FOR THE FISCAL YEAR 1977-75 AS ADVERTISED, SUBJECT TO THE AMENDMENT
RECOMMENDED BY COMMISSIONER LOY AS ABOVE.

RESOLUTION NO.77-96
WHEREAS, the County Auditor after tentatively ascertaining the
proposed budget policies of the Board of County Commissioners of Indian
River County, Florida, for the fiscal year commencing on the first day of
October, 1977, and ending on the thirtieth day of September, 1978, did
prepare and present to. the Board a tentative budget for said fiscal year
for each of the funds therein as provided by law, including all estimated
receipts, taxes to be levied, and balances expected to be brought forward,
and all estimated expenditures, reserves, and balances to be carried over
at the end of said fiscal year; and
WHEREAS, upon receipt of the tentative budgets and the completion
of all revisions made by the Board, the Board did prepare a statement
summarizing all of the tentative budgets. The summary statement did show
for each budget and for the total of all budgets proposed, the balances,
the reserves, and the total of each major classification of receipts and
expenditures according to the classification of accounts prescribed by the
appropriate state agency. The Board did cause said summary statement to
be advertised as required by law; and
WHEREAS, the Board did hold a public hearing for the purpose
of hearing requests and complaints from the public regarding the proposed
budgets and making whatever revisions in the budget it did deem necessary
and all the same having been now completed;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, that the Board does herewith levy upon
all non-exempt real and tangible personal property in Indian River County,
Florida, for the fiscal year 1977-78 a tax of 4.9633 mills on the dollar
to be redistributed among the funds in the budget as follows:

BE IT FURTHER RESOLVED that the millage as finally adopted herein
shall be filed in the office of the County Auditor in the Public Records and
the County Auditor shall transmit forthwith.a certified copy of this
Resolution to the Property Appraiser of Indian River County, to the Tax o
Collector of Indian River County, and to the Department of Revenue of the
State of Florida.
This Resolution shall become effective as of the 26th of
September , 1977.

RESOLUTION NO. 77-97
WHEREAS, the County Auditor after tentatively ascertaining the
