FLORIDA, MET IN SPECIAL SESSION AT THE COURTHOUSE, VERO BEACH, FLORIDA,
ON THURSDAY, NOVEMBER 17, 1977, AT 3:00 O'CLOCK P.M. PRESENT WERE

CHAIRMAN WODTKE ANNOUNCED THAT THIS SPECIAL MEETING IS BEING
HELD FOR THE PURPOSE OF CONSIDERING EXTENDING THE HOURS FOR THE SALE
OF ALCOHOLIC BEVERAGES.
THE HOUR OF 3:00 O'CLOCK P.M. HAVING PASSED, THE DEPUTY CLERK

ASSOCIATION AND INFORMED THE BOARD THAT THIS GROUP IS NOT A LEGAL
ENTITY; THE NAME IS USED BASICALLY FOR IDENTIFICATION AND CONVENIENCE.
HE EXPLAINED THAT THE RETAIL LIQUOR ASSOCIATION CONSISTS NOT ONLY OF
LOUNGES, BUT ALSO RESTAURANTS, HOTELS AND MOTELS WHICH HAVE ROOMS
WHERE LIQUOR IS SOLD, AND ESTIMATED THAT THERE ARE 70 TO 80 OF THESE
ESTABLISHMENTS, MOST OF THEM IN THE MUNICIPALITY OF VERO BEACH AND
THE REMAINDER SPREAD THROUGHOUT THE COUNTY., ATTORNEY BLOCK NOTED THAT
THE SALE OF ALCOHOLIC BEVERAGES IS ONE OF THE MOST REGULATED BUSINESSES
IN THE STATE AND ALSO ONE OF THE MOST TAXED. HE POINTED OUT THE DIFFI-
CULTIES INVOLVED IN APPLYING FOR A LICENSE, WHICH REQUIRES STRINGENT
PROCEDURES AND THUS WEEDS OUT THE INCOMPETENT AND UNDESIRABLE IN THE
VERY BEGINNING. HE CONTINUED THAT THIS INDUSTRY IS LIMITED BOTH BY
HOURS AND BY THE AGE OF THE PATRON. ATTORNEY BLOCK POINTED OUT THAT
THE INDUSTRY DID NOT CHANGE THE LEGAL AGE FROM 21 TO I$. THIS WAS DONE
BY THE STATE LEGISLATURE, AND IN FACT, MANY OF THE RESPONSIBLE OWNERS
OF THESE ESTABLISHMENTS OPPOSED AND RESISTED THIS CHANGE. ATTORNEY
BLOCK STATED THAT THE DAYLIGHT SAVING HOURS AFFECT THIS INDUSTRY AD-
VERSELY AND LIMIT THEIR HOURS EVEN FURTHER,
ATTORNEY BLOCK INFORMED THE BOARD THAT THERE HAS BEEN CON-
SCIENTIOUS OWNERSHIP AND OPERATION OF THESE ESTABLISHMENTS IN THIS
COUNTY THROUGHOUT THE YEARS, AND IT HAS BEEN A CLEAN INDUSTRY OF WHICH
WE CAN BE PROUD. HE POINTED OUT THERE ARE NO TOPLESS BARS OR SUCH
ESTABLISHMENTS. ATTORNEY BLOCK FURTHER NOTED THAT THESE OWNERS AND
OPERATORS PARTICIPATE IN THE COMMUNITY, CONTRIBUTE TO THE UNITED WAY,
AND EVEN HOLD A GOLF TOURNAMENT AND DONATE THE PROCEEDS FOR WORTHY
CAUSES.
ATTORNEY BLOCK THEN PRESENTED STATISTICS OBTAINED FROM AN
INFORMAL SURVEY CONDUCTED BY THE INDUSTRY AND INFORMED THE BOARD THAT
THEY ARE TALKING ABOUT POSSIBLY 50 ESTABLISHMENTS WITH APPROXIMATELY
800 EMPLOYEES, WHOSE GROSS WEEKLY WAGES ARE ROUGHLY $72,000. THESE
OWNERS AND OPERATORS PAY MONTHLY UTILITY BILLS AMOUNTING TO $53,500
AND THE GROSS SALES TAX PER YEAR AMOUNTS TO APPROXIMATELY 1.7 MILLION
DOLLARS. ATTORNEY BLOCK POINTED OUT THAT THESE PEOPLE ARE NO EXCEPTION

TQ THE RISING COSTS FELT BY EVERYONE, AND THESE RISING COSTS OF OPERA-
TION ARE ERODING DANGEROUSLY CLOSE TO THE POINT OF THREATENING THE
EXISTENCE OF THESE BUSINESSES. HE FELT IT IS NOT RIGHT IF A PERSON
IS PUT*OUT OF BUSINESS BY A LAW LIMITING HIS BUSINESS AND STATED THAT
IS WHY THESE PEOPLE ARE HERE TODAY ASKING FOR A REMEDY. THEY ARE NOT
REQUESTING TO STAY OPEN ALL NIGHT, BUT ARE ASKING FOR JUST ONE MORE
HOUR TO HELP SOLVE SOME OF THEIR COST PROBLEM.
ATTORNEY BLOCK POINTED OUT THAT THE STATE DECIDED TO TAX THE
CIGARETTE AND LIQUOR INDUSTRY IN ORDER TO OBTAIN 89.6 MILLION DOLLARS
TO DEFRAY THEIR BUDGET DEFICIT, AND THIS MEANS A 25� A QUART�INCREASE
TO A RETAILER. HE NOTED THAT OF THIS TAX 20 MILLION GOES TO SUPPORT
THE SCHOOL SYSTEM AND FURTHER POINTED OUT THAT THE SALES TAX, STAMP
TAX AND YEARLY LICENSE TAX ALL GO DIRECTLY OR INDIRECTLY FOR THE BENE-
FIT OF THE CITIZENS OF THE STATE.
ATTORNEY BLOCK THEN DISCUSSED THE ECONOMIC AFFECT OF THIS
INDUSTRY WITHIN -THE COMMUNITY, NOTING THAT THERE ARE 800 PEOPLE IN
THIS INDUSTRY WORKING AND LIVING HERE, WHO ARE A POTENTIAL PURCHASING
POWER. HE NEXT DISCUSSED THE ADVANTAGE OF KEEPING REVENUE WITHIN THE
COUNTY, NOTING THAT BREVARD, ST. LUCIE AND OSCELOA COUNTIES ALL HAVE
LATER CLOSING HOURS, WHICH HAS THE AFFECT OF DRAWING PEOPLE OUT OF
THIS COUNTY TO SPEND THEIR MONEY. HE POINTED OUT THAT THE RETAIL LIQUOR
INDUSTRY IS VERY CLOSELY RELATED TO TOURISM, AND YOU HAVE TO BE VERY
COMPETITIVE TO ATTRACT TOURISTS TO THE AREA. THIS IS ALSO TRUE OF
CONVENTIONS, MOST OF WHICH CANNOT BE ENTICED HERE BECAUSE OF THE EARLY
CLOSING HOURS AND LACK OF ENTERTAINMENT.
ATTORNEY BLOCK DISCUSSED THE PROBLEM OF SAFETY, NOTING THAT
THERE ARE MANY ACCIDENTS BETWEEN VERO BEACH AND FORT PIERCE AROUND
THE MIDNIGHT HOURS, WHICH MAY VERY WELL BE DUE TO PEOPLE TRAVELING
TO ST. LUCIE COUNTY BECAUSE OF THE LATER BAR HOURS. HE FELT THE LESS
DISTANCE PEOPLE HAVE TO TRAVEL, THE LESS -CHANCE THERE IS OF AN ACCI-
DENT OCCURRING.
ATTORNEY BLOCK CONTINUED THAT WE ARE DEALING WITH A SITUATION
CONCERNING ADULTS AND INVOLVING FREEDOM OF CHOICE AND NOTED THAT A
GOVERNMENT CANNOT SUCCESSFULLY LEGISLATE MORALITY. HE STATED THAT HE
FEELS THE LAWS SHOULD BE CHANGED TO FIT THE TREND AND THINKING OF TODAY
AS LONG AS IT IS NOT INFRINGING ON THE RIGHTS OF OTHERS.

As a patron of some of these establishments, I feel an extra hour
would allow more time for customers to be able to frequent Lore than
one place in an evening, thus, "spreading their money around".
As a businessman, I can sympathize with the owners' problems of

As a long time resident of Indian River County, I would like to

I feel that this would enhance the tourist attractiveness of Vero
Beach and would also curtail the danger of drives to Fort Pierce
or Melbourne by persons at that hour of the morning. I do not
feel that it would be any additional enforcement problem and, in

I recently noticed with interest articles in the newspaper
pertaining to extension of closing hours for cocktail lounges.
Due to prior committments, it appears that I will be out of
town at the time of the public hearing. Therefore, I am writing
this letter to express my feelings on the matter.
Three years ago, I accepted the chairmanship of the tourist
division for the Indian River/Vero Beach Chamber of Commerce. I
lecepted this position because my business interests depend
partially on this element of our economy. I was also greatly
concerned with the inevitable change in traffic patterns caused
by the I-95 extension and the increased deterioration of the South
Florida tourist industry. It was obvious that Vero r3each would
eventually be cut off from the direct traffic pattern of the
dwindling southbound tourist. Emphasis in our campaign was
directed at specific geographic areas and especially to encourage
convention business. The cost of such advertising campaigns
are extremely expensive in relation to the funds available in
our relatively small area. I feel it is the responsibility of
our local government to reasonably assist businessmen in their
efforts to attract and bring back tourists to this area.
The experience of the last several years has proven that a
diversification of the economy between agriculture, industry,
tourism and service oriented businesses is vital to the economy
of this county.
I think we will find that the additional hour requested will
lend itself towards providing adequate time for those who enjoy

this type.of social activity after the theater, movies or a
leisurely dinner. History has taught us that it is difficult
for government to legislate morality and I am sure that you
would agree that if an individual chooses to become intoxicated,
he will do so, regardless -of the closing hour restrictions. I
realize there will be many opposed to this change, but I also
realize that we are in competition with other tourist markets
in providing reasonable services to our visitors. I would
encourage you to grant the closing extension.

I do not feel that the extended hours present any unusual or
unnecessary exposures to the general public. These business-
men are very restricted by various laws, much more so than most
other businesses. They are entitled to the right to compete

with current trends so long as they do not infringe on the
rights of others.

As a businessman operating on the beach I can see no
harm in extending bar closing hours to 2:00 AM. It
would probably help stimulate our tourist business to
a degree and I cannot see any way it would create any
greater law enforcement problem than we have now.
Many Vero Beach young people'drive to St. Lucie County
to take advantage of their later closing hours and I
would prefer to see them stay here in town and avoid
that long drive late at night.

of what type of community we were when they entered business.
But I do believe that what yesterday may have seemed simply
conservative could well, in this changing world, today be
discriminatory.

closing is a reasonable request in a sophisticated community
growing with the changing times. I do not truly see why our
business people should be put at disadvantage because of their
location a few miles north of a neighboring county line,
particularly when the whole subject of lounge patrionage is
so much a matter of personal choice and behavior in any event.

WE MAKE IT EASIER TO GET ALCOHOL, IT IS A MORAL ISSUE. HE ESPECIALLY
EXPRESSED CONCERN ABOUT THE YOUTH OF THE COMMUNITY, NOTING THAT HE
WORKS WITH THE BOYS' SCHOOL IN OKEECHOBEE AND SPEAKS FROM EXPERIENCE.
HE INFORMED THE BOARD THAT NOW WE HAVE MANY ALCOHOLICS AT THE AGES OF
14 AND IS AND URGED THE BOARD NOT TO EXTEND THE BAR HOURS.
PASTOR BOB FOSTER OF TABERNACLE BAPTIST CHURCH INFORMED THE
BOARD THAT HE HAD BROUGHT A NUMBER OF PEOPLE WITH HIM WHO WISH TO
DEMONSTRATE THEIR OPPOSITION AND ASKED THAT THEY BE ALLOWED TO STAND
AND BE COUNTED. TWENTY-THREE PERSONS STOOD TO EVIDENCE THEIR OPPOSITION.
REVEREND CHALMES HOLMES OF THE FIRST BAPTIST CHURCH SPOKE AS
A PRIVATE CITIZEN RATHER THAN AS A REPRESENTATIVE OF HIS CONGREGATION.
HE NOTED THAT HE HAS NO PARANOIA ABOUT LOUNGES AND LOUNGE OPERATORS AND
DOES'NOT QUESTION THEIR INTEGRITY, BUT FELT IF WE ARE.GOING TO DISCUSS
THE MORAL ISSUE, WE WOULD HAVE TO DISCUSS WHETHER OR NOT TO HAVE ANY
.LOUNGES AT ALL. HE CONTINUED THAT WE LIVE IN A SOCIETY OF REGULATIONS
AND HE IS SYMPATHETIC WITH BUSINESSMEN WHO OPERATE ON A NARROW MARGIN,
AS NOBODY OPERATES ON A NARROWER MARGIN THAN CHURCHES DO, BUT HE FEELS
THIS COUNTY IS UNIQUE AND -HE DOES NOT CARE WHAT NEIGHBORING COUNTIES
DO. REVEREND HOLMES FELT THERE ARE OTHER FACTORS TO CONSIDER BESIDES
TOURISM AND NOTED THAT PEOPLE STAYING OUT UNTIL 2:00 A.M. AFFECTS THE
WORK FORCE ADVERSELY. HE STATED THAT HE WISHED TO VOTE AGAINST THE
EXTENSION OF HOURS.

OUT THAT BY KEEPING THE DRINKERS WITHIN THE COUNTY, HE FELT WE WILL
JUST BE KEEPING MORE ACCIDENTS AND MORE PROBLEMS.

REQUESTED EXTENSION SIGNED BY MEMBERS OF CALVARY BAPTIST CHAPEL, HE
STATED THAT HE IS A LICENSED LAY MINISTER AND HAS INSTITUTED A SPIRITUAL
PROGRAM FOR ALCO-HOPE. HE INFORMED THE BOARD THAT HE SPENT 12 YEARS
IN A PENITENTIARY ASA RESULT OF TROUBLE CAUSED BY USE OF ALCOHOL,
HE STATED THAT HE VISITS THE INDIAN RIVER CORRECTIONAL INSTITUTION AND
THE COUNTY .JAIL AND WORKS WITH THE FINISHED PRODUCT OF THE BREWERS ART.
HE INFORMED THE BOARD THAT ONLY 25% OF ALCOHOLICS ARE REHABILITATED
SUCCESSFULLY. MR. HILL STATED THAT HE DOES NOT WANT TO SEE THE AVAIL-
ABILITY OF ALCOHOL EXTENDED IN ANY WAY, AND HE .FELT EXTENDING THE
HOURS FROM 1:00 TO 2:00 A.M., WOULD ONLY BE A FIRST STEP IN A DETERIOR-
ATING SITUATION.

WHAT OTHER COUNTIES DO AS OUR COUNTY IS UNIQUE AND WE MUST MAKE OUR
OWN DECISION. HE NOTED THAT HE SERVED ON THE BOARD OF DIRECTORS OF
ALCO-HOPE AND SAW HOW ALCOHOL HAS DESTROYED STRONG MINDS THAT HAD GREAT
POTENTIAL. MR. PIERCE CONTINUED THAT HE IS FOR KEEPING THE MONEY IN
OUR COUNTY, BUT WHILE WE ARE KEEPING THE MONEY IN THE COUNTY, WE ARE
• ALSO HELPING TO DESTROY LIVES. HE URGED THE COMMISSION TO OPPOSE THE
EXTRA HOUR.
VICKY SALYERS, A WAITRESS AT DOMINO'S, SPOKE IN FAVOR OF THE
EXTENSION AND STATED SHE FELT THIS IS AN ECONOMIC ISSUE, NOT A MORAL
ISSUE, AND PERSONAL EXPERIENCE SHOULD NOT HAVE ANYTHING TO DO WITH IT.
DOLLY SCHURER OF 2146 31ST AVENUE NOTED THAT THIS DISCUSSION
HAS SEEMED TO TURN INTO WHETHER ALCOHOL IS BENEFICIAL OR DETRIMENTAL.

MS. SCHURER POINTED OUT THAT THE COUNTY HAS SMALL BUSINESSES THAT NEED

SHERIFF SAM .JOYCE STATED THAT HE PERSONALLY KNOWS 95% OF
THE PEOPLE DEALING IN THE LIQUOR INDUSTRY, WHO ARE FINE, OUTSTANDING
PEOPLE AND DO NOT FORCE PEOPLE TO DRINK, BUT HE MUST LOOK AT WHAT
ALCOHOL DOES TO LAW ENFORCEMENT. HE NOTED THEY SEE FAMILY PROBLEMS,
CHILD ABUSE, VIOLENCE, TRAFFIC ACCIDENTS, ALL RELATED TO DRINKING
PROBLEMS. HE TALKED ABOUT WHAT THEY ARE FACED WITH IN THE MENTAL
HEALTH ASSOCIATION. THE SHERIFF COMPARED THE 1265 PEOPLE ADMITTED

TO THE PRIMARY( CARE CENTER FROM ST. L.UCIE, WHICH HAS THE EXTRA BAR
HOUR, TO 483 ADMITTED FROM INDIAN RIVER COUNTY, AND NOTED THAT TAKING
CARE OF THESE PEOPLE COSTS THE TAXPAYERS A GREAT DEAL. HE INFORMED
THE BOARD THAT THE PROBLEM LAW ENFORCEMENT IS FACING IS THAT IF THE
BARS ARE ALLOWED TO STAY OPEN AN EXTRA HOUR, IT TAKES THE PEOPLE
LEAVING ABOUT AN HOUR AND A HALF TO GET SETTLED AND GET HOME,.AND THAT
EXTRA 1-1/2 HOURS WILL COST THE TAXPAYERS ABOUT $1,000 A WEEK. THE
SHERIFF CONTINUED THAT AS LONG AS THERE IS A LIGHT ON, DRINKERS WILL
KEEP ON DRINKING, AND HE POINTED OUT THAT THERE ARE SEVERAL PLACES
WHERE THIS EXTENSION OF HOURS COULD BE DETRIMENTAL TO ADJACENT RESI-
DENTIAL AREAS. HE THEN SPOKE ABOUT THE MONEY THE BOARD ALLOCATES FOR
THE MYERS ACT, WHICH IS RELATED TO PROBLEM DRINKING, AND STATED HE FELT
THE MONEY THE BAR OWNERS WILL MAKE IN, AN EXTRA HOUR WILL NOT COVER THE
MISERY. AND PROBLEMS THAT PEOPLE WILL BE FACED WITH. SHERIFF JOYCE
CONTINUED THAT HE FEELS THE COUNTY MUST GUARD AGAINST GETTING INTO THE
PROBLEMS THAT HAVE GROWN UP IN PLACES SUCH AS FORT LAUDERDALE. HE
SPOKE OF MURDER AS RELATED TO ALCOHOL AND POINTED OUT THAT HOURS SPENT
IN BAR SURVEILLANCE TAKE POLICE PROTECTION AWAY FROM OTHER AREAS.
REVEREND DICK STEVENS, DIRECTOR OF LIFE FOR YOUTH RANCH, IN-
FORMED THE BOARD THAT HE CAME IN BEHALF OF THE CHILDREN TO OPPOSE ANY
EXTENSION OF THE BAR HOURS. HE STATED THAT YOU CAN'T LOOK AT JUST ONE
HOUR, YOU HAVE TO LOOK AT THE WHOLE PROBLEM, AND HE DID NOT BELIEVE
THAT THE MONEY MADE WILL IN ANY WAY MAKE UP FOR WHAT IT WILL COST THE
COUNTY. HE THEN TOLD THE BOARD ACTUAL INCIDENCES OF CHILDREN WHO HAVE
TO COPE WITH DRUNKEN PARENTS AND URGED THEM NOT TO EXTEND THE BAR HOURS.

EXTRA HOUR, STATING THAT IT WOULD MEAN ABOUT $100.00 A DAY TO THEM, WHICH
WOULD AMOUNT TO ABOUT $30,000 A YEAR AND BE THE DIFFERENCE BETWEEN EX-

REHABILITATION CENTER. SHE POINTED OUT THAT THE PROBLEM WAS NOT CAUSED
IN THE BARS, HOWEVER, AS MOST TEEN-AGERS GET THEIR ALCOHOL IN CONVENI-
ENCE STORES.
MR. MANCINI STATED THAT HE DEEPLY SYMPATHIZES'WITH THESE
PEOPLE, BUT POINTED OUT THAT THE BARS DON T CREATE THE PROBLEM DRINKERS
HE STATED THAT HE OPERATES HIS BUSINESS IN AN HONORABLE MANNER AND
WISHES TO MAKE A PROFIT JUST LIKE EVERYONE ELSE. HE CONTINUED THAT
HE BARELY SURVIVED LAST YEAR, AND THE EXTRA HOUR WOULD MEAN A PROFIT
RATHER THAN A LOSS.

A POSITION PAPER
The community growth of Indian River County continues to exceed the availability
of hospital beds, convalescent home beds, and continues to over tax the medical
services provided by and through the Indian River Memorial Hospital. There has
'always been a genuine attempt to provide the most modern care and up to date facilities
and personel. If one selectively excluded all admissions that were due to alcohol -
directly from.abuse - and alcohol indirectly - from social drinking and accidents
thereby produced - there would be more beds, facility and personel to handle the sick,
ill-, and those awaiting elective surgery.
This being true, the following members of the Medical Staff of the Indian River
Memorial Hospital are opposed to the extension of the hours that alcoholic beverages
are sold and urge consideration by the County Comnissioners of Indian rdver County
and the City Commissioners of the various municipalities within the county of a
midnight curfew for the sale of alcoholic beverages.

BE IT RESOLVED that any attempt to extend tate hours for tate sale of alcoholic
beverages is strongly opposed by the following members of the.Indian
River County Medical Society. Furthermore the County Commissioners of
Indian River County and the City Commissioners of the various munici-

Dear Mr. Wodtke,
The hearing on Thursday, November 17, 1977, relating to the extension of the
closing time for bars, is a matter of tremendous concern to me. I feel I can
relate to this topic in a unique way since I see first hand the direct effects
of the use and abuse of alocholic consumption.
Not everybody i; a mcderate drinker and I feel the additional hour will simply
cater to the excessive drinker. However, more than this is my concern for the
children of a drinking father or mother or both. Frequently, educators see the
effects that drinking has on the children in our schools. We see the results
in the child's attitude. Try to understand what it feels like for an educator
to know what is happening and at the same time trying to mold and build a
healthy, happy and worthwhile citizen of these children.
You and I know, to have a great America, the family unit, across our nation
must be strengthened. It goes without saying that the lack of family unity has
caused the majority of todays problems in this country. How are we to ever
promote family unity if we continue to allow this, which negates it, to pro-
gress?
It is easy to say, "What's one more hour going to hurt?" Frankly, One A.M. is
late enough for normal, healthy human beings.
Indian River County is not a prudish county, but neither is it a county that
kishes to cater to big town ideas without good cause. Indian River County has
not been a follower as much as it has been a leader. We do not do what others
do just because we want to be like them.
As some of you, I have lived here all my life. I have seen a lot of progress,
most of it has been good and in keeping with the ideals we all have in mind.
Let us continue to keep those ideals.

There are many reasons I am not for the hour extension. However, if only one
of our students were helped by having his father or mother or both, home earlier,
to be with him and give his life more security I would vote against the ex-
tension.
Our nation, of late, has been concerned too much with individual rights and it
has been damaging to some extent. Instead, I feel we need to return to the
idea of what is best for the welfare of the majority. Americans used.to strand
for what was right in life and be willing to take the consequences. I have
seen this same characteristic in each of our county commissioners and I feel
each will do what he or she feels is right. You will continue to have my respect
no matter which way you vote because you will be voting your conviction and will
support it.
It is important to realize that this county has made great strides forward lately
in its religious endeavors. By extending the closing time one hour we may be
taking the first step backward. If a person has not get all he needs to drink
by One A.M. something is wrong.
I urge you to vote against the extension.

I would like to state to you and the other county Commissioners my personal
objection regarding the extension of the closing time to Z:; -'U a.m, of
any lounges, bars, package stores, etc. in Indian River County. Apparently
there is a public hearing scheduled on this subject this afternoon.
It is my feeling that this would serve no useful purpose for the majority
of the populace of Indian River County, and would primarily be of only financial
benefit to the owners of bars, lounges, etc. Certainly the County Commissioners
are entrusted with making decisions based on what is best for the county as a
whole and in this case, I don't think there can be any question about what is
best for the majority of the citizens of Indian River County. Hopefully the
County Commission's decision will not be swayed by a minority group.

It is my feeling that the majority of Indian River County feels

the owners of these establishments financially. I feel that the

At the.meeting this week of the IRC Ministerial Association,
we went on record as being opposed'to the request by bar,
lounge and restaurant owners for an extension of closing
hours from 1-2 a.m.
There are many reasons why we feel that a favorable opinion
on their request would not be in the best interest of the
citizens of Indian River County. We are in opposition to
this request, not simply because of the moral issue involved,
but from a practical and economic standpoint as yell.
This was an unanimous decision that we feel represents
the attitude of our constituency.

selling time by one hour.
Although many things have been, and will be said in favor of
this move, much more can be said against it.
It is our belief that Alcohol from a statistical viewpoint is
the most important of all ad'icting depressant drugs, Dr. Barris Isbell
M.D., Research Branch, U.s. public Health Service Hospital, Lexington,
Kentucky is the author of th-it statement. It is of little wondar, then, -
that moderation in the use of beverage alcohol begins a habit which -nay
create many problems and lead to chronic alcoholism.
Dr. Marv -In A. Block, chairman of the committee on alcoholism or
the American Medical assoc. and vice-president of the National Council on
Alcoholism, said recently. The requirement of our society -.that--drinking
is a social obligation to which one must conform is one of the principal
causes of alcoholism. If I wars to put my finger on the twogi-eatest
contributing factors to the prevalence of alcoholism in this country, the
first would be the acceptance of drunken behavior in our society, the
tolerance of it; and the second factor is the social pressure for drinking.
Everywhere you go, you are offerer liquor, even during business hours at
luncheons, meetings and conventions. The idea that it gives one distinction
or thet there is such a thing as one beverage being safer t an another is
erroneous.
Dr. Seldon Bacon, of Rutgers Univ. acid" '4're the only nation
in the world where it is not a disgrace for someone to be sloppy drunk in
public. No one can cite any instance or give any evidence where the 1
liberalizing of liquor laws has improved the control -of liquor or helped
law enforcement.

What about the Tax Revenue?
In a survey compiled by the United Christian Action Inc of
Mb State of Florida in recent years, which included the costs of lir-uor
consumed, crime costs due to liquor, highway tragedy ascribed to liquor,
hj4T,ie.dependent children due to liquor, added insuragce costs, and in-
dustrial loss due to liquor, it was found that for every $1.00 of beer,
gine and whiskey tax collected, including all license fees, the citizens
of Florida were spending $20.64 for alcohol -involved costs.
Do y -)u realize that just 2% of the drunk drivers cause 50%
of the traffic acc$dents where liquor is invloved, in the state of
. Florida.(Nat•l Safety Council) In addition, more man hours are lost
nationwide because of alcohol than for any other reason.. Its a billion
dollar hangover. One additional hour can add to this statistic.
What can you place on the good side of the chart of the some
40 establishments here in Vero. What good can one more hour bring.
A little #ore money fhr. the owner. At whose expense.. How do you measure
a human life which can be lost because of ONE MORE HOUR.

that Badly will be a danger within the city limits as well as out

Do y -)u realize that just 2% of the drunk drivers cause 50%
of the traffic acc$dents where liquor is invloved, in the state of
. Florida.(Nat•l Safety Council) In addition, more man hours are lost
nationwide because of alcohol than for any other reason.. Its a billion
dollar hangover. One additional hour can add to this statistic.
What can you place on the good side of the chart of the some
40 establishments here in Vero. What good can one more hour bring.
A little #ore money fhr. the owner. At whose expense.. How do you measure
a human life which can be lost because of ONE MORE HOUR.
