A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
INDIAN RIVER COUNTY, FLORIDA, RECOMMENDING THAT NEXT
LEVEL SECURITY SYSTEMS, INC. BE APPROVED AS A QUALIFIED
TARGET INDUSTRY PURSUANT TO 5.288.106, FLORIDA STATUTES;
COMMITTING TO PROVIDE A LOCAL MATCH IN THE FORM OF
CASH FOR THE NEXT LEVEL SECURITY SYSTEMS, INC.
QUALIFIED TARGET INDUSTRY GRANT; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the business under consideration, Next Level Security Systems, Inc., is
• a physical security company focused on developing a new breed of network security solutions
that integrates video management, access control, intrusion detection and video analytics; and
WHEREAS, Next Level Security Systems, Inc. is considering relocating its corporate
headquarters from California to Indian River County, Florida; and
WHEREAS, Next Level Security Systems, Inc. is an industry targeted by the State of
Florida and Indian River County for new high -wage job creation; and
WHEREAS, Next Level Security Systems, Inc. is planning to create up to ten (10) full-
time equivalent new jobs in Indian River County (specific location yet to be determined) and the
average wage for the jobs will exceed the area's average wage; and
WHEREAS, Next Level Security Systems, Inc. has prepared an application for a grant
under the State of Florida's Qualified Target Industry (QTI) Tax Refund Program; and
WHEREAS, Indian River County hereby acknowledges that local financial support of
20% of the total tax refund of $50,000 (standard QTI amount) is required under the provisions of
s.288.106, Florida Statutes, governing the State's Qualified Target Industry Tax Refund
Program; and
, WHEREAS, Next Level Security Systems, Inc. has submitted an application for a local
jobs grant; and

WHEREAS, the Next Level Security Systems, Inc. local jobs grant application meets all
applicable county requirements; and
WHEREAS, Next Level Security. Systems, Inc. is eligible to receive up to $70,000
through the County's local jobs grant program; and
WHEREAS, Indian River County will contribute $3,000 of local jobs grant funds to the
state QTI program for each QTI qualifying Next Level Security Systems, Inc. job (not to exceed
10 jobs), and
WHEREAS, that $3,000 per job constitutes a 100% match of the base QTI Tax Refund
per job award and exceeds the required QTI Tax Refund local financial support;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that:
The Boazd of County Commissioners hereby recommends that Next Level Security
Systems, Inc. be approved as a Qualified Target Industry Business pursuant to s.288.106, Florida
Statutes; and
The Boazd of County Commissioners has determined that the basis of this project's
average private sector wage commitment calculation for the State QTI Program is 200% of the
County's average annual wage; and
The Boazd of County Commissioners confirms that the necessary cash commitment of
local financial support for the Qualified Target Industry Tax Refund Program exists for Next
Level Security Systems, Inc. in the amount of $30,000; that amount will be made available in
accordance with the guidelines set forth by the Florida Department of Economic Opportunity

with the stipulation that those funds are intended to represent the "local participation" required
by s.288.106, Florida Statutes.

second by Commissioner Flescher ,and being put to vote, the vote was
as follows:
