BEINDORF NOTED THAT THESE DOCUMENTS COMPARE THE EN- GINEERING ESTIMATES WITH THE BIDS AND ALSO SHOW WHERE WE STAND IN RELATION TO THE ORIGINAL BUDGET. -HE INFORMED THE BOARD THAT, ALTHOUGH WE ARE RUNNING BEHIND ON THE COSTS FOR RENOVATING THE EXISTING WATER SYSTEM, WHICH INCLUDES THE MONEY FOR THE LEAKAGE SURVEY, WE ARE STILL AHEAD IN RELATION TO THE TOTAL COST. MR. BEINDORF CONTINUED THAT THEY WERE OFF IN THEIR ORIGINAL ESTIMATE IN REGARD TO THE REMOVING, REBUILDING AND RESTORING OF THE METERS, AND CONSEQUENTLY ARE NOW BEHIND APPROXIMATELY $14,000 ON THIS PART.- HE NOTED THAT THEY HAVE FOUND IT NECESSARY TO INCLUDE ZS TO 30 NEW METERS AND 3 NEW HYDRANTS TO REPLACE SOME THAT WERE TOO FAR GONE TO WARRANT REBUILDING. THIS IS IN,EXCESS OF -WHAT WAS.ORI.GINALLY FIGURED. HE COMMENTED THAT THEY HAD CONSIDERED REPLACING ALL THE OLDER GALVANIZED LINES IN THE PINEVIEW PARK AREA, WHICH WAS THE ADDI- TIVE ON THE BID, BUT THERE IS NOT ENOUGH MONEY TO GO AHEAD WITH THAT PROJECT AT THIS TIME. MR. BEINDORF POINTED OUT, HOWEVER, THAT THERE IS A CONTINGENCY FUND BUILT INTO THE ORIGINAL BUDGET, WHICH HAS NOT BEEN TOUCHED SO FAR. ENGINEER BEINDORF NOTED THAT IT IS VERY DIFFICULT TO COME UP WITH.A FIRM PRICE WHEN YOU ARE RENOVATING AN OLD EXISTING SYSTEM SUCH AS U.D.U., BUT THEY FEEL THE BID MADE BY DRIVEWAYS, INC., IS A LEGITIMATE ONE WHICH WILL KEEP US WITHIN OUR BUDGET, AND THEY ARE RECOMMENDING THAT THE BID'BE AWARDED TO DRIVEWAYS, INC. HE THEN IN- TRODUCED ENGINEERS RALPH ENG AND .JIM .JONES TO ANSWER ANY QUESTIONS THE BOARD MIGHT HAVE IN REGARD TO THESE BIDS. CHAIRMAN WODTKE INQUIRED ABOUT THE REBUILDING AND/OR REPAIR- ING OF THE WATER METERS. MR. ENG EXPLAINED THAT TO EXPEDITE THE RENOVATION, THEY PROPOSE TO HAVE THE CONTRACTOR BUY A QUANTITY OF NEW METERS TO PUT IN WHERE THEY TAKE OUT THE OLD ONES. THE OLD ONES WILL THEN BE REBUILT AND CERTIFIED AND PUT IN LATER WHERE OTHERS ARE TAKEN OUT. HE FURTHER NOTED THAT THE OLD METERS THAT DO NOT WARRANT BEING REBUILT WILL BE SALVAGE TO THE COUNTY AND CAN LATER BE USED FOR TRADE-IN ON NEW METERS. 0 JUN 16 1978aooK J5 PUE DISCUSSION FOLLOWED ON THE PRICE OF NEW METERS, WHICH MR. ENG STATED -RUN AROUND $35.00 APIECE. ENGINEER BEINDORF POINTED OUT THAT YOU REALLY CANT BE TOO CRITICAL OF INDIVIDUAL ITEMS ON A BID BECAUSE THE BIDDERS WILL BUMP THE PRICE UP IN SOME PLACES AND THEN DROP IT IN OTHER PLACES. AS AN EXAMPLE, HE NOTED THAT ON FLUSHING THE SYSTEM, ONE FIRM BID $2,500 WHILE THE OTHER BID $10,000. CHAIRMAN VIODTKE DISCUSSED THE WATER ALLOCATION FOR THE AREA, AND ENGINEER BEINDORF STATED THAT, BASED ON THE CONSUMPTION INDICATED IN THE REPORT, IT WOULD TAKE CARE OF APPROXIMATELY 1,200 UNITS. CHAIRMAN WODTKE ASKED IF THE ENGINEERS HAVE HAD ANY EXPERI- ENCE WITH DRIVEWAYS, INC., OR DONE ANY CHECKING ON THE BACKGROUND OF THE COMPANY, AND THEY STATED THAT THEY HAVE NOT. HE THEN INQUIRED ABOUT THE TOTAL DIFFERENCE IN THE BIDS AND WAS INFORMED THAT IT AMOUNTS TO APPROXIMATELY $13,000. ENGINEER .JONES STATED THAT THEY CAN EASILY CHECK ON DRIVEWAYS, INC., JUST BY MAKING A FEW PHONE CALLS TO COMMUNITIES WHERE THEY HAVE WORKED, CHAIRMAN WODTKE NOTED THAT TIME IS OF THE ESSENCE AND IN- QUIRED ABOUT THE TIME PERIOD IN THEIR BID. MR. ENG STATED THAT THEY GAVE THEM 75 DAYS TO COMPLETE THEIR WORK. HE CONTINUED THAT THE CONTRACT CAN BE AWARDED AS SOON AS THE PURCHASE OF U.D.U. IS COMPLETE, AND THEY COULD HAVE A PRE - CONSTRUCTION CONFERENCE PROBABLY WITHIN A WEEK, AND THE COMPANY COULD START WORK A WEEK AFTER THAT, THE CHAIRMAN POINTED OUT THAT THIS WOULD TAKE US UP INTO SEPTEMBER, AND MR. ENG STATED THAT THE 75 DAYS IS TO COMPLETE ALL THE WORK, AND AS SOON AS THE SYSTEM IS FLUSHED, THEY COULD GO AHEAD AND TIE IN.THE SCHOOLS BEFORE ANYTHING ELSE. MR. ENG COMMENTED THAT WITH.A $13,000 DIFFERENCE, HE DID NOT FEEL WE COULD ACCEPT THE HIGHER BID UNLESS SOMETHING IS DRASTICALLY WRONG WITH DRIVEWAYS, INC. THE BOARD AGREED. ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER Loy, THE BOARD UNANIMOUSLY ACCEPTED THE BID OF DRIVEWAYS, INC., ON 7 I BOOK 35 PAb .104 PHASE II OF THE GIFFORD AREA WATER SYSTEM RENOVATION, AS BEING THE LOWEST AND•BEST BID MEETING SPECIFICATIONS, IN THE AMOUNT OF $57,318.00, SUBJECT TO CLOSING ON THE PURCHASE OF URBAN DEVELOPMENT UTILITIES AND A BACKGROUND INVESTIGATION CHECK -BY THE CONSULTING ENGINEERS. ENGINEER BEINDORF STATED THAT, IF IT IS AGREEABLE TO THE BOARD, THEY WILL PREPARE THE CONTRACT AND LEAVE IT, TOGETHER WITH A REPORT ON THE QUALIFICATIONS OF DRIVEWAYS, INC., WITH THE ATTORNEY FOR REVIEW SO THAT WHEN THE PURCHASE OF U.D.U. IS FINALIZED, WE WILL BE ABLE TO PROCEED IMMEDIATELY. THE BOARD HAD NO OBJECTIONS. CHAIRMAN WODTKE LEFT THE MEETING TEMPORARILY AT 9:05 O'CLOCK A.I. AND MICE.CHAIRMAN LOY TOOK OVER THE MEETING. ADMINISTRATOR JENNINGS DISCUSSED REPAIR OF THE AIR CONDI- TIONING SYSTEM IN THE COURTHOUSE ANNEX, WHICH HAS BEEN A CONTINUING PROBLEM. HE INFORMED THE BOARD THAT THE PROBLEM IS WITH THE WELLS WHICH PUMP UNSATISFACTORY MATERIAL UP INTO THE SYSTEM AND STATED THAT TRIMM HEARING & AIR CONDITIONING NOW HAS RECOMMENDED BUILDING A TANK AND FILLING IT WITH CITY WATER, COMMISSIONER SIEBERT QUESTIONED THE NEED FOR A TANK IF WE ARE HOOKING ONTO THE CITY WATER SYSTEM, AND THE ADMINISTRATOR EXPLAINED THAT WE WOULDN`T NEED TO HOOK ONTO THE CITY WATER SYSTEM AS THIS SAME WATER WOULD BE RECIRCULATED THROUGH THE AIR CONDITIONING SYTEM, HE INFORMED THE BOARD THAT TO PUT IN SUCH A TANK WOULD COST AROUND $2,840 AND NOTED THAT THERE IS OVER $5,000 STILL IN THE BUDGET FOR WORK ON THIS BUILDING. THE ADMINISTRATOR, THEREFORE, RECOMMENDED GIVING THIS METHOD A TRY BECAUSE THE WELLS HAVE NOT PROVEN SATISFACTORY. COMMISSIONER LOY FELT THAT THIS IS AN EMERGENCY SITUATION. HE STATED THAT THEY ARE NOW WORKING UNDER THE NEW AGREEMENT, WHICH IS ON A MONTH TO MONTH BASIS. ADMINISTRATOR .JENNINGS INFORMED THE BOARD THAT HE HAS MET WITH LEWIS GREENE, DIRECTOR OF THE CITY OF.VERO BEACH PUBLIC WORKS DEPARTMENT IN REGARD TO THE CAPPING AND WIDENING OF 16TH STREET, AND THE CITY HAS AGREED TO RAISE THE MANHOLES AND OFFSET OR MOVE THE METER BOXES AND VALVES AT THEIR EXPENSE. HE STATED THAT HE •IS NOW COORDI- NATING THIS PROJECT WITH DICKERSON, INC., FOR THE ASPHALT, AND IT WILL BE DONE AS A FIRST PRIORITY ON OUR RECAPPING PROGRAM. THE ADMINISTRATOR FURTHER REPORTED THAT A VEHICLE HAS BEEN PURCHASED FOR THE LITTER OFFICER AND SHOULD BE DELIVERED WITHIN A FEW DAYS. CHAIRMAN WODTKE RETURNED TO THE MEETING AT 9:15 O'CLOCK A.M. ATTORNEY COLLINS DISCUSSED WITH THE BOARD THE LATEST DRAFT OF THE PROPOSED CONTRACT FOR THE PURCHASE OF THE HOSPITAL. HE STATED THAT THE HOSPITAL BOARD HAS SEEN THIS AND HAS APPROVED IT IN PRINCIPLE. THE ATTORNEY NOTED THAT THERE IS A PROBLEM AREA IN REGARD TO PERSONAL PROPERTY WHICH NEEDS TO BE WORKED OUT. HE CONTINUED THAT THE HOSPITAL HAS DESIGNATED A SCHEDULE OF ITEMS THEY ARE GOING TO TAKE WITH THEM AND A SCHEDULE OF ITEMS THEY ARE NOT GOING TO TAKE. THE COUNTY MUST GO THROUGH THE ONES TO BE LEFT AND DETERMINE WHICH THEY WANT AND WILL USE. THE ITEMS THE COUNTY CANNOT USE, THE HOSPITAL WILL BE FREE TO SELL AS SURPLUS PROPERTY. THE CONCEPT IS THAT THE COUNTY WILL NOT -- PICK PROPERTY THEY WON'T SPECIFICALLY USE SO WE DON'T SELL ANY SURPLUS FOR THE COUNTY'S GAIN RATHER THAN HOSPITAL -GAIN. ATTORNEY COLLINS NOTED THAT THE ADMINISTRATOR HAS A LIST OF THESE ITEMS, AND HE FELT IT WOULD BE HELPFUL IF WE HAD A COUNTY REPRESENTATIVE GO THROUGH THE LIST AND MAKE SOME INITIAL FINDINGS; HE NOTED THAT, FOR EXAMPLE, THERE ARE 100 BLACK AND WHITE TVs ON THE LIST, AND LAUNDRY EQUIPMENT AND KITCHEN EQUIPMENT TO BE CONSIDERED. ALBRIGHT, hereinafter re- ferred to as "ALBRIGHT", their heirs, successors and assigns: W •I -T N E S S E T H: For and in consideration of mutual promises the parties agree as follows: 1. COUNTY hereby grants to ALBRIGHT the right to rent beach equipment, i.e., umbrellas, rafts and chairs, at the Wabasso Public Beach for a period of one (1) year from the date of this Agreement. COUNTY agrees that this concession license shall be an exclusive license which applies only to specific rental equipment as is outlined above. 2. ALBRIGHT agrees to have available sufficient rafts, umbrellas and chairs to meet the needs of the public frequenting Wabasso Beach. ALBRIGHT further agrees that all equipment shall be brought to the Beach in the morning and removed from the Wabasso Beach area at night. ALBRIGHT shall not store any equipment on COUNTY property during the evening without the per- mission of the County Administrator. ALBRIGHT agrees that, de- pendent on weather and daylight, he will provide the services above specified from 9:00 A.M. in the morning to 5:00 P.M. at night at least six (6) days a week from June 1 to August 31. During the period from September lst to May.31st, ALBRIGHT shall provide rental beach equipment on an as -needed basis. 3. COUNTY shall charge to ALBRIGHT, for the privilege of the exclusive rental agreement, a fee of $25.00 per month for the term.of this Agreement; said payment due on the 10th of each month. 4. ALBRIGHT agrees to provide liability insurance cover- age naming COUNTY as a co-insured in the minimum amount of $100,000.00- $300,000.00.
