ENVIRONMENTAL CONTROL BOARD
The Board of Commissioners of the Environmental Control Board met at the County

Commission Chambers, 1840 25 Street, Vero Beach, Florida, on Tuesday, October 22, 2002, at
9:55 a.m. Present were Ruth M. Stanbridge, Chairman; John W. Tippin, Vice Chairman; and
Commissioners Fran B. Adams and Caroline D. Ginn. Commissioner Kenneth R. Macht was
absent on vacation. Also present were James Chandler, County Administrator; Paul G. Bangel,
County Attorney; and Patricia “PJ” Jones, Deputy Clerk.
The Chairman called the meeting to order.
14.C.1. APPROVAL OF MINUTES – MINUTES OF AUGUST 20, 2002
The Chairman asked if there were any corrections or additions to the Minutes of the
Regular Meeting of August 20, 2002. There were none.
ON MOTION by Commissioner Adams, SECONDED by
Commissioner Tippin, the Board, by a 4-0 vote (Commissioner
Macht absent) unanimously approved the Minutes of the Meeting
of August 20, 2002, as written.
14.C.2. QUARTERLY REPORT – THIRD QUARTER, 2002
The Board reviewed Memoranda of October 9, 2002 and September 25, 2002:
(CLERK’S NOTE: STAFF’S MEMORANDUM OF SEPTEMBER 25, 2002 REFERS TO THE
“SECOND” QUARTER REPORT IN ERROR. ALSO, ITEM 14. OF THAT
MEMORANDUM, A PROPOSED ORDINANCE, WAS NOT PRESENTED TO THE BOARD
AT THIS TIME BUT WILL BE BROUGHT BEFORE THE BOARD AT A LATER DATE.)

ON MOTION by Commissioner Ginn, SECONDED by
Commissioner Tippin, the Board, by a 4-0 vote (Commissioner
Macht absent) unanimously accepted the Third Quarter Report for
2002, as recommended by staff.
There being no further business, on Motion duly made, seconded and carried, the Board
adjourned at 9:56 a.m.
