HomeMy WebLinkAbout10/23/2001 (2)October 23, 2001 ENVIRONMENTAL CONTROL BOARD The Board of Commissioners of the Environmental Control Board met at the County Commission Chambers, 1840 25th Street, Vero Beach, Florida on Tuesday, October 23, 2001, at 12:45 p.m. Present were Caroline D. Ginn, Chairman; Rnth M. Stanbridge, Vice Chairman; Kenneth R. Macht; John W. Tippin; and Fran B. Adams. Also present were James Chandler, County Administrator; Paul G. Bangel, County Attorney; and Patricia "PJ" Jones, Deputy Clerk. The Chairman called the meeting to order. U.C. LAFOUNTAIN PROPERTY LIEN - RELEASE TO INDIAN RIVER NATIONAL BANK The Board reviewed a Memorandum of October 16, 2001: OCTOBER 23, 2001 -1- E.C.B. Commissioner Stanbridge noted there have been a lot of problems with this site over the last fewyears. Gerrit Frankhuisen, Vice President, Indian River National Bank, stated that a potential buyer has a meeting scheduled with Community Development Director Bob Keating regarding this site on October 31. This new plan has been reviewed by Fire Prevention Bureau Chief Dan Dietz and does supply a tUrnabOUt lane for fire trucks. The potential buyer, Russell Payne, is committed to working with the County. Indian River National Bank is not representing either the buyer or the seller but does hold a first mortgage on the property. The Board of Directors of the Bank is willing to move this non-performing asset and has agreed not to file a foreclosure action, but to offer the SLIM of $5,000 to satisfy the County's lien. OCTOBER 23, 2001 -2- E.C.B. Commissioner Stanbridge commented that a lot of County resources have been dedicated to this problem and she would prefer to see a tangible site plan. Community Development Director Bob Keating felt the Upcoming plan is a good one. This site has been managed very poorly, but about 6 months ago Planning, Public Works, Utilities and Fire staff met with the buyer, Mr. Payne. His site plan will be submitted to the Technical Review Committee on October 31". As soon as any discrepancies found are remedied, the site plan can be approved at staff level. Commissioner Stanbridge noted that the Fire Department will not sign off on this without a site plan. Commissioner Adams felt that the buyer has made a considerable investment and has good intentions. She believed it would be unrealistic to expect the buyer to make any improvements prior to obtaining ownership of the property. ON MOTION by Commissioner Macht, SECONDED by Commissioner Tippin, the Board, by a 4-1 vote (Commissioner Stanbridge opposed) approved a Release of Lien to be delivered to Indian River National Bank Upon payment of $5,000, as recommended by staff.
