JOINT MEETING OF THE BOARD OF COUNTY
COMMISSIONERS AND CITY COUNCIL OF SEBASTIAN
The Board of County Commissioners of Indian River County, Florida, met with
the City of Sebastian City Council for a Joint Workshop at the Richardson Center, Indian River
Community College, Mueller Campus, 6115 College Lane, Vero Beach, Florida, on Thursday,
November 17, 2005, at 9:00 a.m. Present for Indian River County were Chairman Thomas S.
Lowther, Vice Chairman Arthur R. Neuberger, Commissioners Sandra L. Bowden, Wesley S.
Davis, and Gary C. Wheeler. Also present were Administrator Joseph A. Baird, Assistant County
Attorney Bill DeBraal, Executive Aide to the Board Kimberly Massung, and Deputy Clerk to the
Board Ilea M. Petsel.
1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Chairman Lowther called the meeting to order and led the Pledge of Allegiance to
the Flag.
2. INVOCATION
Public Works Director Jim Davis delivered the Invocation.
3. INTRODUCTION OF INDIAN RIVER COUNTY BOARD OF
COUNTY COMMISSIONERS AND STAFF BY CHAIRMAN
THOMAS LOWTHER
The following County representatives introduced themselves: Chairman Thomas S.
Lowther, Vice Chairman Arthur R. Neuberger, Commissioners Wesley S. Davis, and Gary C.
Wheeler, County Administrator Joseph A. Baird, Assistant County Attorney William K.
DeBraal, Recreation Coordinator/Special Events Jim Chrulski, Utilities Director Erik Olson,
Utilities Capital Project Manager Michael Hotchkiss, Planning Director Stan Boling, Community

Development Director Bob Keating, Public Works Director Jim Davis, Emergency Services
Director John King, Assistant County Administrator Michael Zito, Chief of Environmental and
Code Enforcement Roland DeBlois, and Recreation Department Director Cliff Crawford.
4. OPENING REMARKS AND INTRODUCTIONS OF CITY OF
SEBASTIAN CITY COUNCIL AND STAFF BY MAYOR
NATHAN MCCOLLUM
The following City of Sebastian representatives introduced themselves: Mayor
Nathan McCollum, Vice Mayor Brian Burkeen, and Council Persons Andrea Coy, Salvatore
Neglia, and Lisanne Monier, City Manager Al Minner, City Attorney Rich Stringer, and Airport
Director Jason Milewski.
5. WATER & SEWER

Utilities Director Olson gave the history and current plans for utility services in the
City of Sebastian. He explained the differences of putting sewer systems versus water systems in
a community. He stated that the County is ready to do any type of work in Sebastian, whether
water lines or sewer lines, and explained the process to get those services.

City Manager Minner felt that failing septic tanks would be an issue in the future
and did not want to have to address it on a reactionary basis. He stated that getting more creative
with the financing could possibly get the property owners out of the mind set that the “cheaper
way is the better way”. Manager Minner expressed his concerns with stormwater issues due to
having to compensate for the septic tanks.
Mayor McCollum explained staffs from both the City and the County have been
meeting together to try and find the best solution. He made it clear that Sebastian is in the early
stages of this and wanted to find out if the City can co-op with the County on this important
concern.

Discussion ensued about the new developments in Sebastian and payment options
for the costs of the assessments.
Council Persons Monier and Neglia expressed their concerns with some citizens
being unable to afford the assessments.
6. VISIONING/GROWTH AND DEVELOPMENT
INDIANRIVER COUNTY
Community Development Director Keating used a PowerPoint presentation to
illustrate the historical, current, and trends in growth rates, as well as public involvement
regarding future growth in Indian River County.
CITY OF SEBASTIAN
Mayor McCollum gave an update on projects the City has done that will save
monies regarding Powerline Road.
City Manager Minner provided information regarding straightening Barber Street,
County and City engineers meeting to revisit purchasing the remaining lots, and the related costs
to get the project finished.
7. AIRPORT BUSINESS PLAN
CITY OF SEBASTIAN
Airport Director Jason Milewski gave an up-to-date history of the airport and the
plans for the future. He explained Airport Master Plan projects already implemented and future
projects.
Chairman Lowther disclosed how helpful using the Sebastian Airport as a staging
area after Hurricanes Frances and Jeanne in 2004..

Mayor McCollum advised that the City Council has identified the need for a new
Community Center. If the County plans to do something like this in an unincorporated area, the
City would like information regarding the location.
Administrator Baird advised there were no plans at this time out to 2010..
9. TRANSPORTATION UPDATES

Director Davis explained information regarding widening CR 512 including
medians and landscaping.
Discussion ensued on the bridge over the Sebastian River and plans to place
extensive landscaping around it.
Council Person Coy explained the landscaping on Phase I on CR 512 is not good.
Director Davis stated there are funds that will become available to the City in 2007 for
landscaping.

Director Davis summarized the following projects: CR 510, 66 Avenue, 82

Avenue, 70 Avenue, 2 Street West of Old Dixie Highway, North County Regional Park Phase
II, US Highway 1 at Schumann Drive, resurfacing Roseland Road, and the Indian River Drive
sidewalk.
Commissioner Davis would like to see City and County Corridor plans be similar
for aesthetic purposes.
Discussion ensued on right-of-way acquisition for the Schumann Drive/Barber
Street realignment.
10. RIGHT-OF-WAY – C.R. 510 AND C.R. 512

Director Davis explained that 40’ of right-of-way is still needed at the north of CR
510.

Mayor McCollum explained that City staff is aware that they are to work with
whatever agencies are involved to make sure the right-of-way is obtained.
11. QUESTIONS AND COMMENTS FROM BOARD MEMBERS
Council Person Coy thanked Commissioner Wheeler for his presentation at the
City’s Council meeting and expressed that the City of Sebastian supports (by a 4-1 vote) his
initiative to require a public referendum in order to expand the Urban Service Boundary.
