BARTON Clerk to the Board December 8, 2009 SOLID WASTE DISPOSAL DISTRICT MEETING MINUTES The Board of Commissioners of the Solid Waste Disposal District met in Regular Session at the County Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, December 8, 2009. Present were Chairman Peter D. O'Bryan, and Commissioners Wesley S. Davis, Joseph E. Flescher, and Gary C. Wheeler. Vice Chairman Bob Solari was absent. Also present were County Administrator Joseph A. Baird, County Attorney William G. Collins II, and Deputy Clerk Maureen Gelfo. The Chairman called the meeting to order at 11:05 a.m. 15.B. 1. APPROVAL OF MINUTES REGULAR MEETING OF SEPTEMBER 22, 2009 The Chairman asked if there were any corrections or additions to the Minutes of the Regular Meeting of September 22, 2009. There were none. 1 December 8, 2009 S.W.D.D. ON MOTION by Commissioner Flescher, SECONDED by Commissioner Davis, by a 4-0 vote (Vice Chairman Solari absent), the Board approved the Minutes of the Regular Meeting of September 22, 2009 as written. 15.B.2. REQUEST TO USE THE GENERAL FUND TO COVER LANDFILL DISPOSAL FEES FOR PACE PROJECTS AND OTHER ILLEGAL DUHPING PROJECTS FOR FISCAL YEAR 2009 /2010 MOTION WAS MADE by Commissioner Davis, SECONDED by Commissioner Flescher, to approve staff's recommendation. Himanshu Mehta, Managing Director Solid Waste Disposal District, informed the Board that since the landfill disposal fees cannot be waived, staff is requesting the use of the General Contingency funds to cover the clean up costs associated with the PACE (Protocol for Assessing Community Excellence) Program's demolition of abandoned homes. Julianne Price, PACE Coordinator, thanked the Commissioners for supporting the PACE Program, and talked about the importance to the community of removing abandoned homes. She reported that since April 2009, ten such homes had been demolished with the assistance of this allocation. County Administrator Joseph Baird addressed a question from Bob Johnson, Coral Wind Subdivision, regarding moving funds from the General Fund to another Taxing District, and also provided details on the payment process in response to Commissioner O'Bryan's query. 2 December 8, 2009 S.W.D.D. Budget Amendment to utilize General Fund Contingency, not to exceed $10,000.00. The funds will be donated to the 2009/2010 Fiscal Year PACE Cleanup Project in the Gifford Community and for other illegal public dumping debris projects throughout the County and will be used for the sole purpose of paying associated landfill fees, all as stated and recommended in the memorandum of November 19, 2009. ALL BACKUP DOCUMENTATION, RESOLUTIONS, AND ORDINANCES ARE ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES ADJOURNMENT There being no further business, the Chairman declared the meeting adjourned at 11:06 a.m. ATTEST: Jeffrey K.
