ENVIRONMENTAL CONTROL BOARD
The Board of Commissioners of the Environmental Control Board met at the County
th
Commission Chambers, 1840 25 Street, Vero Beach, Florida, on Tuesday, February 17, 2004.
Present were Caroline D. Ginn, Chairman; Arthur R. Neuberger, Vice Chairman; and
Commissioners Fran B. Adams, Thomas S. Lowther and Kenneth R. Macht. Also present were
Joseph Baird, Acting County Administrator; William K. DeBraal, Assistant County Attorney;
Kimberly Massung, Executive Aide to the Board; and Patricia M. Ridgely, Deputy Clerk.
The Chairman called the meeting to order at 1:13 p.m.
14.C.1.A. APPROVAL OF MINUTES – NOVEMBER 18, 2003
The Chairman asked if there were any corrections or additions to the Minutes of the
Regular Meeting of November 18, 2003. There were none.
ON MOTION by Commissioner Adams, SECONDED by Vice
Chairman Neuberger, the Board unanimously approved the Minutes of
the Meeting of November 18, 2003, as written.
14.C.1.B. APPROVAL OF MINUTES – DECEMBER 2, 2003
The Chairman asked if there were any corrections or additions to the Minutes of the
Regular Meeting of December 2, 2003. There were none.

ON MOTION by Commissioner Adams, SECONDED by Vice
Chairman Neuberger, the Board unanimously approved the Minutes of
the Meeting of December 2, 2003, as written.
14.C.2. QUARTERLY REPORT – OCTOBER – DECEMBER 2003
ON MOTION by Commissioner Adams, SECONDED by Commissioner
Lowther, the Board unanimously accepted the Quarterly Report as
submitted by staff.
ALL BACKUP DOCUMENTATION IS ON FILE IN THE
OFFICE OF THE CLERK TO THE BOARD AND
IS HEREBY MADE A PART OF THESE MINUTES
There being no further business, on Motion duly made, seconded and carried, the Board
adjourned at 1:14 p.m.
