HE REPORTED THAT ON THREE BRIDGES THEY WILL NEED THE ENGINEER TO GO UNDERWATER TO MAKE THE INSPECTION. MR. BERTOSSA SAID THAT RIGHT NOW THE WATER IS 2' DEEP BUT WITH RAIN, IT COULD REACH 10'; AND HE MENTIONED THAT THEIR PERSONNEL ARE TRAINED IN ALLIGATOR CONTROL. MR. BERTOSSA EXPLAINED THAT THEY HAVE PEOPLE AVAILABLE AT THIS TIME TO DO THE WORK, HE NOTED THAT IT IS NOT A DIFFICULT JOB AND COULD BE DONE VERY ECONOMICALLY AND QUICKLY; AND IT IS AN ESSENTIAL JOB THAT MUST,BE DONE ON A CONTINUING BASIS. MR. BERTOSSA REPORTED THAT THEY ARE PRESENTLY WORKING WITH FBOT ON THE SUNSHINE SKYWAY BRIDGE IN TAMPA; ALSO THEY ANNUALLY INSPECT BRIDGES ON THE BEE LINE HIGHWAY. HE EXPLAINED THEY WOULD SIMPLY DO THE INVENTORY, THE RATING, RECOMMEND WHAT SHOULD BE DONE, AND GIVE AN ESTIMATE OF THE COST. MR. BERTOSSA STATED THAT TOM BRESSANI WOULD PERFORM THE INSPEC- TION AND THEIR CHIEF DIVER, BOB CRAWFORD, WOULD MAKE UNDERWATER INSPEC- TIONS. HE THEN SHOWED A STRUCTURAL INSPECTION SUMMARY BOOKLET TO THE BOARD, WHICH WAS A SAMPLE•STUDY OF PASCO COUNTY; WHICH CONTAINED THE NECESSARY DOCUMENTS FOR THIS TYPE PROGRAM. MR. BERTOSSA REPORTED.THEY COULD MEET WHATEVER TIME SCHEDULE THE COUNTY HAD. CHAIRMAN WODTKE INTERJECTED THAT THE COUNTY NEEDED TO START THIS PROGRAM AS SOON AS POSSIBLE. ADMINISTRATOR JENNINGS AGREED THAT SINCE WE ARE BEHIND SCHED- ULE, WE WOULD LIKE TO WORK OUT THE EARLIEST SCHEDULE POSSIBLE. CHAIRMAN WODTKE ASKED WHAT WOULD BE A REASONABLE TIME FOR COMPLETION OF THE JOB, TOM BRESSANI STATED THAT, ALLOWING FOR RAIN, ABOUT 30 DAYS. MR, BERTOSSA INTERJECTED THAT IT WOULD TAKE ANOTHER 30 DAYS TO COMPLETE THE FORMS AND OTHER PAPER WORK AND FELT THAT IN 90 DAYS TIME, THEY COULD PROVIDE THE COUNTY -THE NEEDED INFORMATION. HE CON- TINUED THAT THEY COULD ADDRESS CERTAIN BRIDGES THAT HAD PROBLEMS,.AND THEN DO AN INTERIM REPORT. COMMISSIONER LYONS INQUIRED ABOUT THE STARTING•TIME IF THIS FIRM WAS AWARDED THE CONTRACT, AND MR. BERTOSSA REPLIED IMMEDIATELY. 3 MAY 214 1979 ROOK 40 PAGE 363 CHAIRMAN WODTKE ASKED IF SPECIAL TYPE EQUIPMENT IS NEEDED TO' DO THIS INSPECTION. MR. BERTOSSA SAID THAT THEY ARE NOT GOING TO BRING OUT ANY SPECIALIZED EQUIPMENT, SUCH AS X-RAYS, AS THE BRIDGES IN THE COUNTY ARE OF A STANDARD DESIGN -AND RELATIVELY SOUND. MR. BRESSANI COMMENTED THAT THE BRIDGES CONSTRUCTED WITH TIMBER MIGHT POSE SOME PROBLEMS AND INSPECTION MIGHT BE TIME-CONSUMING. ADMINISTRATOR KENNINGS NOTED THAT THE FORM OF BRIDGE THE COUNTY USES IS THE SAME THAT THE DOT USES. HE STATED THAT SOME BRIDGES ARE OLD AND CARRY HEAVY FRUIT TRUCKS; AND MOST OF -THE BRIDGES ARE THE COUNTY'S, BUT SOME ARE PRIVATE BRIDGES GOING INTO GROVES. COMMISSIONER SIEBERT ASKED IF THEY EVER RAN INTO ANY ENVIRON- MENTAL PROBLEMS WHILE MAKING INSPECTIONS. MR.-BERTOSSA STATED THAT IT DEPENDED ON WHAT THEY HAVE TO DO AS SOME OF THE REPAIRS MIGHT POSSIBLY BE INVOLVED WITH: --FILL, AND APPROACH WORK. HE CONTINUED THAT IF THE BRIDGE HAD TO BE TOTALLY REPLACED, WE WOULD HAVE TO GO INTO THE PERMITTING PROCESS. COMMISSIONER SIEBERT ASKED IF THE FIRM WOULD ADVISE THE COUNTY OF ANY ENVIRONMENTAL PROBLEMS IN THEIR RECOMMENDATIONS, AND MR. BERTOSSA REPLIED AFFIRMATIVELY. ADMINISTRATOR .JENNINGS THEN ASKED MR. BERTOSSA TO DEFINE TOTAL .` REPLACEMENT AND REGULAR MAINTENANCE. MR. BERTOSSA EXPLAINED THAT IN TOTAL REPLACEMENT, THE COUNTY WOULD HAVE TO NOTIFY THE VARIOUS AGENCIES SIMPLY BY LETTER, AS NO ENVIRONMENTAL IMPACT STATEMENT IS NEEDED OR REQUIRED; AND IN REGULAR ROUTINE MAINTENANCE, THE COUNTY WOULD NOT HAVE TO CONTACT THE ENVIRON- MENTALISTS IN ORDER TO PROCEED, COMMISSIONER LYONS ASKED HOW THE FIRM WOULD GET PAID FOR THEIR WORK. MR. BERTOSSA WOULD SET THE FEE ARRANGEMENT ACCORDING TO THE BOARD'S SUGGESTIONS. HE STATED.THEY COULD GIVE A BREAK -DOWN ON EACH BRIDGE OR ON A SALARY PLUS. COST BASIS)BUT..INOST OF THEIR WORK WAS.DONE ON A LUMP -SUM BASIS.' 4 MAY ,`i 4 1979 BOOK- 40, PACE 364 COMMISSIONER Loy INQUIRED IF THE FIRM HAS COMPLETED THIS TYPE OF INSPECTION ELSEWHERE. MR. BERTOSSA REPLIED THAT THEY DID THE CAPE CORAL HIGH LEVEL BRIDGE AND THE SANIBEL BRIDGE, AND ARE PRESENTLY WORKING IN ORANGE COUNTY. COMMISSIONER LYONS ASKED IF THE MAJORITY OF THEIR WORK WAS ON CONCRETE BRIDGES. MR. BERTOSSA ANSWERED THAT THEY HAVE INSPECTED ALL TYPES; THEY HAVE DESIGNED OVER 3,000 BRIDGES.ALL OVER THE WORLD. CHAIRMAN WODTKE ASKED IF THEY HIRE COMPANIES TO DO CERTAIN WORK. MR. BERTOSSA STATED THAT IF EPDXY PATCHING HAD TO BE DONE, THERE ARE SEVERAL FIRMS IN FLORIDA WITH EXPERIENCE IN THAT FIELD, BUT THEY WOULD RECOMMEND TO -THE COUNTY THE BEST JOB FOR PATCHING. HE CON- TINUED THAT THEY WANT TO DESIGN A SAFE SYSTEM BUT THE MOST ECONOMICAL. CHAIRMAN WODTKE THANKED MR. BERTOSSA FOR HIS PRESENTATION, AND THEN CONTINUED ON TO THE NEXT SCHEDULED INTERVIEW. ROBERT J. DLOUHY OF DLOUHY AND ASSOCIATES OF TAMPA, FLORIDA, APPROACHED THE BOARD AND EXPLAINED THAT HE IS A PROFESSIONAL ENGINEER AND PROCEEDED TO PRESENT THE PROFESSIONAL CREDENTIALS OF THE FIRM. MR. DLOUHY STATED THAT THE FIRM WAS DEVELOPED IN 1973 AS A GENERAL CIVIL ENGINEERING FIRM AND NOW HAS A STAFF OF 12, INCLUDING 4 REGISTERED PES WITH GOOD BACKGROUND IN CIVIL ENGINEERING. HE MENTIONED THAT FRED HUGHES HAS 20 YEARS EXPERIENCE BUT IS NOT REGISTERED; MR. YOUNG HAS A MASTERS DEGREE IN ENGINEERING AND WITH ANOTHER YEAR OF EXPERJENCE WILL BE A PE; AND THAT MR. DLOUHY DOES THE UNDERWATER WORK THAT IS NEEDED. MR. DLOUHY.EXPLAINED THAT THEY ARE PRE -QUALIFIED WITH THE FDOT IN ALL OF THEIR CAT-EGORIES.. HE THEN NAMED THE FIRMS PAST EXPE- RIENCES: CITY OF TAMPA - 32 BRIDGES;.ST. PETERSBURG - 20 BRIDGES; HILLSBORO COUNTY - 70 BRIDGES; HAMILTON COUNTY - 41 BRIDGES; ALACHUA COUNTY - 22 BRIDGES; AND PINELLAS COUNTY - 4 BRIDGES. ADDITIONAL CLIENTS ARE: SHELL OIL, EASTERN TERMINALS, ST. PETERSBURG MUNICIPAL PIER, ST. PETERSBURG WHARF, EXXON CORPORATION, TAMPA DRY DOCKS, AND THE NAVAL STATION IN PENSACOLA, FLORIDA. MR. DLOUHY REPORTED THAT IN 5 MAY 2 � ' ;i-; .gym J ROOK 40 PACE 365 THE CITY OF TAMPA, HIS FIRM WAS SELECTED TO DO THE INSPECTION AND EXPLAINED THAT THE FIELD INSPECTION TEAM ALSO DOES THE NECESSARY PAPER WORK SO THAT NOTHING IS.LOST IN THE TRANSLATION, PSR. DLOUHY MENTIONED THAT IN EACH ONE OF THE REPAIR PROJECTS, RECONSTRUCTION COSTS WERE IN EXCESS OF $1,000,000. HE STATED THAT HIS FIRM IS VERY KNOWLEDGEABLE IN THE BRIDGE INSPECTION AS REQUIRED BY THE STATE AND FEDERAL GOVERNMENT; ALSO MAINTENANCE INSPECTION REQUIREMENTS; AND THE FLORIDA WEIGHT LAW. MR. DLOUHY ASSURED THE BOARD THE FIRM HAS VERY HIGHLY QUALIFIED PRO- FESSIONALS TO PUT ON THE PROJECT. HE CONTINUED THAT THE COUNTY HAD APPROXIMATELY 25 OR MORE BRIDGES OF PRE -CAST SLAB ON TIMBER PILES, ALSO A HIGH LEVEL BRIDGE, AND TWO SMALLER BRIDGES. MR. DLOUHY NOTED THAT FOR THE BRIDGE INSPECTION PROJECTS, THE REQUIREMENTS AND THE SCOPE OF WORK WOULD BE DISCUSSED WITH THE COUNTY. HE THEN SHOWED THE BOARD COPIES OF REPORTS OF WORK PERFORMED FOR HILLSBORO COUNTY. DISCUSSION FOLLOWED REGARDING VARIOUS ITEMS IN THE REPORT AND IT WAS NOTED THAT PHOTO PROFILES ARE TAKEN OF EACH BRIDGE, PHOTOS ARE TAKEN OF MAJOR DETERIORATION, AND VARIOUS FORM SHEETS ARE USED, • GIVING A COMPLETE REPORT OF THEIR FINDINGS. MR. DLOUHY COMMENTED THAT IN ALACHUA COUNTY, BUDGET FIGURES WERE PREPARED IN VARIOUS CATEGORIES WITH THE FIRMS RECOMMENDATIONS. HE CONTINUED THAT IF A COUNTY HAS SEVERAL SIMILAR BRIDGES, A STANDARD FORM IS PREPARED FOR EACH BRIDGE, ALONG WITH WRITTEN DOCUMENTS SUMMA- RIZING THE BRIDGE'S CONDITION. MR. DLOUHY STATED THAT FOR THE CITY OF TAMPA, TWO CATEGORIES WERE USED IN THEIR LNSPECTION REPORT - NEWER BRIDGES AND OLDER BRIDGES, AND IN THE OLDER BRIDGES REPORT,.THE FIRM p PREPARED A DATA REPORT SHOWING THE DETERIORATION OF THE FACILITIES IN DETAIL. HE EXPLAINED THAT THE CONDITION OF THE FACILITIES AND THE AGREEMENT ARRIVED AT BY THE CLIENT AND ENGINEER DETERMINES WHICH IS THE BEST APPROACH FOR THE PROGRAM. THE FIRM IS GATHERING SPECIFIC INFORMATION IN THE FIELD WHICH IS NECESSARY TO FILL OUT THE FLORIDA CODE FORM AND FOR A LITTLE EXTRA, THE CLIENT CAN ALSO USE IT. MR. DLOUHY DISCUSSED THE HIGH LEVEL BRIDGE AND SINCE IT IS'A VERY NEW BRIDGE, THERE IS A POSSIBILITY IT MIGHT NOT HAVE TO HAVE AN EXTENSIVE MAY 2 4 197S BOOK 40 PAGE 366 INSPECTION. HE STATED THEY HAVE FOUND THAT IN SOME BRIDGES BUILT IN THE MID-I960S, UNDER THE FDOT METHOD OF CONSTRUCTION, SOME MAJOR CRACKING WAS FOUND IN THE NEOPRENE PADS. MR. DLOUHY THEN ENCOURAGED THE BOARD TO CHECK WITH THE FIRMS PREVIOUS CLIENTS FOR PERFORMANCE. CHAIRMAN WODTKE ASKED HOW SOON HIS FIRM COULD GET STARTED, IF SELECTED. MR, DLOUHY STATED AFTER THEY ARE NOTIFIED, THEY WOULD GET TOGETHER WITH THE COUNTY TO DEVELOP A.CONTRACT,AND COULD START WITHIN I OR 2 WEEKS. COMMISSIONER LYONS ASKED HOW LONG IT WOULD TAKE TO DO THE JOB. MR. DLOUHY SAID THE OVERALL PROJECT FOR THE 25.BRIDGES, BARRING UNFORESEEN WEATHER CONDITIONS, PROBABLY WOULD TAKE 90 DAYS. ADMINISTRATOR JENNINGS COMMENTED THAT THEY WERE NOT TOLD EXACTLY HOW MANY BRIDGES THE COUNTY HAD BUT THEY ARE MOSTLY THE SAME DESIGN; THE NUMBER OF BRIDGES COULD BE WAY OFF. MR. The firm of Lloyd and Associates has been providing professional engineering to this area for 29 years. Our staff consists of 28 persons who live, earn their living and pay taxes in this county. I am familiar with many of the major bridges in the county as I was involved in the construction of the -same as Assistant Project Engineer and Project Engineer. Prior to the county's having to inspect bridges, this function waspartially done by the D. O. T.. Mr. Deward Howard, who is now a full-time employee of Lloyd and Associates inspected all of the bridges and completed the necessary reports on the bridges in the four (4) county area, to wit, Indian River, St. Lucie, Okeechobee and Martin. It is our feeling that we can provide the services you require more effectively and economically, as travel and lodging will not be required. Mr. Vincent Cossio is our certified diver and he is a graduate engineer specializing in bridge structures. We have floating equipment ranging from 34 ft. to a Boston Whaler. If we are selected, this work can commence immediately, and we will be happy to provide a C. P. ROBBINS EXPLAINED THE ONE PROJECT APPROACH WHERE WORK IS ASSIGNED TO A PARTICULAR TEAM FOR INSPECTION, INVENTORY, MAP WORK AND PHOTOGRAPHS, HE STATED THAT THIS TEAM WOULD THEN CARRY OUT THE WORK THROUGHOUT THE PROGRAM AND WOULD BE DIRECTLY RESPONSIBLE. ROBBINS SAID THEY WOULD LOCATE ALL THE BRIDGES IN THE COUNTY, CLASSIFY THEM ACCORDING TO THEIR STRUCTURE TYPES AND PHOTOGRAPH THEM; THEN PREPARE A LOCATION MAP, WHICH WOULD HAVE.THE BRIDGES IDENTIFIED, GIVING THE STATUS OF EACH INDIVIDUAL STRUCTURE. HE CONTINUED THAT THERE WOULD BE COLOR CODING TO SHOW THE CURRENT STATUS. MR. ROBBINS SAID THEY WOULD PERFORM A CURSORY INSPECTION TO SEE IF THERE WERE ANY SAFETY PROBLEMS, AND IMMEDIATELY NOTIFY THE COUNTY OF ANY PROBLEMS. HE FURTHER REPORTED THAT THE BRIDGES WOULD BE CLASSIFIED TO ESTABLISH AN INSPECTION ROUTE AND BY USING THIS CLASSIFICATION SYSTEM, SPECIAL PERSONNEL AND EQUIPMENT COULD BE MINIMIZED. MR. ROBBINS EMPHASIZED THAT SCHEDULING IS A CRITICAL ITEM, ALSO THE MANNER IN WHICH THE REPORT IS PREPARED. GREGG EDMONDS EXPLAINED TO THE BOARD THAT THE DOT HAS GUIDE- LINES AND THE COUNTIES ARE CHARGED WITH FOLLOWING THROUGH WITH THEIR SIA FORMS. HE CONTINUED THAT ONCE THEIR CREW IS ON THE SITE, THEY CAN USE FORMS THEY HAVE TAILORED TO THE SIA FORMS, WHICH WILL BE SENT TO THE STATE. MR. EDMONDS NOTED THAT THE FIRST PART OF THE FORM IS GENERALIZATION AND THE DESCRIPTION OF THE BRIDGE, AND ADVISED THAT THE DOT'S DEFINITION OF A STRUCTURE IS ONE THAT SPANS 20' OR GREATER; THEREFORE, WE MAY HAVE CULVERTS THAT FALL INTO THAT CATEGORY. HE STATED THAT DEFICIENCIES ARE NOTED IN THE BRIDGE COMPONENTS, JOINT SYSTEMS IN THE CONCRETE STRUCTURES, AND ON ANY UTILITIES THAT MIGHT BE ON THE BRIDGE. MR. EDMONDS SAID THAT FIRST THEY DO A DETAILED INSPEC- TION OF THE DECK AND THEN THE CREW MOVES INTO THE SUPERSTRUCTURE OF THE BRIDGE; THE BEAMS ARE CHECKED, ANY UTILITIES THAT MIGHT BE SUS- PENDED; AND THEN THE UNDERSIDE OF THE STRUCTURE. HEATHEN EXPLAINED THAT IN THE'SUPERSTRUCTURE INSPECTION, WHICH NECESSITATES GETTING INTO THE PILINGS AND FOOTINGS, AND WHERE THEY FALL WITHIN THE WATER, THEIR UNDERWATER ENGINEER MAKES HIS INSPECTION. MR. EDMONDS NOTED THAT THE LAST ITEM TO BE CHECKED IS THE APPROACHING ROADWAYS, AND THE FOLLOWING• ARE INSPECTED: ALIGNMENT, THE GUARDRAIL, SHOULDERS, AND -THE EMBANKMENT. HE CONTINUED THAT DOT IS MAINLY INTERESTED IN THE SAFETY ASPECT AND MAY 2 41979 12 BOOK fACE IF THERE ARE ANY STRUCTURAL DEFICIENCIES THAT ARE NOTED, PHOTOS ARE TAKEN AND SKETCHES MADE. MR. EDMONDS SAID THAT ALL THIS FIELD DATA IS THEN REVIEWED AND EVALUATED BY THE ENGINEER IN THE OFFICE TO DETER- MINE THE ACTUAL LOAD CAPACITY OF THE STRUCTURE, AS WELL AS REVIEWING THE FIELD CONDITION RATING. HE EXPLAINED THE RATING SYSTEM IS ON A SCALE FROM 1 TO 9, AND AFTER THIS REVIEW, THE ACTUAL OVERALL BRIDGE RATING IS DETERMINED FROM THESE CALCULATIONS AND PUT INTO A FINAL REPORT. HE CONTINUED THAT THE SUMMARY AND RECOMMENDATIONS ARE THEN RATED AND SENT TO THE DOT FOR THEIR INVENTORY. CHAIRMAN WODTKE ENTERED THE'MEETING AT 3:50 O'CLOCK P.M. MR. BEINDORF SUMMARIZED BY STATING THAT HE WANTED TO BRING THE PERSONNEL THAT WOULD BE INVOLVED IN THIS PROJECT BEFORE THE BOARD, AND HE FELT THEY HAD A TREMENDOUS AMOUNT OF QUALIFIED PERSONNEL IN THEIR JOINT VENTURE, USING METHODS THAT HAVE BEEN PROVEN SUCCESSFUL.
