14.B.3. WORK ORDER NO. 9 - CAMP DRESSER & MCKEE, INC.
FOR ENGINEERING SERVICES FOR DESIGN, PERMITTING,
AND CONSTRUCTION OF THE NEW OSLO CUSTOMER
CONVENIENCE CENTER
David Gunner, Indian River Farms Water Control District, recalled that six months ago
he informed the Board that the paved road going into the Transfer Station off Old Dixie Highway
has never been permitted. He gave a brief history of the road and talked about the generation of
trash, which the District removes from the canal system. He spoke of the difficulty of removing
trash from the water and the refusal of the landfill to accept it because it is contaminated. That
action costs them twice as much to dump it. He proposed that the County continue to allow the
use of the road on the South Relief Canal right-of-way. He stated that it was proposed that the
District lease the road to the County, but if they do, it would make them liable for the road more -
so than a permit or a license agreement. He just wants to be able to haul the trash and garbage at
no cost.

Administrator Baird said maybe the County could just give a credit of up to $2,000.00 a
year for landfill.
Mr. Gunner thought his attorney and the County attorney should get together and work
out the numbers to ensure there would be no liability.
Himanshu Mehta, Solid Waste Disposal District, added that they would like to continue
using the existing road, and that the options of going through the residential area, purchasing
property from the church, or constructing a new road, would add substantial costs to the project.
