HomeMy WebLinkAbout03/18/2008 (3)March 18, 2008 SOLID WASTE DISPOSAL DISTRICT The Board of Commissioners of the Solid Waste Disposal District met at the County Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, March 18, 2008. Present were Chairman Sandra L. Bowden, Vice Chairman Wesley S. Davis, and Commissioners Joseph E. Flescher, Peter D. O'Bryan and Gary C. Wheeler. Also present were County Administrator Joseph A. Baird, County Attorney William Collins, II, and Deputy Clerk Athena Adams. The Chairman called the meeting to order at 2:49 p.m. 14.13.1. APPROVAL OF MINUTES MEETING OF JANUARY 22, 2008 The Chairman asked if there were any additions, deletions or corrections to the Minutes of the Regular Meeting of January 22, 2008. There were none. March 18, 2008 S.W.D.D. ON MOTION by Commissioner O'Bryan, SECONDED by Commissioner Flescher, the Board unanimously approved the Minutes of the Regular Meeting of January 22, 2008, as written. 1 14.B.2. APPROVAL OF MINUTES MEETING OF FEBRUARY 5, 2008 The Chairman asked if there were any additions, deletions or corrections to the Minutes of the Regular Meeting of February 5, 2008. There were none. ON MOTION by Commissioner Flescher, SECONDED by Commissioner O'Bryan, the Board unanimously approved the Minutes of the Regular Meeting of February 5, 2008, as written. 14.B.3. WORK ORDER NO. 9 - CAMP DRESSER & MCKEE, INC. FOR ENGINEERING SERVICES FOR DESIGN, PERMITTING, AND CONSTRUCTION OF THE NEW OSLO CUSTOMER CONVENIENCE CENTER David Gunner, Indian River Farms Water Control District, recalled that six months ago he informed the Board that the paved road going into the Transfer Station off Old Dixie Highway has never been permitted. He gave a brief history of the road and talked about the generation of trash, which the District removes from the canal system. He spoke of the difficulty of removing trash from the water and the refusal of the landfill to accept it because it is contaminated. That action costs them twice as much to dump it. He proposed that the County continue to allow the use of the road on the South Relief Canal right-of-way. He stated that it was proposed that the District lease the road to the County, but if they do, it would make them liable for the road more - so than a permit or a license agreement. He just wants to be able to haul the trash and garbage at no cost. March 18, 2008 S.W.D.D. Administrator Baird said maybe the County could just give a credit of up to $2,000.00 a year for landfill. Mr. Gunner thought his attorney and the County attorney should get together and work out the numbers to ensure there would be no liability. Himanshu Mehta, Solid Waste Disposal District, added that they would like to continue using the existing road, and that the options of going through the residential area, purchasing property from the church, or constructing a new road, would add substantial costs to the project. March 18, 2008 S.W.D.D. ON MOTION by Commissioner Wheeler, SECONDED by Vice Chairman Davis, the Board unanimously approved Work Order No. 9 with Camp Dresser & McKee, Inc., to provide engineering services related to the new Oslo Convenience Center in accordance with the submitted proposal, for a fee not to exceed $209,860.00. The Board also authorized the Chairman to execute said Work Order, and requested staff to negotiate a proportionate share lease agreement with IRFWCD to use the existing access road, as recommended in the memorandum of March 7, 2008.
