PRESENT WERE WILLIAM C. WODTKE, JR., CHAIRMAN; ALMA LEE Loy, VICE CHAIRMAN; WILLARD W. SIEBERT, JR.; R. DON DEESON; AND PATRICK B. LYONS, ALSO PRESENT WERE JACK G. JENNINGS, COUNTY ADMINISTRATOR; NEIL NELSON, ASSISTANT COUNTY ADMINISTRATOR; L. S. "TOMMY" THOMAS, INTERGOVERNMENTAL COORDINATOR; AND JANICE W. CALDWELL, DEPUTY CLERK. THE CHAIRMAN CALLED THE MEETING TO ORDER AND ANNOUNCED THAT IT IS BEING HELD TO INTERVIEW PROSPECTIVE ENGINEERS FOR THE REDESIGN OF INDIAN RIVER BOULEVARD FROM STATE ROAD 60 TO BARBER AVENUE. THE FIRST FIRM TO BE INTERVIEWED WAS REYNOLDS, SMITH AND HILLS OF ORLANDO, FLORIDA. MS. HACKIE BORROWES APPROACHED THE BOARD AND INTRODUCED HERSELF AS DIRECTOR OF CLIENT RELATIONS. SHE EXPLAINED THAT THEIR FIRM IS THE OLDEST AND LARGEST LOCALLY -OWNED FIRM IN THE STATE OF FLORIDA, HAVING BEEN IN BUSINESS SINCE 1941. MS. BORROWES COMMENTED THAT THIS JOB WILL BE HANDLED OUT OF THEIR ORLANDO OFFICE, WHICH IS STAFFED WITH 40 PEOPLE; THEIR CORPORATE FAMILY HAS 756 PEOPLE. SHE THEN PROCEEDED TO SHOW SLIDES OF THE VARIOUS PERSONNEL WHO WOULD BE WORKING ON THIS PROJECT; AND MR. BOCHIARDY, VICE PRESIDENT, WILL BE TOTALLY RESPONSIBLE. ALLEN BAXLEY, CIVIL ENGINEER AND CONSULTANT, EXPLAINED THAT HE HAS HAD EXTENSIVE EXPERIENCE IN HIGHWAY AND ROADWAY DESIGN IN THE SOUTHEASTERN PART OF THE UNITED STATES. HE CONTINUED THAT THE FIRM S PHILOSOPHY IS TO COMPLETE ON TIME AND STAY WITHIN THE BUDGET. MR. BAXLEY MENTIONED THAT THEY HAVE A COMPUTER WHICH SPEEDS UP THEIR PROCESS; AND THEY WILL APPROACH THE PROJECT WITH A TEAM CONCEPT. HE REPORTED THAT HE WILL SERVE AS A CONSULTANT AND BRING THIS PROJECT TO A TIMELY CONTROL AND FINISH, AND WILL HAVE TWO OR THREE WEEKLY CONTACTS WITH THE ENVIRONMENTAL AGENCIES REGARDING THE PERMITTING PROCESS WITH THE DER. MR. BAXLEY NOTED THAT THEY HAVE DEC 121979 �K42:PAST iGVIM DEC 121979 aooK 2 PavE 295 A FORMER ENVIRONMENTALIST IN THEIR ORGANIZATION, RON RATLIFF, OF TAMPA, WHO HAS NEVER BEEN TURNED DOWN WHEN HE HAS SOUGHT A PERMIT FROM DER. HE THEN SHOWED SLIDES OF THE FOLLOWING SIMILAR PROJECTS: 1. STATE ROAD IN POLK COUNTY SHOWING DRAINAGE FROM THE ROADWAY GOING INTO THE SWALES, WHERE DAMAGE WAS MINIMIZED TO THE VEGETATION IN THE AREA. 2. SEVERAL STREETS IN LAKE BUENA VISTA. 3. A FOUR LANE STREET WHERE THE DRAINAGE RUNS FROM THE PAVEMENT INTO SWALES, AND THE EXCESS RUNS OFF INTO THE ADJOINING LAKE. 4. STREET IN RESIDENTIAL ORLANDO AREA WHERE WATER RUNS OFF THE PAVEMENT INTO ROADSIDE SWALES AND PERCOLATES INTO THE SOIL, MAINTAINING ASNATURAL CONDITION AS POSSIBLE. 5. STREET IN SOUTHERN PART OF ORLANDO WITH CURBS AND GUTTERS. 6. A FULL HIGHWAY SYSTEM, WHICH IS THE INTERCHANGE TO THE ENTRANCE TO WALT DISNEY WORLD. HE THEN SHOWED SLIDES OF THE COUNTY'S PROJECT. MR. BAXLEY COMMENTED THAT THEY KNEW COUNTY OFFICIALS HAD BEEN MEETING WITH THE DER TO GET AN ACCEPTABLE ALIGNMENT OF THE ROAD. HE REPORTED THAT THEY ARE GOING TO HAVE SOIL INFORMATION TO DETERMINE WHETHER A LIME ROCK BASE WILL BE ACCEPTABLE FOR THE PAVEMENT. MR. BAXLEY FELT THE DESIGN SCHEDULE WILL TAKE 3 TO 3-1/2 MONTHS AND CONSTRUCTION OF THIS WILL BE ABOUT 6 MONTHS, CULMINATING WITH A SET OF AS -BUILT DRAWINGS FOR THE COUNTY'S USE. HE AFFIRMED THAT THEY WOULD BE READY TO WORK RIGHT AWAY AFTER THE HOLIDAYS. COMMISSIONER LOY ASKED WHAT JOBS THEY ARE NOW DOING IN INDIAN RIVER COUNTY. Ms. BORROWES EXPLAINED THEY ARE NOT DOING ANY ENGINEERING AT THE PRESENT TIME, JUST WATER MANAGEMENT; BUT YEARS AGO THEIR FIRM WORKED ON I-95 AND DID THE DESIGN WORK ON THE UDU SYSTEM. JOHN DEMUDD, PROJECT MANAGER, APPROACHED THE BOARD AND EXPLAINED THE COST CONTROL. HE STATED THEY DEVELOP WHAT THEY CONSIDER THE MAN-HOUR ESTIMATES AND APPLY THEIR HOURLY RATE; AND. THEY HAVE AN OVERHEAD FACTOR AND A PROFIT. MR. DEMUDD NOTED THEY ITEMIZE THE CHARGES AND IT COMES OUT TO BE A LUMP SUM FEE. DISCUSSION WAS THEN HELD ABOUT THE DRAINAGE STUDY FOR THAT AREA, AND INTERVIEWS ARE TO BE HELD THE FOLLOWING MONDAY. COMMISSIONER LYONS FELT NO DESIGN FOR THAT ROAD IS GOING TO BE ACCEPTED BY THE PEOPLE WHO LIVE IN THE AREA UNLESS THE DRAINAGE STUDY IS INCLUDED, AND STRESSED THAT IN ORDER TO DO THIS JOB, THEIR FIRM IS GOING TO HAVE TO BE SURE ABOUT THE DRAINAGE. COMMISSIONER SIEBERT ASKED IF THEIR FIRM EVER WORKED ON A TIME BASIS WITH A "NOT TO EXCEED" FIGURE, AND MR. DEMUDD ANSWERED AFFIRMATIVELY AND THAT THEY ALWAYS HAVE AN UPSET LIMIT. INTERGOVERNMENTAL COORDINATOR THOMAS ASKED IF THEIR FIRM HAD A FINANCIAL CONSULTANT AND WAS ADVISED THAT A COMPANY KNOWN AS PLANTEK DEVOTES THEIR TIME TO THIS WORK. MR. DEMUDD STATED:THEYi'COMPLETE THEIR WORK ON TIME AND ON BUDGET, AND OFTEN WHEN THEY REACH THE POINT OF COMPLETION, THEY ARE ASKED TO DO ADDITIONAL WORK. COMMISSIONER LOY ASKED IF THEY COULD BE HELD TO THEIR ESTIMATE OF TIME AND MR. DEMUDD ANSWERED AFFIRMATIVELY. MR. DEMUDD THEN PRAISED MR, RATLIFF OF TAMPA, THE ENVIRON- MENTALIST WHO BELONGS TO THEIR SUBSIDIARY FIRM, WHO TAKES CARE OF THEIR ENVIRONMENTAL PROBLEMS. HE MENTIONED THAT IN THE DOT, THEY CONSIDERED HIM QUALIFIED ENOUGH TO TEACH THROUGHOUT THE STATE, THE BOARD THEN THANKED MS. BORROWES, MR. BAXLEY AND MR. DEMUDD FOR THEIR PRESENTATION. THE BOARD WELCOMED DON HENDERSON, PROJECT DIRECTOR, AND JIM BOCK, PROJECT DESIGN ENGINEER, FROM GREINER ENGINEERING SCIENCES, INC. OF TAMPA, FLORIDA. MR. HENDERSON STATED THAT THEIR FIRM DESIGNED THE ORIGINAL PROJECT FOR THE DOT. HE CONTINUED THAT THEIR FIRM IS ONE OF THE LARGEST ENGINEERING FIRMS AND HAS BEEN IN SERVICE FOR OVER %O YEARS; THEIR MAIN OFFICE IS IN TAMPA, AND HAVE BEEN IN FLORIDA FOR 22 YEARS. MR, HENDERSON MENTIONED SEVERAL PROJECTS, SUCH AS: CHESAPEAKE BAY BRIDGE, TAMPA INTERNATIONAL AIRPORT, AND THE SPACE DEC 12 1979 3 BOCK 42 FAGS 296, pr— DEC 121979 . E aooK 42 pAcE 207 SHUTTLE LANDING FACILITIES AT CAPE KENNEDY, AND NOW UNDER CONSTRUCTION IS THE NEW ORLANDO AIRPORT. HE THEN DISTRIBUTED A BROCHURE TO THE BOARD WHICH LISTED OTHER PROJECTS. MR. HENDERSON FELT THEIR FIRM - HAD A LOT TO OFFER AS THEY HAVE CONSIDERABLE FLEXIBILITY IN THEIR ORGANIZATION; AND THEY WERE INTERESTED, QUALIFIED AND PREPARED TO MOVE AHEAD TO MEET THE COUNTY'S SCHEDULE. HIS STAFF WOULD CONSIST OF: JIM BOCK, PROJECT DESIGN ENGINEER; BILL MERCODONI, DRAINAGE ENGINEER; BILL GALLOWAY, DRAINAGE ENGINEER; MANUEL HERNANDEZ, EXPERT RIGHT-OF-WAY ENGINEER; AL PADRAHEDA, WHO LED THE DESIGN OF THE VIADUCT STRUCTURE IN DOWNTOWN TAMPA; AND JOHN "SCAT" DURKIN, WHO WOULD LEAD THE SURVEY PARTIES. HE EXPLAINED THAT TECHNICAL CONSULTANTS WOULD BE AVAILABLE ON DEMAND TO HELD REVIEW AND SOLVE PROBLEMS. MR. HENDERSON THEN REVIEWED THE WORK HIS FIRM DID IN 1976 SUCH AS COMPLETING THE PLANS, PREPARING THE RIGHT-OF-WAY MAP, SURVEYS, AND SOIL INVESTIGATIONS, AS WELL AS STUDYING ALTERNATE STRUCTURES OF THE MAIN CANAL. HE THEN FELT THAT FOR THIS PROJECT, A DUAL BOX CULVERT WOULD BE SATISFACTORY INSTEAD OF A BRIDGE; AND IT WOULD BE PRACTICAL TO TRY TO UTILIZE THE EXISTING PLANS. MR. HENDERSON MENTIONED THAT THEY DID THE IMPROVEMENTS TO 17TH STREET AND DESIGNED THE BRIDGE AND APPROACHES. HE ESTIMATED THAT THEY COULD DO THIS PROJECT IN 90 DAYS IF THE BRIDGE, WHICH IS NOW BEING CONSIDERED GOING OVER VOSSINBURY', CREEK, WOULD RECEIVE THEIR APPROVALS EXPEDI- TIOUSLY. MR. HENDERSON EXPLAINED THAT SINCE THEY ARE FAMILIAR WITH THE PLANS, MODIFICATION OF THEM WOULD SAVE TIME; AND THEIR FIRM WOULD GIVE THE COUNTY A DETAILED PROJECT STUDY. HE STATED HIS PROPLE WOULD NOT BE WORKING ON THE PROJECT FULL TIME BUT WOULD BE CALLED IN WHEN NECESSARY. MR. HENDERSON THEN EXPLAINED THAT THEIR FIRM WAS REORGANIZED TWO YEARS AGO TO A MATRIX TYPE ORGANIZATION, WHICH IS A MODERN CONCEPT. HE REPORTED THAT PROJECT DIRECTORS ARE ASSIGNED AND UNDER THESE MEN, TEAMS ARE CHOSEN, AND THESE INDIVIDUALS ARE COUNSELED, REVIEWED AND INSTRUCTED BY A GROUP OF TECHNICAL CONSULTANTS. MR. HENDERSON STATED THAT WHEN A PROJECT IS,GIVEN TO OUR FIRM, THE CHIEF ENGINEER AND PROJECT DIRECTORS DETERMINE WHAT TEAM SHOULD BE ASSIGNED, AND THEY HAVE LATITUDE SHIFTING PEOPLE ACROSS THE MATRIX INTO A TEAM APPROACH, TO BE OF GOOD SERVICE AND ECONOMICALLY COMPETITIVE; AND THEY HAVE THEIR OWN COMPUTER SERVICES IN-HOUSE PLUS A LARGE ENVIRONMENTAL GROUP. HE ADVISED THAT THEY WERE SELECTED BY THE WALT DISNEY FIRM TO DO THE SITE PREPARATION AND ROAD SYSTEM FOR THE NEW EPCOT COMMUNITY; THEY ALSO HAVE DONE FOREIGN WORK IN BOLIVIA AND VENEZUELA. CHAIRMAN WODTKE ASKED IF THIS WOULD BE HANDLED OUT OF THE TAMPA OFFICE, AND MR. HENDERSON ADVISED THEY WOULD BE USING THE SAME GROUP THAT DID THE JOB PREVIOUSLY. MR. HENDERSON EXPLAINED THEY WOULD NEED THE ASSISTANCE OF A TESTING LAB FOR A FEW MORE BORINGS FOR THE PROPOSED BRIDGE SITE AND IF THE COUNTY WOULD LIKE, THEY COULD HANDLE THE WHOLE THING EITHER AS A SUBCONTRACTOR TO GREINER, OR THE COUNTY COULD CONTACT SOMEONE LOCAL TO HAVE THESE ADDITIONAL BORINGS TAKEN. HE ADDED THAT LITTLE OR ANY ADDITIONAL SERVICE MAY NOT BE NECESSARY, AND THEY WOULD UTILIZE EXISTING SURVEYS AS THIS WOULD BE AN ECONOMY MEASURE. ADMINISTRATOR JENNINGS ADVISED THAT MID -SOUTH ENGINEERING HAS TURNED OVER THE MYLARS TO THE COUNTY. HE STATED THAT ENVIRON- MENTALLY, THE COUNTY IS IN THE ORLANDO DISTRICT AND ASKED IF HIS FIRM HAS HANDLED ANY ENVIRONMENTAL PROBLEMS THROUGH THE ORLANDO OFFICES, AND MR. HENDERSON ANSWERED AFFIRMATIVELY. COMMISSIONER LAY ASKED HOW LONG BEFORE THEY COULD BE READY TO GO TO BID IN THIS PROJECT. MR. HENDERSON FELT THE FINAL PLANS COULD BE COMPLETED THE FIRST OF APRIL, 19801 AND PROBABLY IN MAY THEY WOULD RECEIVE. BIDS. HE ADDED THAT PERMITTING IS AN UNCERTAINTY, BUT THEY HAVE GOTTEN.ALONG WITH THE PERMITTING ON THE MAIN CANAL. DISCUSSION FOLLOWED ABOUT THE NEW RIGHT-OF-WAY AND IT WAS CONCLUDED THAT THIS WOULD CALL FOR NEW RIGHT-OF-WAY MAPS. COMMISSIONER SIEBERT ASKED ABOUT THEIR PAYMENT STRUCTURE. HENDERSON REPORTED IT WOULD BE ON A LUMP SUM PROPOSAL AND THEY WOULD SUBMIT PERIODIC ESTIMATES MONTHLY BASED ON PERFORMANCE OF WORK, WHICH WOULD BE EVALUATED BY THE COUNTY. DISCUSSION ENSUED REGARDING SURVEYS AND MR, HENDERSON FELT THE ONLY SURVEYS THEY THOUGHT WERE NECESSARY ARE AT BARBER AVENUE, AND THE SOUTH SIDE OF THE MAIN CANAL WHERE CONSTRUCTION WAS DONE RECENTLY. COMMISSIONER SIEBERT ASKED IF THEIR FIRM WOULD ENTERTAIN A COST PLUS BASIS WITH AN UPSET FIGURE. MR. HENDERSON NOTED THAT THEY DO THIS OCCASIONALLY, BUT THEY ARE CONCERNED ABOUT THE PERMITTING EFFORT AND THEREFORE, IT IS DIFFICULT TO PROPOSE SUCH AN ARRANGEMENT. HE ADDED THAT THEY WOULD RESERVE THE RIGHT TO POINT OUT CHANGE CONDITIONS, AND THAT THE BOARD WOULD SHARE IN ANY ECONOMY IF THEIR ESTIMATES WERE CONSERVATIVE. MR. HENDERSON CONCLUDED THAT THEY WOULD BE WILLING TO WORK UNDER THIS TYPE OF ARRANGEMENT. COMMISSIONER LYONS INQUIRED IF THEY HAVE CONSIDERED THE DRAINAGE QUESTION ANYTHING OTHER THAN NORMAL FOR THAT AREA. MR. HENDERSON FELT THE PROBLEMS OF MOSQUITO CONTROL AND THE ROAD WOULD SERVE AS A BACK DIKE, AND THERE MAY BE CONCERN BY THE RESIDENTS ON THE WEST SIDE OF THE AREA AS TO A DAM EFFECT, BUT HE THOUGHT THEY HAVE ALREADY PASSED THOSE POINTS. HE CONTINUED THAT THE ROADSIDE DITCHES HAVE THREE OUTFALLS AND AN OPENING THROUGH THE DITCH TO VOSSINBURY CREEK, AND HE DIDN'T BELIEVE A BRIDGE IS NECESSARY AS WE HAVE ALREADY BEEN THROUGH THAT STUDY AND HYDRAULICALLY AND ECONOMICALLY, THE BOX CULVERT WAS THE BEST WAY TO GO. COMMISSIONER LYONS ADDED THAT BASED ON ADMINISTRATOR JENNINGS' AND HIS DISCUSSIONS WITH THE DER, AND THE ALIGNMENT THAT HAS BEEN SUGGESTED, HE THOUGHT THEY WERE COMMITTED TO THE BRIDGE OVER VOSSINBURY CREEK AND WOULD NOT WANT TO CHANGE THAT AS THERE ARE A LOT OF PEOPLE INVOLVED. HE STRESSED THE CONCERTED OPPOSITION OF THE PEOPLE ON THE WEST SIDE OF THE ROAD IN COUNTRY CLUB POINTE AND FELT THEY ARE GOING TO SCRUB ANY DESIGN THAT IS DONE FOR DRAINAGE THERE. COMMISSIONER LYONS DID NOT WANT ANYBODY TO UNDERBID AS HE FELT THIS WAS GOING TO BE A VERY BIG ISSUE. THE BOARD THEN THANKED PAIR. HENDERSON-FOR HIS PRESENTATION. 6 �- THE BOARD- WELCOMED NEXT CHZM .HILL, WHICH IS A JOINT VENTURE WITH CARTER ASSOCIATES, INC. CHARLES M. GREEN, PROJECT MANAGER OF CHZM HILL, 'APPROACHED THE BOARD AND STATED THAT THEIR -FIRM HAS FOUR OFFICES IN FLORIDA: GAINESVILLE, BOCA RATON, CLEARWATER, AND NAPLES; AND THEY HAVE BEEN IN FLORIDA FOR 25 YEARS. HE CONTINUED THAT HE HAS BEEN ASSOCIATED WITH THE FIRM FOR ONE YEAR BUT HAS HAD ZZ YEARS EXPERIENCE IN BRIDGE AND HIGHWAY DESIGN. MR. GREEN STATED THEY HAVE SOIL ENGINEERS IN THEIR FIRM AND ADVISED THE FOLLOWING PERSONNEL WOULD BE INVOLVED IN THIS PROJECT: LLOYD MCNISH, WHO HAS HAD 28 YEARS OF HIGHWAY DESIGN EXPERIENCE; TOM CUTTING WOULD BE INVOLVED IN STRUCTURAL DESIGN; AND DON WYCOFF IN GAINESVILLE WOULD BE INVOLVED IN DRAINAGE. MR. GREEN ADVISED THAT HE WOULD BE THE PROJECT MANAGER, AND THAT THE CARTER ORGANIZATION WOULD BE INVOLVED IN INSPECTION, DRAINAGE AND SURVEY WORK. HE THEN REFERRED TO SIMILAR PROJECTS REGARDING STREETS AND ROADS AND FELT THEY HAD ALL THE QUALIFICATIONS FOR THIS PROJECT. MARVIN CARTER, PRESIDENT OF CARTER ASSOCIATES, STATED THAT THEIR FIRM HAS BEEN CONTINUOUSLY INVOLVED IN ROADWAY DESIGN LOCALLY, AND MEETING COUNTY SPECIFICATIONS, INCLUDING RIGHT-OF-WAY SERVICE AND MAPS FOR STATE ROAD 510 AND STATE.ROAD 60. HE CONTINUED THAT THEY RECENTLY DID A TOPOGRAPHY SURVEY FOR HOBART BROTHERS; ALSO PREPARED 34TH AVENUE FOR A BRIDGE AND AN EXTENSION; AND VARIOUS IMPROVEMENTS FOR THE CITY. MR. CARTER NOTED THAT HISTORICALLY, THEIR FIRMDESIGNED THE ORIGINAL TOWN OF SERO BEACH, AND AS FAR AS LOGISTICS, THEY HAVE THE LATEST TYPE OF SURVEYING EQUIPMENT AND PERSONNEL. HE THEN DISPLAYED THE PROJECT SITE TO THE BOARD AND INFORMED THEM THAT THEY ARE INVOLVED IN REPRESENTING CLIENTS IN THE BARBER AVENUE CONDEMNATION. MR. CARTER HAS REVIEWED THE PLANS AND FELT WORK ON THE REALIGNMENT CAN BE A SAVINGS TO THE COUNTY, AS THE BASIC DESIGNS APPEAR,SOUND. HE ADDED THAT THE PLANS CAN BE UTILIZED IF THE SCOPE OF WORK PERMITS IT, AND FURTHER ASSURED THE BOARD THEY CAN PUT A TEAM TOGETHER THAT CAN GET THE JOB DONE. DEC 121979 7 BOOK '42 PACE 30;0 r DEC i z 1979 Box 42 pmr.301 DEAN LEUTHJE, VICE PRESIDENT OF CARTER ASSOCIATES, NEXT EXPERSSED HIS CONCERN FOR INDIAN RIVER COUNTY, AND ADVISED THAT THE DOT HAD GIVEN THEM A HIGH RECOMMENDATION FOR THE CH2M HILL FIRM. HE ALSO THOUGHT THE EXISTING PLANS COULD BE UTILIZED, AND SAID THEY WERE AWARE OF THE WATER SHED AREA PLUS THE AMOUNT OF WATER THAT IS GOING TO BE GENERATED TO THE RIVER. MR. LEUTHJE DISCUSSED THE POSSIBILITY THAT A BRIDGE STRUCTURE MIGHT BE REQUIRED AND IF THEY WERE TO TAKE RESPONSIBILITY FOR THAT DESIGN, IT WOULD HAVE TO BE CHECKED. MR. GREEN SUMMARIZED THE FOLLOWING POINTS: 1. LOCAL PRESENCE OF PROJECT TEAM. 2. READY, AVAILABLE, EXPERIENCED STAFF. 3. STRENGTH OF MULTI -DISCIPLINED STAFF. 4. THOROUGH PROJECT UNDERSTANDING. 5. GREEN STATED IT WOULD BE DONE ON A LUMP SUM BASIS. COMMISSIONER WODTKE ASKED IF THEY HAD THE CAPABILITIES TO CARRY THIS PROJECT THROUGH THE PERMITTING STAGE AND MR. GREEN ANSWERED AFFIRMATIVELY. MR. LEUTHJE COULD NOT GIVE AN ESTIMATED TIME OF COMPLETION FOR THE PROJECT, HIS REASON BEING THEY DO NOT KNOW EXACTLY THE LIMIT OF THE FULL SCOPE OF WORK. HE ADDED THAT THEY DO HAVE A LOT OF LOCAL CAPABILITIES REGARDING THE PERMITTING, PLUS THEY HAVE A GOOD RELATIONSHIP WITH THE CORPS OF ENGINEERS, THE DER, AND THE ST. JOHNS WATER MANAGEMENT DISTRICT. COMMISSIONER LYONS QUESTIONED THEIR EXPIERENCE WITH THE PERMITTING OFFICE OF THE DER IN ORLANDO. MR. GREEN REPORTED THEY ARE.DEALING WITH THEM ON A CON- TINUING BASIS IN WATER AND WASTE WATER PROJECTS. HE ADVISED THAT THE SAME PERSON IN THEIR FIRM WORKS WITH ROAD WORK AND WASTE WATER PROJECTS WITH THE DER. MR. GREEN COMMENTED THEY HAVE A GOOD WORKING RELATIONSHIP WITH THE DER. COMMISSIONER LYONS INTERJECTED THAT THE DRAINAGE PROBLEM IS VERY IMPORTANT PARTICULARLY FROM THE OPPOSITION THAT IS BUILDING UP IN THE COUNTRY CLUB POINTE AREA AS THEY ARE AFRAID IT WILL CREATE A FLOOD CONDITION THERE. SPECIALIST FOR DRAINAGE. HE THEN ASKED IF THEY HAD A MR. GREEN REPORTED THAT DON WYCOFF HAS BEEN INVOLVED IN SEVERAL MASTER DRAINAGE PLANS THAT HAVE HAD PROBLEMS, AND HE WILL BE IN THE PROJECT TEAM. DISCUSSION ENSUED REGARDING HOW MUCH OF THE ORIGINAL PLAN CAN BE ADAPTED SINCE A 4 LANE ROAD WAS PLANNED, AND NOW ONLY.2 LANES ARE PROPOSED. COMMISSIONER LYONS FELT THAT IF THE COUNTY CAN GET 2 LANES THROUGH, THEY.WILL NOT VOLUNTEER TO MAKE IT ANY WIDER. MR. CARTER SPOKE ABOUT THE WATER SHED AREAS, AND SAID HE WOULD RATHER BE OVERDESIGNED SINCE THEY DON'T KNOW WHAT IS GOING TO TAKE PLACE, AS THERE IS A LOT OF GREEN AREA. HE ADDED THEY WANT TO UTILIZE AS MUCH OF THE MAIN CANAL AS POSSIBLE. MR. GREEN EXPRESSED CONCERN ABOUT THE SOIL CONDITIONS SINCE THEY HAVE NOT SEEN ALL OF THE SOIL DATA. THE BOARD THEN THANKED THE MEN FOR THEIR PRESENTATION. THE BOARD WELCOMED JERRY BLACKWELL OF AMERICAN ENGINEERS, ORLANDO, FLORIDA, AND HE NOTED THAT THE FIRM WAS ESTABLISHED IN 1963 IN RICHMOND, VIRGINIA. MR. BLACKWELL ADVISED THERE ARE 50 PROFESSIONAL AND TECHNICAL PEOPLE IN THE FIRM, PRIMARILY WORKING 90% ON ROADS AND BRIDGES; 10% IN LAND DEVELOPMENT. HE COMMENTED THAT WILLIAM M. JONES IS THE SENIOR PARTNER OF THE COMPANY, AND THEN INTRODUCED PROJECT MANAGER, THOMAS L. HANCOCK. HE NOTED THAT MR. HANCOCK IS VERY QUALIFIED TO BE IN CHARGE OF PROJECT COORDINATION, AND THE REMAINING TEAM LEADERS ARE ALL PROFESSIONAL ENGINEERS THAT WILL REMAINFOR THE LIFE OF THE PROJECT. THOMAS L. HANCOCK INFORMED THE BOARD THAT HE HAS BEEN IN ENGINEERING FOR 29 YEARS AND WORKED AT DOT AS A DRAFTSMAN, HANDLING PROJECTS ALL THE WAY UP TO INTERSTATE AND URBAN EXPRESSWAYS. HE REVIEWED THE PLANS, SPOKE TO ADMINISTRATOR KENNINGS AND ASSISTANT ADMINISTRATOR NELSON ABOUT THE PROJECT, AND TRIED TO FAMILIARIZE HIMSELF WITH IT, AND WHAT THE BOARD'S DESIRES ARE WITH THIS PROJECT. HANCOCK STATED HE WOULD USE MUSICK AND FOWLER, SURVEYORS, FOR WORK ON THE CENTER LINE RELOCATION AND FOR NEW CROSS-SECTIONS; THEY WOULD TAKE THE EXISTING PLANS, REVIEW THEM AND DETERMINE THE EXTENT OF THE SURVEY AND CROSS-SECTION REQUIREMENTS. HE ADDED THAT THEY WOULD LOCATE THE PROPERTY OWNERS INVOLVED AND THEY WOULD BE GIVEN EVERY CONSIDERATION, AND WOULD TIE THE PROPERTY CORNERS IMMEDIATELY ADJACENT TO THE RIGHT-OF-WAY,AND VERIFY THE DRAINAGE THAT IS SHOWN ON THE EXISTING PLANS. MR. HANCOCK SAID HE UNDERSTOOD THAT DER WAS INVOLVED IN THIS PROJECT AND WOULD WORK WITH THEM FROM THE OUTSET, AND THERE MAY BE A SMALL AMOUNT OF SOIL INVESTIGATION TO DO ON THE PROJECT. HE STATED THEY WOULD THEN DETERMINE JUST WHAT KIND OF BRIDGE WOULD BE SUITABLE TO REPLACE THE BOX CULVERT, AND WOULD COORDINATE THIS WITH THE COUNTY'S ROAD AND BRIDGE DEPARTMENT. MR. HANCOCK SAID HE WOULD COLLECT ALL OF THE PROPERTY OWNERS' CONCERNS ABOUT THE PROJECT AS THEY GO ALONG, FINDING OUT WHAT THEIR COMPLAINTS WERE, THEN WOULD COMPLETE THE DESIGN AFTER THEIR FINDINGS IN THE PRELIMINARY DESIGN, AND GIVE THE COUNTY A SET OF COMPLETE PLANS. HE FELT AMERICAN ENGINEERS HAD SPECIAL ASSETS TO DO THIS PROJECT, AND THEY COULD DEVOTE THEIR FULL TIME ON IT AS THEY NOW HAVE A SLACK PERIOD AND COULD CONCENTRATE AND GIVE THE COUNTY A VERY GOOD JOB. PSR. HANCOCK SAID THEY WOULD ACT AS AN EXTENSION OF THE COUNTY ROAD AND BRIDGE DEPARTMENT, KEEP THE BOARD ADVISED OF THEIR PROGRESS, AND WORK UP SCHEDULES TO SUBMIT TO THE BOARD. HE CONCLUDED BY NOTING THAT ON PAST PROJECTS, THEY HAVE MET ALL OF THEIR REQUIREMENTS AND ALSO MET BUDGET REQUIREMENTS. CHAIRMAN WODTKE INQUIRED AS TO THE TIME IT WOULD TAKE TO MAKE THE NECESSARY CHANGES ON THE PLANS, GO THROUGH THE FINAL CONSTRUCTION DRAWINGS; AND WHAT EXPERIENCE HAS THE FIRM HAD WITH PERMITTING WITH THE DER. MR. HANCOCK EXPLAINED, CONCERNING THE TIME ELEMENT, THAT THEY WOULD HAVE TO GO THROUGH THE PLANS MORE THOROUGHLY BEFORE THAT COULD BE ANSWERED; AND THEY HAVE AS MUCH EXPERIENCE WITH THE DER AS ANYONE, AND THEIR FIRM IS LOCATED IN THE SAME OFFICE BUILDING AS THE DFR IN ORLANDO. COMMISSIONER LYONS ASKED IF THEY -HAD ANY PROJECTS GOING NOW IN THE SAME DER DISTRICT, AND MR. HANCOCK ADVISED NEGATIVELY, AS THEIR WORK WAS BEING FARMED DOWN FROM THEIR REGIONAL OFFICE IN VIRGINIA. MR. BLACKWELL INTERJECTED THAT THEY HAVE EXPERIENCE IN DEALING WITH THE COAST GUARD, THE CORPS OF ENGINEERS, AND THE FISH AND WILDLIFE COMMISSION. COMMISSIONER SIEBERT ASKED HOW THEIR FIRM WOULD PROPOSE PAYMENT ON THEIR PROJECT. MR. BLACKWELL COMMENTED THAT COST PLUS FIXED FEE IS USUAL, OR A LUMP SUM BASIS. MR. HANCOCK REPORTED THAT THEY HAVE HAD NO LOCAL EXPERIENCE WITH DRAINAGE PROBLEMS BUT DO UNDERSTAND THE PROBLEMS OF DRAINAGE, AND THE DER REQUIREMENTS. CHAIRMAN WODTKE STRESSED THE DRAINAGE PROBLEM THEY ARE ANTICIPATING WITH THE COMMUNITY MEMBERS IN THAT AREA, AND THE BOARD IS CONCERNED THAT WE HAVE SOMEBODY WITH THE ABILITY TO CARRY THE PROJECT THROUGH THE PERMITTING STAGE. MR. HANCOCK FELT THAT IF THE DER IS BROUGHT INTO THE PROJECT RIGHT AT THE BEGINNING AND WORK WITH THEM, -THEY CAN PROBABLY DO A LOT MORE THAN TRYING TO PROVE TO THE DER THAT SOMETHING WILL WORK. HE STATED THAT HE WOULD TRY TO SATISFY EVERY CONDITION THE DER HAD ON THE PROJECT. THE BOARD THEN THANKED THE GENTLEMEN FOR THEIR PRESENTATION. DISCUSSION ENSUED REGARDING THE INTERVIEWS, AND IT WAS DECIDED TO MAKE A FORMAL SELECTION AT THE MEETING OF DECEMBER 19, 1979.
