Indian River County Sheriff – Roy Raymond U.S. Department of Justice, Bureau of Justice Assistance Bulletproof Vest Partnership Program (letter dated April 13, 2007) 35-36 Approved the use of Grant dollars for the purchase of replacement bulletproof vests through the U.S. Department of Justice, Bureau of Justice Assistance Bulletproof Vest Partnership Program. 9. County Initiated: Request to amend the text of the Comprehensive Plan’s Future Land Use Element by Creating a New MHRP, Mobile Home Rental Park (up to 8 units/acre), Land Use Designation for Mobile Home Rental Parks (memorandum dated April 27, 2007) 37-63 Legislative Combined Items 1 & 2: Resolution 2007-044. Approved staff’s recommendation to amend the text of the Comprehensive Plan’s Future Land Use Element by creating a new MHRP, Mobile Home Rental Park as submitted with the exceptions of applying the provisions for mobile home rental parks over 10 acres in size to 15 acres in size; removing Southgate Village Mobile Home Park from the list (at 10.29 acres); and removing the C-1 land use from the allowable zonings for mobile home rental parks. 2. County Initiated: Request to Amend the County’s Comprehensive  Plan to Redesignate 806.23 acres From M-1, L-2, and C/I to MHRP (memorandum dated April 27, 2007) 64-85 Legislative Resolution 2007-045. 3. County Initiated: Request to Amend the text of the Comprehensive Plan’s Future Land Use Element by Eliminating New Town Policies 1.34 and 1.35 (memorandum dated April 27, 2007) 86-100 Legislative Voted to deny submittal to the Department of Community Affairs but directed staff to move forward with a GIS (Geographic Information System) of density transfers outside the urban service area. 4. County Initiated: Request to Amend the Transportation Element of the Comprehensive Plan (memorandum dated May 1, 2007) 101-117 Legislative Approved submittal to the Department of Community Affairs of the Transportation Element of the Comprehensive Plan as presented. County Initiated: Request to Adopt a New Public School Facilities Element and to Amend the Capital Improvements Element and the Intergovernmental Coordination Element of the Comprehensive Plan (memorandum dated April 27, 2007) 118-238 Legislative Approved the new Public School Facilities Element of the Comprehensive Plan and the Comprehensive Plan text amendments to the Capital Improvements Element and the Intergovernmental Coordination Element for transmittal to the Department of Community Affairs for review, Resolution #2007- 046. Sorensen, M.D., M.B.A., Deputy State Health Officer, Department of Health, Request that the Board of County Commissioners Approve the Appointment of Miranda Swanson as the Administrator of the Indian River County Health Department (letter dated April 30, 2007) 240 Moved to 10:32 a.m. Unanimous vote to appoint Miranda Swanson as the Administrator of the Indian River County Health Department. 11. City of Fellsmere’s Request for Board Authorization to use County Environmental Land Acquisition Bond Funds as a 10% Match for a City Application to the Florida Communities Trust for a Project called “The Fellsmere Preserve” (memorandum dated May 1, 2007) 266-285 Approved the use of County bond funds for 10% of the Fellsmere Preserve project costs, not to exceed $700,000 with the County and City sharing title to the property if it is acquired. BOCC – Organizational Structure (memorandum dated April 25, 2007) 286-298 Approved Option #5 which is comprised of 5 Commissioner Assistants and 1 Receptionist, the positions would not be at will employees but regular employees with vested rights, the recording and transcribing of all current committee meeting minutes would remain with the department but the minutes would be reduced to summaries. The current staff in the BOCC would remain as employees without having to make new application for the Commissioner Assistant positions. Mr. Jim Sexton, Human Resources Director, was requested to provide more detailed information at a future meeting to fine tune several duties that would need to be addressed. Human Services E. Shady Acres Subdivision Petition Water Service – 24 th Avenue th North of 10 Street, Indian River County Project No. UCP-2961 (memorandum dated May 1, 2007) 312-317 Approved the Shady Acres Subdivision Water Service project as presented and authorized the department to proceed with the engineering design work and negotiation of a contract for survey services with one of the approved survey consultants in preparation for the special assessment project. 3. Award of Annual RFP/Bid for Water Meters: RFP #2007047 (memorandum dated May 1, 2007) 318-326 Approved award of bid to Municipal Water Works, Inc. in the amount of $889,470.06. 12.
