At a regular meeting of ,the Board of . County Com ai.ssionerss of Ind Ian River County,
Florida, begun axed held at the j off'io le of the Clerk of Circuit Court on Tuesday the
5th day of August, A. D}�, 1930fi the following members of said board were present
Albert 0. Helseth, Chairman; J'�. D. 'Yo up, J. W. LaBruoe, J. J. P. Hamilton and
John. H. Atkin. Also present� Files 'Warren, Clerk by D. H. McCallum, Deputy Clerk,
and Clark S. Rios, Sher�ff. The following pr®ceedings were had..

Minutes of the ',meetingsheld July lsj;., 7th, 8th, 9th and llth�, 1930, were
read an4 approved upon motion duly made and carried.
Mr. Eddington representing the Sebastian Groves Company, appeared before
the Board and requestedlasssist4noe from the County in opening certain drainage dit
in `the Sebastian area, And, after discussion,, it was the opinion of the Boaaarcd that
the request was for a drsainagelproposition benefitting property belonging to private
Iterests,' and that the board was without authority to give assistance as requested,
Ii was ordered that the reques' be and the same is hereby denied, provided however,
that dte consideration would be given of the requirements pertaining to bridge on
public reads across said ditch.
Mr. Wm. 'F. Johnson, a pauper, appeared' before the Board and thanked the
members for the assistance he was recieving from the County from allowances made to
paupers outside of poor I house »;
It vas ordered that the bridge on Osceola at Range line be rebuilt, and
that the two bridges: further Fest be rebuilt and .made twenty (20) feet wise instead,
of sixteen (16) feet.
It appearing From tie record and files that the case lately pending in
the Circuit Court, wherein the, County of Indian River vs the City of Vero Beach,
hawing been appealed tp itho Supreme Court by the said W, and that the mandate of

the said Supreme Court � the decision of the Circuit Court in the said case,
and taxed the -costs against the o itbwass therefore ordered, that the Clerk
render a bill to the said City of Vero Beach with a request that the same be paid ix
accordance with order of saidlllmandate*
A communication from Mrs, 0. D. Etters asking aid from the County was
recieved and it was ordered that same be referred to Bliss Leila Bunklejr, County
Nurse, for envestigatio4.
Upon motion duly mi,ade and carried the County Engineer was instructed to
extend public road from intersection of Louisana Avenue in Sebastian, South, to
connect the same with Mibasso,jroad
Upon motioniduljrmade and carried the County Engineer was instructed to
dig certain ditches for the Indian River Products Company, as soon as practicable
and the machine neccessary to!use in said work was available, the same to be paid
for by the said Companyi at the usual rates charge for such services.
Upon motion; duly made and carried it was ordered that the County En.ginc
have installed pipe line from'City main at the end of bridge to furnish water,to
the tender of the Vero Bridge;
Cdr. F. G. FletoUer, building inspector in charge of the construction
of the County Jail was Instructed to purchase pipe sufficient to install sewer line
from jail to City seweriline,l,the name to be installed under the directions of the

City Engineer, and in a�ccorde oe with ordinances in such canes made and provided.
It being brought to the attention of the Board that it was neccessary

TUESDAY AUGUST 59 1930,
to make certain changes in the plans and specifications for the Jail building, and upon
i
motion duly made and carried a resolution was passed as follows;
"Provide eight inch Dead air apace between steel ceiling of second story and
conorete Roof Slab, by placing six lines 8" x 12" x 12" Building the spaced as directed
by Inspector F. G. Fletcher. Spaces between Tile to.be filled in with wood formes to
same elevation as tile making an even surftee on which to pour roof slab. Tile over p
visitors corridor to be supported by placing 2" x 2*0 x 4" Angles on both side of each
line. Place reinforcing steel in roofing slab as director by inspector. Provide
yopenings for ventilators over pipe spaces as directed by. Inspector. For above changes
we agree to furnish all extra material required, For labor and supervision we will pair
actual cost (including Liability Ins.) plus 15%. Provide a Twenty Year Roof instead
of Ten year as specified, for which we agree to pay Forty Five (W.00) extra."
A communication from the State Road Department relative to right-of-way for
State Road No. 30, was reeieved, and considered, and upon motion duly made and carried
Ga resolution was duly made and carried. j
Whereas, on the 17th day of July, 19301 the State Road Department adopted a
resolution "That the department do take over for maintainance that portion of road 30
from the dyke line canal to Fero Beach and apply the unexpended betterment funds

applicable to said road to providing a traveable rook pavement from the end of the
present pavement; and
Whereas, such resolution was adopted with the understanding that Indian River
County will secure and turn over a 66 foot right of way on the unpaved portion and will
agree that if and when the Department shall widen the road, Indian River County will
provide the neeeessary lands for right of way on the remainder thereof; f
'Now `thesdfcre, be it resolved by the Board of County Commissioners of Indian
River County, that the said County will secure and turn over to the State Road Depart-
ment, a 66 foot right of way on the unpaved portion of said road, and that said County
does hereby agree that it will provide the neccessary lands for right of wag on the
remainder thereof, as required and called for by said resolution of the State Road
Department.
The Board then took up the matter of considering and acting upon and adopting
the estimates of the expensess for the fiscal year commencing October 1st, 1930 and
ending September 30th, 1931, which were prepared and entered upon the minutes of the
meeting of the Board of County Commissioners, held on the llth day of July, A. D., 1930,
and to fix the rate of taxation for the year 1930,

proceeded with the matter of fixing the rate of taxation for the County and Special
District purposes for the year 1930, and after a careful consideration of the estimates:

The Board then proceeded to sig the millage for Special Road & Bridge District No4
under Section 1656 of Chapter 129 Revised general Statutes and it was determined that a
tag of Ten (10) mills on the dollar be levied and is hereby fixed and assessed for the
year 1934, ( to raise $317,540.40 )'on all of the property in the'County of Indian River`
lying and being within the boundaries of the said District for the purpose of Peak
Interest and creating a sinking fund for the retirement of the bonded debt; which bound

successive weeks in a newspaper published in said Uounty, provided thatnno public sale
