HomeMy WebLinkAbout7/1/2003 (2)July 1, 2003 EMERGENCY SERVICES DISTRICT The Board of Commissioners of the Emergency Services District met at the County Commission Chambers, 1840 25th Street, Vero Beach, Florida, on Tuesday, July 1, 2003 at 9:41 a.m. Present were Kenneth R. Macht, Chairman; Commissioners Fran B. Adams, Thomas S. Lowther and Arthur R. Neuberger. Vice Chairman Caroline D. Ginn was absent due to illness in her family. Also present were James Chandler, County Administrator; William G. Collins, II, County Attorney; and Maria L Suesz, Deputy Clerk. The Chairman called the meeting to order. 14.A.1. APPROVAL OF MINUTES - FEBRUARY 18, 2003 The Chairman asked if there were any corrections or additions to the Minutes of the Regular Meeting of February 18, 2003. There were none. ON MOTION by Commissioner Adams, SECONDED by Commissioner Neuberger, the Board unanimously (4-0, Vice Chairman Ginn was absent) approved the Minutes of the Meeting of February 18, 2003, as written. 14.A.2. APPROVAL OF MINUTES - MARCH 11, 2003 The Chairman asked if there were any corrections or additions to the Minutes of the Regular Meeting of March 11, 2003. There were none. ON MOTION by Commissioner Adams, SECONDED by Commissioner Neuberger, the Board unanimously (4-0, Vice Chairman Ginn was absent) approved the Minutes of the Meeting of March 11, 2003, as written. July 1, 2003 1 E.S.D. 14.A.3. PURCHASE AGREEMENT FOR TWO REPLACEMENT FIRE TRUCKS ON A SOLE SOURCE BASIS - PIERCE MANUFACTURING, INC. (LAKE CO. CONTRACT #99-150) Emergency Services Director John King explained that there are only two major manufacturers for fire trucks. Pierce Manufacturing, Inc. is located in Wisconsin and he uses them because they offer a better price and service. They have factory representatives throughout the State of Florida and repairs are handled within 24 to 48 hours. The other manufacturer is located in Ocala, Florida and he has heard that it is difficult to get service, let alone a return phone call from them. ON MOTION by Commissioner Lowther, SECONDED by Commissioner Adams, the Board unanimously (4-0, Vice Chairman Ginn was absent) approved the purchase agreement of one (1) Enforce Pumper and one (1) Enforcer Aerial Ladder Truck on a sole source basis from Pierce Manufacturing at a total price of $805,102, using the Lake County Contract (Bid 99-150). Staff will return to the Board prior to taking delivery of the two (2) replacement fire trucks to present another agenda item detailing the best available financial package for the lease/purchase agreement. July 1, 2003 CONTRACT WILL BE ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD WHEN EXECUTED AND RECEIVED ALL BACKUP DOCUMENTATION IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD AND IS HEREBY MADE A PART OF THESE MINUTES 2 E.S.D.
