JULY 16, 2003 July 17, 2003 SPECIAL MEETING OF BOARD OF COUNTY COMMISSIONERS - BUDGET WORKSHOP Side G — The Board of County Commissioners of Indian River County, Florida, met in Special Session at the County Commission Chambers, 1840 25th Street, Vero Beach, Florida, on Thursday, July 17, 2003, at 9:00 a.m. Present were Kenneth R. Macht, Chairman; Caroline D. Ginn, Vice Chairman; and Commissioners Fran B. Adams, Thomas S. Lowther, and Arthur R. Neuberger. Also present were James E. Chandler, County Administrator; William G. Collins II, County Attorney; Assistant Administrator Joe Baird; Budget Manager Jason E. Brown; and Patricia Ridgely, Deputy Clerk. CALL TO ORDER The Chairman called the meeting to order and announced 2 items remain. The first a Solid Waste Disposal District Public Hearing —Second matter Sheriff's budget. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Commissioner Adams (meeting was recessed briefly to hold the Solid Waste Disposal District public hearing. (Minutes are being prepared separately.) Side G @ 326 SHERIFF ROY RAYMOND Sheriff Raymond aided by Harry Hall, Comptroller — Power Point presentation (copy on file with backup) Budget not padded, all essential - 41 reduced by $405,504 — Federal prisoners not in (is estimated) budget, as rev comes it, it is added to the budget. — 7.8% increase — explains where cuts were made (Side G @ 736) — gas, terminations, health insurance aircards, airtime, corrections sergeant, capital outlay (02/03), i.e. garage front end lift, vehicle sign maker. Nationwide problem. 7.6% increase unacceptable & inappropriate in today's economy. Police & fire support — consider carefully & review priorities. Talked to Larry Reisman — 7.6% where it came from.- millage rate slightly less in the last year — city resident City of Vero Beach taxes — 2-1/2T increase by Property Appraiser estimates increase on $200,000.
