Lowther, Vice Chairman Arthur R. Neuberger, Commissioners Sandra L. Bowden, Wesley S. Davis, and Gary C. Wheeler. Also in attendance were County Administrator Joseph A. Baird, Assistant County Attorney Marian Fell, Executive Aide to the Board Kimberly Massung, and Deputy Clerk Ilea M. Petsel. Martin County Attendance included: Chairman Lee Weberman, Commissioners Doug Smith and Michael DiTerlizzi (Vice Chairman Susan L. Valliere, and Commissioner Sarah Heard were not present). 1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE Chairman Lowther called the meeting to order and led the pledge of allegiance to the flag. August 16, 2005 1 Joint Workshop with Martin County 2. INVOCATION Stan Boling, Indian River County Planning Director, delivered the Invocation. 3. INTRODUCTIONS - INDIAN RIVER COUNTY STAFF Chairman Lowther requested staff to rise and introduce themselves. The following Indian River County Staff gave self-introductions: County Administrator Joseph Baird; Assistant County Attorney Marian Fell; Tom Frame, General Services Director; Jason Brown, Office of Management of Budget; Bob Keating, Community Development Director; Eric Olson, Utilities Director; Jim Davis, Public Works Director; Stan Boling, Planning Director; Michael Zito, Assistant County Administrator; and Kimberly Massung Executive Aide to the Board. 4. INTRODUCTIONS OF MARTIN COUNTY COMMISSIONERS AND STAFF BY CHAIRMAN LEE WEBERMAN Chairman Lee Weberman requested staff to rise and introduce themselves. The following Martin County Staff gave self-introductions: Dan Hudson, Acting County Administrator; Steve Fry, County Attorney; Assistant County Administrator Jim Sherman; Engineering Department Director Don Donaldson; Growth Management Director Nicki VanVonno; and Emergency Services Director Steve Wolfberg. 5. IMPACT FEES/GAS TAX August 16, 2005 2 Joint Workshop with Martin County IRCCDDB NDIAN IVER OUNTY OMMUNITY EVELOPMENT IRECTOR OB K EATING Director Keating used a PowerPoint presentation (copy on file) to illustrate the origin, breakdown, issues, and the different categories Indian River County uses for Impact Fees. He reported that Indian River County uses only the minimum six cent gas tax and is considering adding an additional six cents in the future. MCACAJS ARTIN OUNTY SSISTANT OUNTY DMINISTRATOR IM HERMAN Jim Sherman Assistant County Administrator used a PowerPoint presentation (copy on file) to explain the differences in Martin and Indian River County impact fees. He discussed the history, types of accounts, exemptions for low-income housing, review period, categories, calculations, and the requirements for impact fees. Lee Weberman Martin County Chairman affirmed that Martin County does impose the full twelve-cent gas tax and still has trouble keeping up service levels. They review the impact fees every two years and they plan to form a standing committee of citizens that can review them, which could avoid a negative response from local builders and other associations. 6. FEMA UPDATE IRCOM&BD NDIAN IVER OUNTY FFICE OF ANAGEMENT UDGET IRECTOR JB ASON ROWN August 16, 2005 3 Joint Workshop with Martin County Director Brown used a PowerPoint presentation (copy on file) to illustrate the total project worksheets to date and broke them down by category, storm name, and explained the major issues Indian River County has had with FEMA (Federal Emergency Management Agency). MCEDDD ARTIN OUNTY NGINEERING EPARTMENT IRECTOR ON D ONALDSON Donaldson Director used a PowerPoint presentation (copy on file) to illustrate the time allocation for disaster recovery projects, debris removal, ongoing issues with FEMA, and the damage summary of the 2004 hurricanes. Discussion ensued on an ordinance Escambia County has in effect that allowed them to get reimbursed from FEMA for debris pickup on private roads. Indian River County Administrator Baird suggested the counties band together and lobby at the federal level instead of passing ordinances to get the guidelines changed. 7. COMPREHENSIVE PLANNING INITIATIVES IRCCDDB NDIAN IVER OUNTY OMMUNITY EVELOPMENT IRECTOR OB K EATING Director Keating used a PowerPoint presentation (copy on file) to illustrate Indian River County’s comprehensive planning initiatives. He communicated the historical residential building permit activity, pending growth management provisions, projected population, and a vacant lands study. MCGMDNVV ARTIN OUNTY ROWTH ANAGEMENT IRECTOR ICKI ANONNO August 16, 2005 4 Joint Workshop with Martin County VanVonno Director used a PowerPoint presentation (copy on file) to illustrate Martin County’s planning initiatives. She summarized development patterns, study issues, what Martin County is currently doing, protection of waterfront commercial lands, CRA implementation, and the Rural Heritage Land Use Designation. Discussion ensued on commercial waterfront property, rural land designation, the MPO (Metropolitan Planning Organization) study, and lands in public ownership. (CLERK’S NOTE: The Chairman called for a recess at 10:45 a.m. and reconvened the meeting at 10:50 a.m. with all members present.) 8. JAIL PLANNING AND CONSTRUCTION IRCGSDTF NDIAN IVER OUNTY ENERAL ERVICE IRECTOR OM RAME General Services Director Tom Frame used a PowerPoint presentation (copy on file) to illustrate the history, land acquisition, and needs assessment plan for the County’s correctional facility. His report included cost estimates, construction timing, consideration of Hillsborough County’s facility, and Board approvals regarding the new jail. Commissioner Davis questioned the current population of the Indian River County McMullen Jail and Sheriff’s Captain stated there are 549 inmates currently in jail. Director Frame explained that to fill the gap in the underestimated jail population growth, the County is looking at reevaluating the budget. August 16, 2005 5 Joint Workshop with Martin County MCACAJS ARTIN OUNTY SSISTANT OUNTY DMINISTRATOR IM HERMAN Sherman Assistant Administrator used a PowerPoint presentation (copy on file) to display the overall site, comprehensive plan, number of beds, floor plan, estimated time of completion, types of supervision, and a comparison of costs affiliated with different types of supervision of their proposed jail. 9. WORKFORCE HOUSING/AFFORDABLE HOUSING IRCCDDB NDIAN IVER OUNTY OMMUNITY EVELOPMENT IRECTOR OB K EATING (CLERK’S NOTE: THIS ITEM WAS HEARD BEFORE ITEM 8.) Director Keating used a PowerPoint presentation (copy on file) to illustrate workforce/affordable housing in Indian River County. He explained the current affordable housing incentives, programs, future efforts, and hurricane housing recovery. Discussion ensued on the Indian River County committees working on affordable housing, the density bonus program, and a variety of homestead tax exemptions. It was suggested that staff from both counties meet to share ideas regarding affordable housing issues. MCGMDNVV ARTIN OUNTY ROWTH ANAGEMENT IRECTOR ICKI ANONNO VanVonno Director used a PowerPoint presentation (copy on file) to illustrate the history, meaning, local conditions, living index, rank in wages, inclusionary zoning, population growth, and other factors related to affordable/workforce housing. FIRE AND EMS CONSOLIDATION IRCESDJK NDIAN IVER OUNTY MERGENCY ERVICES IRECTOR OHN ING Director King used a PowerPoint presentation (copy on file) to illustrate the timeline from the development of a strategic plan to consolidate the Fire and EMS Divisions. He explained the delivery of emergency services, analysis of the current situation, administrative problems, organizational challenges, implementation plan, consultant reports, and expectations of the Fire/EMS consolidation. MCESDSW ARTIN OUNTY MERGENCY ERVICES IRECTOR TEVE OLFBERG Steve Wolfberg Emergency Services Director used a PowerPoint presentation (copy on file) to explain the timeline from formal discussion to the full consolidation. He asserted that the experience has been positive for Martin County. He went on to address some of the decision-making, challenges, costs, and the outcome of the consolidation. Discussion continued on volunteer firefighters/EMS workers, clauses for paramedics who did not want to become firefighters, and how municipalities handled the consolidation. Wolfberg Mr. explained that the $90,000 annual salary for a Firefighter/EMS employee includes all benefits and high-risk retirement. He stressed they do not net $90,000 a year. He asserted that the average firefighters’ wage is around $42,000 without the added benefits. DiTerlizzi Commissioner stated Martin County hears many positive public comments regarding the Fire Rescue Division. August 16, 2005 7 Joint Workshop with Martin County 11.QUESTIONS AND COMMENTS FROM BOARD MEMBERS Chairman Lowther disclosed that he hoped in the next couple months Indian County can again meet with Martin County and possibly set up quarterly meetings like has been done with St. Lucie County. 12. PUBLIC COMMENTS Nancy Aulfit , Vero Beach, felt the joint meetings are very productive but stated a voter referendum is not good planning. She is glad to hear of the progress in affordable housing and commented that the Builders Association is ready to participate in a positive way. th Joe Molinary , 54 Avenue, Vero Beach, felt that there would not be a cost savings in consolidation of Emergency Services. Jim Granse , Vero Beach, would like to hear the cost of gas in Martin County in comparison to an average cost of a gallon of gasoline in Indian River County. Administrator Baird stated he had that information and will supply it to Mr. Granse. 13.
