5. PROCEDURES FOR ALL ARTICLES AT IMPASSE:
Procedures will be as adopted on September 10, 2009:
A. Brief Opening statement by each party unless waived by a party
B. For each Article, each party shall have a reasonable amount of time, including
time for rebuttal by the first presenter; the Chairman, at his discretion, reserves
the right to extend presentation time at the request of either party
C. Board of County Commissioners (Board) may ask questions at any time before,
during, and after presentation of each Article by each party
D. Public Comment after each Article
D1 Rebuttal by each party unless waived by a party
E. Board deliberation after each Article — Board has the right to ask additional
questions of either party
F. Board renders its decision on each Article

7. WRITTEN AGREEMENT:
Pursuant to Florida Statutes Section 447.403(4)(e) the parties (Indian River County
Sheriff's Office and Coastal Florida Police Benevolent Association) are to prepare a
written agreement containing the disputed impasse issues resolved by the Board of
County Commissioners
8. ADJOURNMENT
Anyone who may wish to appeal any decision which may be made at this meeting will need to ensure that a
verbatim record of the proceedings is made which includes the testimony and evidence upon which the appeal
will be based.
Anyone who needs a special accommodation for this meeting may contact the County's Americans with

meeting.
The agenda is available on line at the Indian River County Website at www.ircgov.com The agenda is also
