SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, September 22, 2009.
Present were Chairman Wesley S. Davis, Vice Chairman Joseph E. Flescher, and Commissioners
Peter D. O'Bryan, Bob Solari, and Commissioner Gary C. Wheeler. Also present were County
Administrator Joseph A. Baird, County Attorney William G. Collins Il, and Deputy Clerk Leona
Adair Allen.
Chairman Davis called the meeting to order at 4:40 p.m.
1 S.B.I. REQUEST TO INCLUDE THE FORMER SOUTH GIFFORD ROAD LANDFILL
SITE INTO THE BROWNFIELD GRANT APPLICATION BY THE TREASURE
COAST REGIONAL PLANNING COUNCIL
Managing Director of the Solid Waste Disposal District Himanshu Mehta conveyed that
the Treasure Coast Regional Planning Council (TCRPC) is applying for a Brownfields Grant to
the U.S. Environmental Protection Agency (EPA), and they wanted to include the former South
Gifford Road Landfill site in their Grant application. He said they would apply for two grants,

one for a petroleum grant, the other a hazardous waste grant that would cover the landfill site.
He also noted that each grant would be for $200,000, for a total of $400,000, if the County
agrees to be included in their application.
ON MOTION by Commissioner O'Bryan, SECONDED
by Vice Chairman Flescher, the Board unanimously
approved the inclusion of the former South Gifford Road
Landfill site into the Brownfield Grant Application to be
submitted by the Treasure Coast Regional Planning
Council on October 18, 2009, as recommended in the
memorandum of September 16, 2009.

OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES

There being no further business, the Chairman declared the meeting adjourned at
4:41 p.m.
