SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY
The Board of County Commissioners of Indian River County, Florida, met in Special

Session at the County Commission Chambers, 1840 25 Street, Vero Beach, Florida, on Thursday,
September 23, 2004 at 4:30 p.m. Present were Caroline D. Ginn, Chairman; Arthur R. Neuberger,
Vice Chairman; and Commissioners Fran B. Adams, Thomas S. Lowther and Kenneth R. Macht.
Also present were Joseph Baird, County Administrator; County Attorney William G. Collins II;
Kimberly Massung, Executive Aide to the Board; and Deputy Clerk Patricia “PJ” Jones.
The Chairman called the meeting to order.

Chairman Ginn delivered the Invocation.

HURRICANE JEANNE UPDATE
Emergency Management Coordinator Nathan McCollum stated that Hurricane Jeanne has
been affected by a sudden change in steering currents. The high pressure which has moved over the
Atlantic is a lot stronger than anticipated. The official forecast for Jeanne is now winds in excess
of 110 mph. This will be at least a Category 3 storm at landfall with winds from 120 to 130 mph.
The high pressure system is flattening the top of the storm and forcing it westerly and possibly a little
more southerly. Hurricane winds extend 60 to 70 miles from the center of the storm and are
expected to reach at least 100 miles from the center by landfall. This hurricane can cause major
damage to roofs covered in tarps pursuant to the damage left by Hurricane Frances. We expect
landfall early Sunday morning.
Mr. McCollum also reported that Hurricanes Lisa and Karl are expected to move northerly
into the Atlantic. Hurricane Ivan is currently expected to make landfall in western Louisiana and
Texas as a tropical storm with winds about 40 to 50 mph.
Mr. McCollum continued that they are asking people to leave beginning tomorrow for a
voluntary evacuation as they are expecting another 3 million person evacuation along the east coast
of Florida. Those people who plan to remain in the County should start protective actions now,
planning to end those preparations early on Saturday. The shelters will be open on Saturday and
each person needs to evaluate their own situation as to whether or not they need to go to a shelter,
evacuate or prepare their homes to ride out the storm. The barrier island is included in the
mandatory evacuation beginning Saturday morning but those residents need to plan now where they
will go as Interstate 10 suffered damage during Hurricane Ivan and there is a major detour to get
around that damage. We expect to begin receiving hurricane force winds early Saturday afternoon
so all plans must be completed before that time.

Mr. McCollum added that Jeanne’s winds are now 105 mph, the same as Hurricane Frances.
This new storm will travel up the coastline and the winds will be moving the already damaged trees
in the opposite direction. Most of the County will lose power again from trees falling on power
lines. We have already made a request to Florida Power & Light to identify their staging areas and
prepare the number of outside personnel they will require. This request is on file in the State’s
Emergency Operations Center.
DECLARATION OF LOCAL EMERGENCY – RESOLUTION 2004-118
Mr. McCollum stated that, based on the available information, the County needs to issue a
new declaration of emergency.
Commissioner Adams questioned whether it was anticipated that I-95 would be declared a
one-way road, and Mr. McCollum advised that has been discussed but he did not believe it would
be necessary.
County Administrator Joe Baird pointed out that most government offices will be closed on
Friday, including the Administration Building, the schools, the City of Vero Beach and the City of
Sebastian. The libraries will be open until 5:00 p.m. on Friday. He asked the Board to approve the
proposed Resolution giving him authority to make decisions, enter into contracts, rent equipment,
and appropriate public funds, if necessary, for a period of 7 days.
County Attorney Collins noted that this is basically the same resolution as passed relative to
Hurricane Frances, also authorizing the County Administrator to declare extensions without the
necessity of coming back to the Board.

ON MOTION by Commissioner Adams, SECONDED
by Commissioner Lowther, the Board unanimously
adopted Resolution 2004-118 Declaring a State of Local
Emergency (Hurricane Jeanne).

2004.
